가정어린이집 원장이 느끼는 운영의 어려움과 요구

다국어 초록 (Multilingual Abstract)

This is a qualitative research through the in-depth interview, in order to understand the operational difficulties and needs felt by directors of home daycare centers. This study aims to understand the needs for the improvement by understanding the directors of home daycare centers and also drawing the problems with the current childcare policies after analyzing the experiences and opinions of directors of home daycare centers going through operational difficulties in diverse aspects as the childcare policies are rapidly changing. The objective of this study is to provide the basic data for establishing the childcare policies for the high-quality childcare of home daycare centers. For this research objective, the research questions were set up as follows.

1) What are the operational difficulties felt by directors of home daycare centers?
2) What are the operational needs felts by directors of home daycare centers?

This study conducted the interview with eight directs of home daycare centers located in Y-gu, Daejeon-si. The research period was from May 2018 to July 2018. After completing the list of questions through the preliminary interview, the stories about the research questions were collected through eight times of individual interviews and eight times of 1st & 2nd group in-depth interviews. For the data collection, the relevant theses, press policy releases from the Ministry of Health and Welfare, data of the National Statistical Office, media reports, and internet reports were collected. The collected data was classified into category through the process of transcription and classification. By binding the contents derived again into sub-factors, the main contents were extracted and analyzed. The results of this study could be summarized as follows.
First, the directors of home daycare centers find difficulty in the reality of childcare policies frequently changing. They ask to listen to the voices from childcare sites to provide the actual help for the operation, by reflecting the matters that should be modified/complemented to the childcare policies.
Second, the directors of home daycare centers experience the economic hardship due to the lack of operating cost. The financial support would be needed for the qualitative improvement of early childhood education through the stable operation of home daycare centers. They ask for the proper financial support for the stable operation.
Third, the directors get lots of stress from excessive inspection, audit, and evaluation. As the directors feel anxiety about all sorts of gradually-increasing inspection, audit, and evaluation, there should be some changes in the excessive regulations and audit. They ask for the reduction, complementation, or modification of them.
Fourth, the directors feel confused about the special activity rules unsuitable for the childcare activity hours of home daycare centers. As young children have their lunch and take a nap after noon, they ask to modify the special activity guidelines that have not considered the childcare operating hours of home daycare centers.
Fifth, the home daycare centers mostly filled with young children find difficulty in the class organization structure and the teacher-to-child ratio unsuitable for the reality. As the current teacher-to-child ratio is not suitable for the reality, they ask for the adjustment of teacher-to-child ratio and the class organization suitable for the reality.
Sixth, even though the relationships with parents are important to young children, directors, and teachers, they find difficulty in relationships due to the communication problems with parents, difference in opinions, and parents' impractical demands. The directors of home daycare centers ask for the mandatory parent education for the improvement of parents' perception.
The results of this study show that the home daycare centers play a pivotal role in the childcare of young children. Therefore, it would be necessary to change the childcare policies by reflecting the operational difficulties and needs recognized by the directors of home daycare centers.
