독일 통일비용 논의와 한국에 주는 함의

국문 초록 (Abstract)

본 논문은 독일에서의 통일비용 논의를 검토해봄으로써 우리 사회를 위한 함의를 찾아 통일비용 논의의 바람직한 전환을 시도한다. 지금까지의 통일비용 연구는 독일 통일비용의 규모와 성과를 분석한 것을 토대로 남북 사회의 미래를 조망하고 있었다. 학문적 영역에서의 통일비용 관련 연구 활성화에도 불구하고, 독일 통일비용의 경제적인 측면에만 집중되어 있어 협소한 관점에서 통일비용 논의가 다뤄지는 한계를 가진다. 이 연구는 선행연구의 한계를 극복하고, 독일 사회가 법∙정치∙사회적 측면에서 통일비용을 어떻게 바라보고 있는지 분석하고 있다.
독일의 통일비용 논의를 살펴본 결과는 다음과 같다. 첫째, 서독의 기본법이 동독에도 적용된 이상 상당한 지원금이 동독지역으로 지급될 수밖에 없었다. 둘째, 거대한 통일비용의 원인이 서독 정부의 정치적 과실(過失)과 동독 정치 엘리트들의 역할 부재 때문이라고 본다. 셋째, 독일은 동독 사회의 다양한 영역으로부터 지금까지의 통일비용 성과를 분석하고 있다.
위의 분석을 통하여 독일의 사례가 우리 사회에 주는 다섯 가지 함의는 통일비용의 규모와 재원 조달 방식 그 이상인 것으로 드러난다. 첫째, 한반도의 통일 방식은 ‘제3의 방안’이어야 한다. 둘째, 남북 통일은 남북한 사회의 순기능이 적절하게 융합된 형태여야 한다. 셋째, 앞으로의 논의에는 북한 사회의 잠재적인 능력과 그들의 적극적인 의견이 반영되어야 한다. 넷째, 통일의 성과를 경제지표를 통해서만 판단해서는 안 된다. 다섯째, 통일비용에 대한 사회적 공감을 얻기 위해서는 책임과 연대 의식에 기반한 논의가 활성화될 필요가 있다. 본 연구를 통해 얻은 새로운 인식을 바탕으로 세 가지 핵심 결론이 제시된다. 첫째, 독일의 통일비용 논의가 우리에게 건네는 의미를 통일비용 추정으로만 축소해서는 안 되며, 둘째, 통일과 통일비용에 대한 평가는 장기적인 관점에서 다루어야 하고, 셋째,‘통일경제주의’의식에서 벗어날 필요가 있다.

다국어 초록 (Multilingual Abstract)

This paper is to find the meaningful implications for South Korea and to seek the desirable switch in the unification costs discussion in South Korea, by looking into the discussion in Germany. Precedent researches about the unification costs in South Korea have anticipated the future of Unified Korea, based on the German researches. Despite the increased academic interests in relevant topics in South Korea, most of them are concentrated on economic aspect. Therefore, this study is to find out how Germany has dealt with the unification costs in the legal, political and social sector, and to come over the narrow perspectives which the precedent researches has shown.
By reviewing the discussion of the German unification costs, this research shows how the German society understands it. First, they think that the implementation of the Western ‘Basic Law for the Federal Republic of Germany’ to the Eastern accompanied the enormous and unavoidable supports for the Eastern Germany. Second, they find the causes of the unification costs from the policies of the Western German government, immoderate monetary unification, and the inactive role of the Eastern German political elites. Third, they investigate the effects of the unification costs grounded not only on the economic side but also on the variant social aspects.
Implications for the Korean society are not merely limited to the size of the costs and the way to finance it. First, large costs and a long period of time are necessary to unite the two different societies. It should be the ‘third way’ for the Korean Unification. Second, Unified Korea should be the convergence of strong points of North and South Korea. Third, more researches focusing on the potentiality of the North Korean people are necessary, and their opinions are needed to be reflected. Fourth, the outcome of the unification costs should not be evaluated upon only the economic or numerical indicators. Fifth, discussions based on responsibility and solidarity should be done for the social consensus about the unification costs.
Three conclusions are provided as follows. First, we should not reduce the meaning of Discussion about German Unification costs to estimates of the costs of Unification. Second, the evaluation of the unification and the costs should be done in the long term. Third, the economic aspects are not the only factors which should be considered for the Korean unification.
