    한반도를 둘러싸고 냉각의 기류가 흐르는 가운데, 북핵 미사일 문제의 평화적 해결에 대한 기대감도 동시에 높아지고 있는 상황이다. 하지만 국제사회는 영국의 브렉시트, 미국 트럼프 정부의 미국 우선주의 등으로 새로운 고립주의 양상을 보이고 있다. 북한에 대한 ODA 요건이 충족된다고 하더라도 기대했던 바와 달리 국제사회의 ODA 지원은 크지 않을 수 있다. 이러한 상황에서 북한과 국교정상화 이슈가 있는 일본과 민족관계의 특수성이 있는 한국이 북한 ODA의 가장 큰 비중을 차지할 수밖에 없을 것이다.
    한국과 일본의 ODA 전략과 특성을 살펴보기 위해서는 베트남에 대한 양국의 ODA 지원 사례를 살펴볼 필요가 있다. 일본은 1991년부터 2011년까지 베트남의 제1위의 공여국 기관으로 베트남 전체 ODA의 30%를 차지한다. 한국은 같은 기간 전체 2%를 차지하면서 8위의 공여국의 위상을 가지고 있지만, 최근 5년간은 5위권 안에 진입하는 등 베트남에 대한 지원을 확대하고 있는 추세이다. 양국의 ODA 규모와 역사의 차이가 있어 절대적인 비교는 어렵지만, 일본은 △ 전후배상 지원을 기원으로 △ 교통 에너지 중심의 ODA 차관 △ 일본의 개발 경험 공유라는 특징을 가지고 있으며, 한국은 △ 베트남 전쟁 관계를 연유로 △ ODA 차관을 통한 인프라 지원 △ 한국의 개발경험 공유가 주목할 만하다.
    한국은 ODA 신흥 공여국으로 ‘일본의 ODA 제도와 시스템’을 벤치마킹하고 있는 것으로 보인다. 특히 ODA 정책 및 집행 시스템은 2008년 이전의 일본 시스템과 매우 닮아 있다. 베트남에 대한 협력전략의 경우, 초창기 양자관계의 특성을 고려하여 일본은 전후배상 지원을 위한 경제 인프라 중심으로 한국은 베트남 전쟁의 연유로 사회개발 부문을 주로 지원하였다. 하지만 한국도 베트남과의 경제 관계가 공고해지면서 사회개발 보다는 경제개발 위주로 변화하는 추세에 있다. 양국은 서구 국가들과 달리 개발경험을 매우 강조하는데, 일본은 경제개발 모델을 ODA를 통해 국제화, 현대화, 현지화 하였다면, 한국은 ODA 수원경험을 강조함으로써 정부 주도의 개발경험을 사업화 하는 것이 특징이다. 이처럼 양국 ODA 유사성과 특수성에도 불구하고, 여러 형태의 협력사례들이 베트남에서 발견되고 있으나, 최근에 한국이 개발금융 제도를 도입하여 일본처럼 자국 기업의 수주를 지원하기 위한 방편으로 ODA를 활용하는 등 앞으로 일본과의 치열한 경쟁이 예상된다.
    북한에 대한 ODA를 지원하기 위해서는 북핵 문제의 평화적 해결, ODA 리스크 최소화(국제사회), 대북지원의 ODA 인정여부(한국), 북일 관계정상화(일본) 등 선결 요건이 충족되어야 한다. 선결요건인 북한문제의 평화적 해결에 실패하여 급변사태가 발생할 경우, 국제기구 또는 일부국가를 중심으로 한 인도적 지원, 긴급구호, 재건복구 성격의 무상원조가 주를 이룰 것이다. 한국이 북한 이슈에 대해 주도권을 확보하지 못할 경우 국제공조에 따른 수동적인 원조분업이 예상된다. 하지만 북한문제가 평화적으로 해결될 경우에는 가장 큰 공여국 중 하나인 일본과의 경쟁 또는 조화가 불가피 할 것이다. 따라서 한국의 ODA 추진전략으로 △ 통합적인 ODA 전략 및 집행체계를 구축 △ 북한의 실정에 맞는 한국의 개발경험 모델 개발 △ 다양한 개발재원의 활용역량 구축을 제안하다. 특히 개발경험에 있어서 개성공단 조성 및 운영 경험을 특화하여 국제수준의 경쟁력을 확보하는 것은 의미 있는 실천방안이 될 것으로 사료된다.

    While tension on the Korean peninsula continues, there is also an increasing hope of a peaceful resolution to the North Korean missile and nuclear crisis. At the same time, the international community is becoming more isolationist as can be witnessed by UK’s Brexit and U.S.‘s ’America First’ policy. Against this background, it is unlikely that the amount of ODA from the international society to North Korea will meet expectations even when conditions are ripe. In such circumstances, ODA from Japan, who has compensation issues with its former colony, and from Korea, with national, cultural, historic ties to its northern half, will constitute a large portion of the world’s total ODA to North Korea.
    To analyze the characteristics of Korea and Japan’s ODA strategy, it is necessary to look into the two country’s ODA in Vietnam. From 1991 to 2011, Japan remained the top donor for Vietnam, accounting for 30% of total ODA to the country. Meanwhile, while Korea ranked 8th largest donor to Vietnam and constituted 2% of total ODA during the same period, in the past five years it closed its ranks to become one of the top five largest donors. Though absolute comparison is difficult due to the difference in ODA volume and history, characteristics of Japan’s ODA in Vietnam include its initiation as reparations to the destruction caused by World War II, focused on concessional loans for establishing transport network and energy infrastructure, and included aspects of sharing its own development experience. On the other hand, main characteristics of Korea’s ODA were its origin in its involvement in the Vietnam War, concessional loans for infrastructure development, and sharing of Korea’s own development experience.
    Analysis shows that as an emerging ODA donor, Korea benchmarks Japan’s ODA strategy and system. Such resemblance is striking when comparing Korea’s ODA policy and implementation system with that of Japan prior to 2008. In regards to each donor’s development cooperation strategy in Vietnam, Japan focused on economic infrastructure building as post-war reconstruction efforts while Korea concentrated on infrastructure building in the social sector on the grounds of its involvement in the Vietnam War, each reflecting its initial bilateral relations with Vietnam. However, Korea’s ODA is leaning more towards assistance in the economic sector rather than in the social sector as Korea’s economic relationship with Vietnam deepens. While both countries can be differentiated from traditional western donors in their emphasis in sharing their development experience, Japan was able to globalize, modernize, and localize its economic development model through ODA, and Korea was able to devise modules out of its central government-led development experience by underscoring its experience as an ODA recipient. Despite such similarities and differences in their mode of ODA, there are many instances of collaboration between the two donors in Vietnam. Nonetheless, it can be expected that competition between the two will intensify as, like Japan, Korea is beginning to use ODA as a means to aid national companies win international bidding contracts by introducing development finance mechanisms, etc.
    To open doors for ODA inflows to North Korea, preconditions including a peaceful resolution to the North Korean nuclear and missile crisis, minimizing of ODA risks (international society), recognition of assistance to North Korea as ODA (Korea), and normalization of Japan-North Korea diplomatic relations (Japan) must be met. In case that the world experiences a sudden change in circumstances due to a failure in peacefully resolving the North Korean issue, grants from international organizations and several donors in the form of humanitarian assistance, emergency relief, reconstruction efforts will prevail. If Korea does not attain leadership in regards to addressing the North Korean issue, only a passive division of labor can be expected in line with international coordination of efforts. Meanwhile, if the North Korean issue is resolved peacefully, Korea’s competition or harmonization with Japan as the largest donor will be inevitable. In conclusion, as Korea’s ODA strategy in North Korea, this paper calls for integrating Korea’s ODA strategy and implementation system, tailoring Korea’s development experience model to fit the circumstances of North Korea, and increasing its capacity to incorporate diverse resources for financing for development. Specializing in and attaining international comparative advantage in Korea’s experience in constructing and operating the Gaeseong Industrial Zone is one way of realizing such a strategy.
