The purpose of this study was to examine the awareness of principals, teachers and mothers on compulsory CCTV installation in daycare centers and their needs in an effort to provide some information on how to get rid of conflicts between the interest groups caused by CCTV installation and how to ensure the successful operation of CCTV.
Three research questions were posed:
1. What is the operating state of daycare centers according to compulsory CCTV installation?
2. What is the awareness of principals, teachers and mothers on compulsory CCTV installation?
3. What is their needs for the desirable use of CCTV?
The subjects in this study were 738 people in 82 daycare centers that were located in a metropolitan city(27 national/public daycare centers, 25 private daycare centers and 30 home-based daycare centers). They were 82 principals, 328 teachers and 328 mothers. The ratio of principal, teacher to mother stood at 1:4:4. After a survey was conducted, the answer sheets from 729 respondents(98.78%) were analyzed.
As for data analysis, a statistical package SPSS 21.0 was employed, and the collected data were analyzed in the following stages:
First, x2(chi-square)-test was conducted to separately find out the awareness and needs of the principals, the teachers and the mothers. When the cells whose expected frequency was less than five accounted for 20 percent or more, Fisher exact test was carried out.
Second, descriptive statistics analysis was utilized to analyze their responses to the items about the levels of awareness on the effectiveness of CCTV installation and the levels of needs for how to ensure desirable CCTV operation. ANCOVA and ANOVA were used to see if there were any differences among the three groups in the levels of awareness and needs. As for post-hoc test, LSD test and Scheffe test were conducted.
The findings of the study were as follows:
First, regarding the operating state of CCTVs in the daycare centers, more CCTVs were installed and used after the compulsory system was introduced. As to the places for CCTV installation, the installation rates were highest in the daycare rooms in every type of institution, followed by indoor and outdoor playgrounds. The number of CCTV in each of the daycare rooms was one in compliance with the minimum CCTV installation standard.
Second, concerning the effectiveness of the system, all the principals, teachers and mothers considered the system to be effective, and the type of institution made differences to their awareness of its effectiveness. The principals, teachers and mothers from home-based daycare centers and private daycare centers considered the system to be more effective a lot than those from the national/public daycare centers.
Third, as a result of analyzing their needs for how to ensure the desirable operation of CCTV, the teachers and the mothers thought that every daycare room must be equipped with a CCTV. But when they were asked where no CCTV should be installed, the principals and the teachers regarded the daycare rooms as the places that there should be no CCTVs. It implies that the teachers and the principals had different opinions on CCTV installation in the daycare rooms due to the possibility of the infringement of the human rights and privacy of teachers, infants and preschoolers though they admitted the value or necessity of footages as evidential data about safety accidents, questionable situations related to child abuse or other problem situations that might take place in the daycare rooms.
