Not only the number of workers and market, but also the income of traditional market in Korea have been decreasing, despite 1.8 trillion won of national-wide budget support in past 12 years from 2002 to 2014. Beside economic factors, causes for decrease in traditional market income includes market erosion of SSMs and superstores, change in customer preferences, etc.
While facility modernization is rising as one of the main causes of decreasing traditional market income, its support target selection system is also problematized by insufficiency in leading function of management innovation at market, lack of differentiation according to market characteristics, budget waste and low efficiency due to frequent change of business, delay in business promotion due to conflicts between merchants, etc. Also, support for traditional market has become short-term support due to insufficient connectivity with urban development or restoration, while scattering support, instead of selection and concentration strategy based on autonomy assessment of traditional market, causing inefficiency
Furthermore, care system to reinforce pre-diagnosis for risk management of facility modernization needs to be adopted, and to resolve unsystematic, incomprehensive pre-diagnosis of traditional market supporting business, establishment or care system should be promoted for the support to be connected to urban development through regular diagnosis on commercial area.
To improve effectiveness and efficiency of current facility modernization business, enhancement in business promotion system is required. Although traditional market policy relieve rapid deterioration of its income, focusing on monotonous support of infrastructure without consideration of inherent characteristics of each traditional market has its limitation.
In this research, reorganization plan for budget system, adoption of care system, vitalization of culture·design·ICT based S/W, safety supervision plan, rental-fee rise control, etc. for enhancing execution and follow-up management of facility modernization are reviewed.
As methodological approach, first, based on preceding researches on facility modernization of traditional market, policy stream is analyzed for reviewing necessity of further study, then new alternative is presented from extracted problems of follow-up management, design and execution of traditional market supporting business, by holistically associating existing studies on traditional market and policies through country-wide interview with merchants, local government employees, and experts, after policy data, study literature, and related laws are reviewed.
For significance of this research, as a result, various problems of support system for facility modernization that traditional market encountered, and future plans to resolve these problem in response to time change are identified, while policy direction for maximizing efficiency and effect of facility modernization through research on improvement for its execution and follow-up management is proposed.
