도로명주소제도의 발전 방향 모색 : 이용자 인식조사를 중심으로 = Finding the Development Direction of Road Name Address : focusing on the awareness study of users

다국어 초록 (Multilingual Abstract)

The road name address system was executed from January 1st, 2014, which has caused many changes in the existing address system. For example, legal addresses must use road name address, and 6 digits of postal code were changed into the 5 digits of national basic district number from August 1st, 2015. The lot number address allocated by the result of land survey project, which started as a basic work of colonial rule in the period of Japanese occupation, lacked sequence, could not provide correct location information, was difficult to find houses without the help of map or navigation, and increased the cost of logistics. The government adopted road name address as a new address system because it was scientific with the concept of lines and was easier to find, but it brought out rebukes or hostility by the public toward the new address system.
The national and local governments have put in many efforts for the overall implementation of road name address from the lot number address, which was used in everyday life for 100 years, after a grace period of 2 years and 4 months and then an official announcement. Administrative power has been exerted to use and promote road name address with all kinds of systematic improvement. As 2 years have passed since the legal execution of road name address, this paper sought to examine the use status and developmental direction of road name address in the following compositions.
Chapter 1 explained the purpose, range, and method of research, and Chapter 2 had a general review on the road name address system, the meaning of address, address systems of many countries in the world, overview of road name address, detailed address system, national basic district, and the new postal code system. Chapter 3 analyzed the overview and method of survey that was conducted on general residents about the use of road name address as well as a survey carried out on the users of road name address. Chapter 4 proposed a developmental direction of road name address based on the survey results, and Chapter 5 organized a summary of the paper as a conclusion.
The issue of road name address goes beyond the conversion into road name address and functions as an address system. Lot number, a number put on land, needs a change in its perception that the same name and the number of land are used in land administration. In addition, road name address must put emphasis on its scientific principle and the fact that it is an easy address to find as the basic function of address to continuously carry out promotion to the entire public. For 2 years 6 months since the overall execution of road name address and for 1 year after using the national basic district numbers as postal codes, address infrastructure based on road name address has been built well and the expansion of road name address use will contribute to our society with more effects.
