군 복무 부적응자의 그린캠프교육대 참여에 관한 연구 : 'A'군단 우울증 감소 프로그램 중심으로 = A study about inadaptable soldier's participation in green camp educational unit : focused on depression decrease program of 'A' corps

This study is about participation in Green Camp Educational Unit where inadaptable soldiers are accommodated and contribute to preventing suicidal accident by helping military adaptability from analysing programs, operating cycle, and system to see how much it's running program effects on decreasing depression.
Half will, half not. Almost every sound men in Korea join military to perform duty which is set by constitution from cozy and comfortable environment to a new socializing course. Some of these soldiers cannot adjust to military, where unity and order of rank is majored after living in a well provided and freewilling life. These inadaptable soldiers are exposed to several trouble such as suicide, running away from duty and more. Which increases burden of command and seriously effect unity of troops. This study verified how programs targeting accommodated soldiers in 'A' Corps' Green Camp Educational Unit effect on depression since Green Camp Educational Units are fading to just a acceptance facility from it's original goal these days after operating by the Korean Army in purpose of easing burden of command and preventing suicidal problems.
To measure decrease of depression, this study used K-BDI paper and questionaries to accommodated soldiers. However, it had a limit on interpreting effectivity on whole Korean Army itself from different operating cycle and programs with other 'Green Camp Educational Unit'. Plus, lack of standard model suggestion appropriate for various psychological healing either.
Researching 'A' corps, one of the reasons for suicide was 'maladjustment to military service' which is increasing by soldier's individual problem, not from military culture. It's because polarizating social environment is effecting personal issues. The Korean Army secures condition for subordinate units to dedicate on their combat duty through Green Camp Educational Unit to manage inadaptable and highly suicidable soldiers in healing level after all these soldiers exposed in such environment join military as they are. However, it has limit to get short-term healing outcome with 2 week participation and educational programs. Therefore, there's a need of expanding military professional counselors to treat depression for soldiers who got depression before and after joining military, need of developing mental care program in order to prevent and reduce depression with psychotherapy for soldiers and continuous supplement of budget and facility from the Korean Army to run all these as well.
Based on study, environmental improvement and customized educational program configuration is necessary to achieve original goal of 'Green Camp Educational Unit'. At the moment, Green Camp Educational Units operating under the Army are all operating differently by units, but they never improved a lot from the early management environment. Almost every units are proceeding combined type education and facilities for individual healing program are in poor condition. To compensate the defect, establishing hospital-class mental health care center and operating through links with Green Camp Educational Unit is needed along with supplement and improvement of today's standard educational model. Function of maximizing treatment and traking down draft dodgers must be fulfilled by specialize operating-personnel and organize forming-personnel with such as clinical psychologist, social worker, military professional counselor and psychiatrist. Also, camp operating period should be flexibly operated with 3 to 4week schedule then limited 2 week educational schedule, in order to adjust dynamic individual programs followed on their each personal characters.
Now we know treatment and healing effectivity which is proved by trial focused on 'A' Corps has brought positive effect to soldiers with decreasing rate of vicious accidents. Therefore, Green Camp Educational Unit's way to go of and effective system configuration is needed with institutional complement through conclusion and proposition.

국문 초록 (Abstract)

본 연구는 군대에서 복무 부적응한 용사들이 입소한 그린캠프교육대 참여에 관한 연구로, 시행중인 프로그램이 우울증 감소에 얼마만큼 영향을 주고 있는지를 프로그램과 운용주기, 운영시스템을 분석하여 군대 적응력을 도와 자살사고 예방에 기여하기 위해서 연구하였다.
신체 건강한 우리나라 남성들 대부분은 법이 정하는 의무를 이행하기 위하여 안락하고 포근한 환경에서 새로운 사회화 과정을 걷기 위해 자의반 타의반 군대에 입대하게 된다. 부족함이 없이 자유분방하게 생활하다가 단결과 위계질서를 중요시하는 군대생활에 적응하지 못하고 일부 용사들은 부적응을 하게 된다. 이러한 부적응 용사들은 각종사고에 노출되는데 예컨대 자살이라든지 근무이탈 등 여러 유형으로 나타나게 되고 지휘 부담 가중 및 부대 단결에 심대한 영향을 주고 있다. 이러한 지휘 부담을 완화시키고 자살사고 예방을 목적으로 육군에서는 군단급에 그린캠프교육대를 설치, 운영하고 있는데 최근 들어 본연의 목적 달성을 위하기보다는 수용개념으로 그 효과가 퇴색되어가고 있어 본 연구에서는 'A'군단 그린캠프교육대에 입소한 용사를 대상으로 구성된 프로그램이 우울증에 어떤 영향을 미치고 있는지 검증하여 보았다.
우울증 감소 여부를 측정하기 위해 K-BDI 검사지를 활용하였고 입소용사들에게 설문지를 통해 일반적인 특성을 분석하였다. 그러나 육군의 다른 그린캠프교육대는 운영주기나 프로그램이 상이하여 효과성을 육군 전체적으로 해석하기에는 한계가 있으며 다양한 심리치유에 적합한 표준모델제시가 부족하였다.
'A'군단의 연구결과 군인들의 자살 원인중 하나로 '복무 부적응'을 꼽을 수 있는데 병영문화차원이 아닌 장병 개인의 문제가 많아지고 있다. 이는 양극화되어지는 사회적 환경이 개인의 문제에 영향을 끼치고 있기 때문이다. 이런 환경에 노출되어 있는 용사들이 그대로 군 입대를 하고 있는 실정이며 이런 용사들을 육군은 그린캠프교육대를 통해 복무 부적응 및 자살 우려자를 치유적인 차원에서 관리하도록 하여 예하부대의 전투임무에 전념할 수 있는 여건을 보장시켜주고 있다. 하지만 2주간의 입소와 교육 프로그램으로 단기적인 치료효과를 얻기에는 한계가 있다. 따라서 이미 과거에 우울증이 있었던 군인이나, 군대에 입대한 후에 발생한 용사들의 우울증 치료를 위해 병영생활 전문상담관을 확충할 필요가 있으며 우울증을 예방하고 경감할 수 있도록 군인들의 심리치료를 위한 정신건강 프로그램을 개발해야 할 것이며 이를 위해 육군은 예산과 시설에 대한 지속적인 지원이 필요하다고 본다.
연구결과를 바탕으로 그린캠프교육대 본연의 목표 달성을 위해 환경개선과 맞춤식 교육 프로그램 구성이 필요하다. 현재 육군에서 운영되고 있는 그린캠프교육대는 부대별 상이하나 최초 운영 초기 환경에서 크게 벗어나지 못하고 있다. 대다수 부대가 통합식 교육을 진행하고 있고 개별적 치유프로그램을 진행 할 수 있는 시설이 미비한 상태이다. 이를 보완하기 위해서 병원급의 정신건강증진센터를 설립하여 그린캠프 교육대와 연계하여 운용되어야 하며 현 표준 교육 모델을 보완, 발전해야 할 것이다. 운영요원의 전문성도 강화해야 하며 구성요원들도 임상심리사, 사회복지사, 병영생활 전문상담관, 정신과 전문의 등으로 구성하여 치료와 치유를 극대화 하고 병역 기피자를 색출할 수 있는 기능을 구비해야 한다. 그린캠프교육대 운영기간도 현 2주간의 한정된 교육일정보다는 3주～4주간의 탄력적인 운영으로 개인별 성향에 따른 동적인 교육프로그램을 적용시켜야 한다.
'A'군단을 중심으로 시험운영 하여 치료와 치유의 효과성을 입증되었으며 용사들에게 긍정적인 영향을 주고 있음을 알 수 있었다. 또한 악성 사고율 또한 감소됨을 알 수 있었다. 따라서 결론 및 제언을 통해 그린캠프교육대의 나아갈 방향성과 효율적인 시스템 구성이 필요하겠으며 제도적 보완이 요구된다.
