Creativity became the important driven force in most organizations. The creativity has an essential effect on organizational performance and development for their improvement. The purpose of the study is how organizational characteristics in the public sector statistically effect on creative behavior in comparison with employees between the government and the public corporation.
In order to develop the creative activity in the public sector, the five factors have been found: goal clarity, organizational structure, organizational culture, Job traits and leadership. Though the study, this research will show which factors are the most affective to develop effectiveness and efficiency in the public sector.
First of all, through the previous research, the chapter two explains the concepts of creative behavior and organizational characteristics and find out independent factors. Secondly, to understand the employees between the government and the public corporation, the chapter three contains the properties, evaluation methods and the cases of creative behavior in the public organization. Third, in the chapter four the study sets up the model and hypothesis. Forth, the hypothesis is proved by the empirical analysis: how differently the employees recognize the organizational characteristics with t-test and which elements give an effect on the innovative behavior with correlation and multiple regression analysis. In the final chapter, on the base of the result, this result suggests implications on improving creative behavior.
Based on the analysis results, this study finds out different perception among employees between government and public corporation on organizational characteristics. For the most important common factors of organizational traits, open-systems culture and task significance have been found. However, there is the different perception between the employees of government and public corporation. Job goal clarity plays an important role for the civil service while chief transactional leadership and department leader-member exchange leadership are the most significant parts for working public corporation.
Therefore, the study suggests the three critical emphasizing points: the chief evaluation, empowerment, and creative education. The chief evaluation can make the people more active and creative because its results make members focus on changes; the empowerment has the employee pay more attention to their work; also, creative education as inventive problem solving can support them to enhance the skills to solve the problem on their task.
According to study results, it is obvious that the clear job goal leads the better task ability only for public servants. However, the task significance, which helps most departments understand and compromise each other with the better performance, is the essence to bring creative behavior. Not only the achievements of members are associated with others but also the output keeps affecting each other. Thus, the civil service should extend its range of task and make its job goal clear. In addition, when it comes to empowerment to other staffs, a certain system should be set up in advance with sharing vision and needs in all public sectors.
After all, the creative education should offer for all and new employees to avoid authoritarianism, centralism, cynicism and so on. Especially for the new members, the education must be provided at first. Learning inventive problem solving education allow new members to act more creatively, to have open mind, and to build confidence. To create open system culture, the public sector needs constant activities as workshop, seminar, and sharing vision.
