스포츠 체육 협동조합 연구 : 스포츠 체육 협동조합 설립 발전 방향연구 = A Study on Sport Science and Physical Education Co-Operative

국문 초록 (Abstract)

본 연구는 오늘날 우리 사회에서 스포츠 체육 협동조합이 미치는 영향과 스포츠 체육 협동조합의 발전 방향을 모색하기 위하여 실시하였다. 이는 2013년 9월 30일 기획재정부에서 발표된 협동조합 설립현황을 토대로, 현재 우리나라에서 설립 활동을 하는 스포츠 체육 분야의 협동조합 실태를 조사하였다. 우리나라의 스포츠 체육 협동조합과 외국의 협동조합 사례를 비교 분석하였으며 스포츠 체육 협동조합의 현황 및 발전 방향을 다음과 같이 제시하고자 한다. 9월 30일 기획재정부 자료에 의하면 사회적 협동조합 1개와 스포츠 체육 협동조합 25개가 활동 중이다. 이중 축구 분야 2개, 야구 분야 4개, 체육도장업 분야 13개, 생활체육 분야 3개, 스포츠용품 분야 4개의 협동조합이 활동 중이다. 현재 문화체육관광부는 2013년부터 2018년까지 국내 스포츠 산업 규모를 53조 원대로 확대하고 일자리는 27만 명으로 늘리는 내용을 담은 ‘스포츠 산업 중장기 발전계획’을 발표함으로써 스포츠 체육 분야의 협동조합에 대한 발전이 가속화될 전망이다. 정부에서는 협동조합 설립 및 운영에 대해 직접적인 보조는 해주지 않지만, 협동조합 설립 취지에 맞는 개인이 아닌 조합들이 할 수 있는 사업을 많이 만들어 공모 시행하고 있고, 스포츠 창업지원센터를 운영하여 스포츠 사회적 기업, 사회적 협동조합 등 공공수요 기반의 스포츠 전문 기업의 창업을 적극적으로 돕기로 했다. 현재 설립하여 활동하고 있는 조합 외에도 많은 소규모 집단의 협동조합이 만들어지고 있고 정부에서도 계속하여 새로운 인력을 창출하여 협동조합의 활성화에 적극적으로 지원하고 있는 현 상황에서 스포츠 체육 분야 협동조합의 전망은 밝다고 하겠다. 스포츠 체육 분야에서의 성공적인 조합을 만들기 위해서는 우선 전문 인력이 필요하다고 하겠다. 현재 우리나라는 협동조합이 활성화되지 못하고 있어서 협동조합 기본법이 시행되고는 있지만, 전문 인력이 많이 부족한 상황이다. 그러므로 협동조합에 전문적인 지식과 실력이 있는 전문가가 있다면 그 조합은 두각을 드러낼 것이다. 또한, 많은 사람이 공유하고, 조합원·임원이 한마음으로 자발적인 참여가 이루어져야 한다. 협동조합은 나보다는 모두를 위하는 마인드임을 기억하여 자신의 이익과 욕심보다는 내가 먼저 알리고 우리 모두 함께한다는 실천이 중요하다 하겠다. 그리고 민주적 제도 아래에 진정 스포츠를 사랑하는 건강한 사람들이 열심히 활동할 수 있도록 체제를 갖춘다면 스포츠 체육 분야의 협동조합은 크게 발전할 것이다.

다국어 초록 (Multilingual Abstract)

This study is conducted to investigate the effect of sport science and physical education co-operative on Korean society and its developmental direction. Based on the status of establishing co-operatives presented by the Ministry of Strategy and Finance on September 30, 2013, the status of co-operatives in the field of sport science and physical education were investigated. The study analyzed to compare the cases of Korea's sport science and physical education co-operative with those of foreign co-operatives and suggested the status of sport science and physical education co-operative and its developmental direction as follows: According to Ministry of Strategy and Finance's data, 1 social co-operative, 25 sports science and physical education co-operatives have been acted. Among them, 2 fields of soccer, 4 fields of baseball, 13 fields of sports studio, 3 fields of leisure sports and 4 fields of sports goods have been acted. Currently, Now, Ministry of culture, sports and tourism has expanded the size of the domestic sports industry to 53 trillion won to 2018 from 2013. The development of co-operatives in sport science and physical education is expected to accelerate by presenting 'Long-term development plans for the sports industry' to contain the contents of increasing jobs by 270,000.Although the government doesn't do direct assistance for the establishment and operation of co-operatives, co-operatives have done competition enforcement by making lots of projects that co-operatives rather than individuals can do, meeting the purpose of establishing and have helped sports speciality companies's entrepreneurship based on public demand such as sports social enterprises, social co-operatives, etc positively. In the current situation many small co-operatives except for co-operatives established and acted have been made and the government has supported co-operatives' activation actively by creating a new workforce consistently, the prospect of co-operatives in the fields of the sport science and physical education can be bright.

First of all, skilled workers are needed to make successful co-operatives in the field of sport science and physical education. Currently, co-operatives have not activated in Korea so the basic law for co-operatives is being implemented, but skilled workers are lack. Therefore, if the co-operative has an expert with professional knowledge and skills, it will distinguish itself. In addition, many people share, its members·officers should participated in it voluntarily. Co-operatives are important in practicing to first inform and go with together rather than individuals' interests and desires by remembering a mind for all of us rather than individuals. Under democratic institutions, if the system is equipped to make healthy people loving truly sports act hard, co-operatives in the field of the sport science and physical education will be developed.
