This study has treated the social workers’ demographic and job characteristics in the residential institutions for the disabled which affect on the social workers’ awareness of human rights and service quality. Furthermore, a new paradigm of the disabled welfare recently focuses on quality of life, it also has looked into that how awareness of human right affect employees’ service quality by using positive method. Through these works, the purpose of this study is to make a guide material for improving life of the disabled and to remind people that the disabled should enjoy their better privilege more than before, as level of welfare is slowly rising in Korea. To advance this study, three questions are set as follow :
1. How is the level of the social workers’ awareness of human rights in the residential institutions for the disabled in accordance with sociodemographic and job characteristics?
2. How is the level of the social workers’ quality of service in the residential institutions for the disabled in accordance with sociodemographic and job characteristics?
3. What is the mutual relation between employees’ awareness of human rights and quality of service in the residential institutions for the disabled?
4. What is the major influent variables of employees’ awareness of human rights for quality of service in residential institutions for the disabled?
This research has been carried out by a question investigation targeting social workers in 19 residential institutions for the disabled in Incheon, and 338 copies of questionnaires were used for the analysis. Data analysis for the research has been conducted with SPSS 18.0 computer software. This research has used a standard of awareness of human rights as a research tool which Kim Ji-ho(2011) made partial revisions to a questionnaire from “Human Rights Assessment Tool and Practice Guideline” developed by The National Human Rights Commission. And "SERVQUAL" has also been used as a major measure for quality of service (which Shin hyun-suk(2005) already applied)developed by Parasuraman, Zeithaml &Berry(1988) and many savants(Knutson, Stevens, Wullaert, Patton &Yokoyama, 1990; Knutson, Stevens, Patton &Thomson, 1992; Taylor, Sharland, Cronin &Bullard, 1993; Chen, Gupta &Rom, 1994; Stevens, Knutson &Patton, 1995) utilized. First of all, a method of the analysis is ‘analysis of frequency’ to find out respondents' characteristics, secondly, it used with ‘t-test’ & ‘one-way analysis’ for figuring out mutual relation between variables with respondents' characteristics. Third, when it comes to correlation between the employees' human rights and components of quality of the service specifically, ‘peterson's correlation coefficient’ is used. Fourth, with ‘regression analysis’, it compares with influence over service quality as components of the employees 'awareness of human rights. The major analysis results of this study are as follows :
Firstly, the employees’ demographic and job characteristics are that females numerically are more than males, the majority of them are the twenties. When we have looked over their academic background, most of them took classes at senior college, they took at junior college next. The majority of the employees have careers below 5 years. When we see their religion, the majority of them believe in Christianity and their earnings are from 1,510,000 Won(KRW) to 2,000,000. Most of them had two or three times of classes about human rights education, 94.7% of them were operated by social welfare corporations or Institutions. The majority of the employees are working in welfare facilities accommodating 51 to 100 disabled people. 99.7% of the welfare facilities in which they work has carried out human rights education, among those facilities, 58% of them only have exclusive responsibility employees for human rights education. When it comes to the result of the multiple responses about their certificates, 2nd level social worker certificates are at a high rate.
Secondly, it shows that whether there are any differences in the employees’ awareness of human rights and quality of the service according to the respondents’ characteristics are for in job and demographic characteristics. The major variables are marital status, age, educational background in demographic characteristics, and the frequency of human rights education and existence of exclusive responsibility employees for human rights education are influent variables in demographic characteristics. Single, the twenties, university graduates have high–level awareness of human rights compared to the others. The level of it has found as high as follows; a group who also has been trained about human rights 7-9 times in welfare facilities, had trained human rights education in the facilities. It also shows in aspect of service quality that there is not any feature in demographic characteristics. And a frequency of human rights education, existence of exclusive responsibility employees for human rights education are major variable in job characteristics. In other words, the welfare facilities having human rights education and a exclusive responsibility employee for human rights have provide high-quality service for the disabled.
Thirdly, to figure out correlation among the variables, we performed correlation analysis. As a result, it shows that there are meaningful correlations between 5 subordinate scopes of awareness of human rights and 5 subordinate scopes of service quality.
Fourthly, we conducted regression analysis to find influence over the service quality in types of the social workers' awareness of human rights. As a result of it, social right of awareness of human rights has influenced on reliability, responsiveness, assurance, empathy, tangibility. Right to freedom has influenced reliability, assurance, empathy, tangibility except for responsiveness.
