긴급전화 신고시스템 개선방안에 관한 연구 : 119 종합상황관리센터를 중심으로

국문 초록 (Abstract)

본 연구는 우리나라 긴급전화신고시스템 개선을 위해서 이론적 배경, 주요국의 신고시스템 체계, 우리나라의 신고체계에 대한 현황과 문제점 등을 선행 연구를 통한 문헌조사와 객관적 결론의 도출을 위해 민간인과 소방공무원을 대상으로 설문지를 별도 작성하여 설문조사 결과를 분석 후 문제점에 대한 개선방안을 다음과 같이 제시하였다.
첫째 우리나라 긴급전화 신고시스템의 조기대응 체제로 조직정비와 구축을 위한 통합상황관리센터 설치 및 긴급신고전화 통합, 둘째 신고접수요원의 전문성 향상교육을 위한 전담인력 구성과 전문교육기관의 설치, 셋째 긴급전화신고시스템 기술의 표준화 및 유비쿼터스 기술을 기반으로 하는 신기술의 융합을 통한 시스템 개선, 넷째 통합상황관리 특별법 제정과 유사 법령 일원화 및 허위신고 처벌규정 강화를 위한 법률 및 제도개선이다.
본 연구논문은 긴급전화 신고시스템 통합에 관한 선행 연구가 거의 전무하여 자료 수집과 분석에 한계가 있었고, 부처 간 일부 기관의 통합이라는 면에서 접근의 어려움이 있었으며, 긴급전화 신고시스템 통합에 대해 우리나라 전체 긴급시스템을 검토․분석하지 못한 한계가 있었다. 하지만 현재 운영되고 있는 긴급전화신고시스템에 대한 운용체계상의 문제 제기와 이를 통해 나타난 문제점의 분석과 검토를 통하여, 국내․외 긴급전화신고시스템의 운용체계와의 비교․분석을 하였으며, 본 연구를 토대로 국민들에게 혼란을 최소화 하면서도 필요로 할 때 가장 효율적으로 대응 할 수 있는 신고체계를 마련하여 다양하게 분포되고 있는 우리나라 긴급전화 신고시스템체계와 번호가 개선될 수 있는 방향을 제시하였다.
향후 유사한 연구가 진행된다면 우리나라 국민의 수준과 복지차원에서 긴급 상황 시 요구조자의 신고와 그에 따른 조치가 한 번(one-stop)에 완료할 수 있는 것에 대한 심도 있는 연구가 필요하며 소방 조직개선에 도움이 되었으면 한다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study is to suggest improvement for Emergency call reporting system in Korea by looking into the existing literature research, carrying out questionnaires mainly aiming at civilian and fire-fighting officers, and then carefully analyzing the result. Four main conclusions were made as follows.
First, installation of general control center and combined emergency call reporting center are necessary for early countermeasure of emergency call reporting system. Second, professional training to improve specialty of reporting center agents as well as professional institution for training should be established. Third, technical standardization of emergency call reporting system and also systematic improvement and convergence based on ubiquitous computing are needed. Fourth, legislation of special law on general situation control and unification/improvement of the laws with similarity are essential not to mention strengthened punishment on false reports.
On the other hand, the limitation of this study is lack of existing advanced research for enough data collection and analysis, and partial interministerial combination makes it more difficult for systematic approach, and the research scope on combination of emergency call reporting system doesn't cover all emergency systems in Korea
However, analysis and examination on existing emergency call reporting systems were made by comparing and analyzing domestic and foreign emergency call reporting systems, upon which this study ultimately suggests improvements on emergency call reporting system and its numbers to counteract in most efficient way by minimizing confusion in case of emergency.
For future research, it will be better if one-stop system in an emergency situation, which can cover both initial report and follow-up action at a time, could be studied in depth. I hope this study eventually helps improvement of fire service organization.
