Illich(1970) conceived the idea of ‘Opportunity web’ that was the alternative of existing in school education in the period of 1970 at which the internet system was not generalized. About this point of view, he thought that the new school education has to be started from a proposition of “what does the student study?” to a question of “what kind of things and people for studying does the student want to contact with?”
This idea is very similar in a notion for existing smart school education to be advocated. For instance, the environment of existing smart school education is appeared in same ways required by the informationalized period that is collapsed the physical barrier of an advent of a open, participatory and sharing character and a creation on the educational environment that is occurred by the above advent owing to development of information communications technology and participated in the teaching field by external experts and someone who is interested in, eventually, communications are fulfilled, the relationship is formed and the exchange of information become active between the diversified members.
This is the just time that smart education is needed to approach an application of smart equipments(approach the state-of-the-art Information and Technology infrastructure) and the teaching method and the studying method through an educational engineering way. Besides, it is needed to have a perspective of looking at the bigger picture for the school which transfers knowledges required in the period of industrialization fragmentarily and is not out of the uniform ways on the direction for proceeding of smart educational system required by the informationalized period through a educational philosophy approach.
This study examines the core elements and problems of smart education carried forward at the present time by applications and references of all sorts of previous researches, studies, papers and press releases which are associated with smart education. The main way of this research is a literature research. Through this way, the triangulation on the expert group is implemented for what the core principle of Illich’s ‘Opportunity web’ drawn through this way implicates to the smart educational system.
First of all, it is implemented to analyze broad and diverse papers, academic research and other studies on the definition and the core principle of smart education, as a result of this implementation, the core principle is drawn a conclusion on an application of smart equipments(approach the state-of-the-art Information and Technology infrastructure), a learning based on a community through social networks, a bidirectional learning focused on learner through an intelligent, adaptable and customized education and a communicational support and a support for learning designs focused on learner(a self directed learning).
Moreover, this study found three problems on smart education which is currently underway. First, an absence of the definition and the discussion between scholars on smart education, second, so far from doing the exploration of educational essentials, doing excessive concentration on an instrumental approach(smart equipments and infrastructure), third, concerns about the effect of learning
which has not attested and the side effect of emotion and fourth, an existence of a paradigm in the period of industrialization and limitations on an inflexible educational policy and legal system.
Illich suggests four networks on the core elements of Opportunity web that helps the learner define his learning and makes him use all kinds of educational resources as follows. First, a network(a duty of reference on the educational materials) which makes the learner use the necessary ways, means and teaching materials the time when whoever wants to study, second, a network(exchange the functions and connection between learners) which enables someone who has the knowledge and wants to instruct and spread his knowledge to find the learner who tries to learn from him to find and third, a network(a professional educationist) which enables above two networks to be planed, operated and to guide him to a learner, under this process, it is necessary for a professional educationist to offer the administrative, technical, legal and regulative organization.
It is definitely needed the technical ability based on the present state-of-the-art smart system for an application and realization of a definition on the Opportunity web and smart intelligence based on Big Data will be helpful to operate the Opportunity web in reality. It is considered that a social media extends a range of barrier between learners of study group from the distance between learners and lecturers to the distance between many and unspecified persons whoever.
This idea has a thread of connection with the Illich’s view, that is an exchange of the function, in which it is necessary for a lecturer or a teacher to let him choice a course, a material and any other things related to education or lecture to study liberally whatever he wants and exchange his own function on education with anyone rather than exist under the situation of being forced to lecture.
The implementation for the new educational system based on the ‘Opportunity web’ with an enforcement on the learners’ choice and his autonomy in the process of studying rather than compulsion of standardized educational process managed by the administration of education is required necessarily from this time forward.
A network of peer-matching and a network of educational exchanges or a person who posses an ability to create and operate a network(a person in charge of educational administrative matters) under the opinion of Illich’s four network theory is required smooth realization on a connection with SNS services, a providence of a service based of wiki, a management of a community service and membership and a support of durational cooperation learning.
The professional educator(an educational consultant) with an ability of guidance of the network for a student and a school-parents is required for a support for a network in which the Reference Services to Educators is fulfilled,
It is the time needed to transfer from the time when there existed the smart education regimes in schools based on the standardized educational system in the period of industrialization to the time when there existed the other smart education regimes aimed at looking the whole society as the educational space and heading on the lifelong education.

Illich(1970)는 새로운 교육은“무엇을 공부할 것인가?”라는 명제에서“공부하는 사람은 공부하기 위해 어떤 종류의 사물과 사람들을 접촉하기 원하는가?”라는 물음에서 출발해야한다고 보고 인터넷이 보편화되기 이전인 1970년대에 기존의 학교교육의 대안으로 ‘기회의 망(Opportunity web)’을 구상하였다.
이는 현재의 스마트 교육이 표방하려는 것과 개념적으로 매우 유사하다. 예컨대 정보통신 기술의 발달로 개방적, 참여적, 공유의 특성과 학습 환경에 따른 물리적인 경계가 허물어지며, 외부 전문가나 관심 있는 자들이 수업현장에 참여함으로서, 다채로운 구성원간의 소통, 관계형성, 정보교환의 활동이 이루어지는 정보화 시대가 요구하는 교육과 일맥상통한다고 해도 과언이 아니다.
스마트 교육을 스마트 기기(첨단 IT 인프라)의 활용이나 교수·학습방법의 교육공학적 접근뿐만 아니라 산업화 시대가 요구했던 단편적인 지식 전달과 획일적인 교육 방식에서 벗어나지 못하고 있는 학교를 위한 교육철학적 접근을 통해 정보화 시대가 요구하는 스마트 교육 시스템의 나아갈 방향에 대해 거시적인 관점으로 바라보아야 할 시점이다.
이에 본 연구에서는 스마트 교육과 관련된 선행연구물, 각종 연구보고서, 각종 매체의 보도자료 등을 참조하여 현재 추진되고 있는 스마트 교육의 핵심요소와 문제점을 살펴보고, 문헌연구를 통해 도출된 Illich의 ‘Opportunity web'의 핵심원리가 스마트 교육 시스템에 주는 시사점을 전문가 집단을 통해 삼각검증(triangulation)하였다.
먼저 스마트 교육의 정의와 핵심원리에 대한 다양한 논문과 학회지 등을 분석한 결과 스마트 기기(첨단 IT 인프라)의 활용, 소셜 네트워크를 통한 커뮤니티 기반 학습, 학습자 중심의 지능적·적응적·맞춤형 교육, 커뮤니케이션 지원을 통한 양방향 학습, 학습자 중심의 학습 설계지원(자기주도적 학습) 등의 핵심원리가 도출되었으며, 현재 진행 중인 스마트 교육의 문제점으로 첫째, 스마트 교육에 대한 이론적 개념과 학자들 간의 논의에 대한 부재, 둘째, 교육의 본질보다는 도구적 접근(스마트 기기, 인프라)에 대한 과도한 집중, 셋째 증명되지 않은 학습 효과와 정서적 부작용에 대한 우려, 넷째, 산업화시대의 패러다임 및 경직된 교육정책과 법률시스템상의 한계 등으로 정리할 수 있었다.
Illich는 학습자가 자신의 목표를 정의하고 수립하도록 도와주고, 모든 교육적 자원을 이용할 수 있는 Opportunity web의 핵심요소를 다음과 같이 네 가지 네트워크로 제시했다. 첫째, 누구든지 학습하려고 생각만 하면 그것을 위해 필요한 수단이나 교재를 이용할 수 있게 해 주는 네트워크(교육적 자료에 대한 참고 업무), 둘째, 자신이 아는 일을 타인과 더불어 나누어 가지고자 하는 어떤 사람에게나 그 지식을 그로부터 배우려는 다른 사람을 발견할 수 있게 해 주는 두 가지 네트워크(기능교환, 동료연결), 셋째, 이러한 네트워크를 기획 및 작동하고 학습자를 안내해주는 네트워크(전문적 교육자)로 이들에 대한 행정적, 기술적, 법적인 정비의 필요성을 제안하였다.
물론 Opportunity web의 개념을 적용하고 실현하기에는 지금의 첨단 스마트 기반의 기술력이 바탕이 되어야만 할 것이며, 빅 데이터(Big Data)기반의 스마트 인텔리전스는 Opportunity web을 실제로 운영하는데 큰 도움을 줄 것이다. 소셜 미디어는 학습 구성원의 경계를 ‘학습자와 교수자’에서 ‘누구나’로 확장한다고 본다. 이는 Illich 더 이상 교육이 교사가 가르침에 강요받는 것이 아니라 누구나 공부하고 싶은 것을 자유롭게 선택하고 자신의 기능을 다른 사람과 교환하고자 주장한 ‘기능교환 네트워크’의 필요성과 일맥상통한다고 해도 과언이 아니다. 또한 SNS 서비스와의 연계, 위키 기반의 서비스 제공, 커뮤니티 서비스 및 멤버 관리, 지속적인 협력 학습 지원 등을 특징을 원활하게 구현하기 위해서는 Illich의 네 가지 네트워크 중에서 동료와의 상호작용을 위한 동료연결(peer-matching) 네트워크, 교육적 교환(educational exchanges) 혹은 네트워크를 창조하고 조작하는 능력의 소유자(교육행정가)이며, 이러한 네트워크를 이용하는 방법에 대해서 학생과 학부모에게 안내하는 능력(교육상담자)을 소유한 전문적 교육자가 이끄는 교육자에 대한 참고 업무(Reference Services to Educators)를 수행하는 네트워크의 지원이 요구된다.
이처럼 앞으로는 국가주도의 강제적으로 표준화된 교육과정보다는 학습자 선택의 자율성을 강화한 ‘Opportunity web’ 기반의 새로운 교육체제로의 이행이 필수적으로 요구된다. 이제는 산업화 시대의 획일화된 교육 체제를 바탕으로 한 학교 안의 스마트 교육이 아닌 사회전제를 교육의 장으로 보고 평생교육을 지향하는 스마트 교육시스템(체제)로의 전환이 필요한 시점이다.
