The reorganization of the central government early in the Goryeo Dynasty underwent an institutional reshuffle to result in three seong(省), six bu(部), and seven si(寺) in the 14th year of King Seongjong’s reign. Yebinseong was a government department of the Goryeo Dynasty in charge of binrye(賓禮), one of the major state ceremonies. Yebinseong registered more activities on records than any other government divisions, which attests to the importance and diversity of the job description of Yebinseong.
Notably, the early period of the Goryeo Dynasty unfolded in a very complex manner, as it comprised the splitting into the latter Three Kingdoms, the opposition between Song and Liao as well as Kim dynasties, incursions by the Jurchens, and tribute from Tamla. Under such complicated circumstances, Goryeo had to ensure the national security by maintaining close relations with neighboring states through amicability or checks. Therefore, considering the East-Asian circumstances, the work of Yebeinseong couldn’t but gain greater importance.
Yebinseong was created in the 4th year of King Taejo’s reign(921). The Department changed its name to Gaekseong(客星) in the 14th year of King Seongjong’s reign. In the 8th year of King Mokjong’s reign, however, Yebinseong reappeared, and from King Hyeonjong’s reign, ist continuous operation is confirmed. Therefore, it is presumed that Gaekseong was restored to Yebinseong towards King Hyeonjong’s reign.
The renaming of Yebinseong had to do with the reorganization of the central government system in the early period of the Goryeo Dynasty. In the across-the board governance restructuring during King Seongjong’s reign, Yebinseong changed to Gaekseong. To separate functions of the six Ministries, however, King Hyeonjong canceled the soksa(屬司) system, and their duties were tranferred to each si(寺). In the course, Gaekseong also changed to Yebinseong. So, starting with King Hyeonjong’s reign, the activity of Yebinseong gained in diversity and frequency. Also, Yebinseong became more independent in operation.
Yebinseong was responsible for receiving visiting guests. Those guests whom the Department handled may be categorized into visiting foreigners(來朝人). Especially visiting foreigners were in charge of overall duties including conferring awards and titles on specific personalities. With such operation of Yebinseong, Goryeo wanted to incorporate its adjacent regions into its sphere of influence. Thus, it is understood that Goryeo was constantly in touch with neighboring regions and people. Also, Yebinseong was responsible for monitoring naturalized person(來投人) through their sojourn in the country since the point of their defection. Moreover, the Department managed people visiting Goryeo from Song Dynasty for taking a civil service exam. The organized management that was continuously performed by Yebinseong as a central government division suggests the Dynasty’s great interest in international relations as well as the international stature of the state.
Yebinseong was directly involved in creating diplomatic documents on behalf of Goryeo, asking other countries for cooperation or certifying certain person’s identity by issuing documents. The diplomatic documents created by Yebinseong were official as they represented the country, and were delivered to regions of specific countries through merchants and monks. Also, the officials of Yebinseong were frequently dispatched on diplomatic missions, carrying out diplomacy. This indicates that the officials were eligible for the tasks of the Department with their language skills and understanding of foreign affairs.
To sum up these facts. the installation and operation of Yebinseong in the early period of the Goryeo Dynasty reflected the country’s commitment to aggressively responding to the contemporary international environment. The various activities demonstrated by the Department may be said to reflect the openness and international stature of the Goryeo Dynasty.
