공원녹지기본계획 개선 방안에 관한 연구 = A Study on the Improvements of the Park and Green Space Master Plan

국문 초록 (Abstract)

본 연구는 공원녹지기본계획의 개선방안을 제시하기 위한 기초조사의 실효성 및 타당성을 파악하는 기초연구로 수행되었다. 공원녹지기본계획은 도시지역 내 도시가 지향하는 도시계획 지표를 준용하여 도시의 기능성을 제고하고, 쾌적한 도시환경의 구현과 도시가 지향하는 공원녹지의 미래상을 제시하는 계획이라 할 수 있다.
기초조사항목은 대분류 7개 항목, 소분류 26개 항목으로 구성되어 있으며, 본 연구에서는 자연환경의 기상․미기후, 지질, 지형지세, 수문/수질, 지하수, 재해, 토양, 식생, 야생동물, 광역생태계 및 생태기반 등 11개 항목과 인문환경의 도시연혁, 인구, 토지이용, 도시시설, 시가지개발사업, 공해발생상황, 토지소유, 문화․역사자원 및 레크레이션시설 등 9개 항목에 대하여 각 항목별로 성남시, 수원시, 화성시, 광주시 및 포천군 등의 도시에 대하여 조사분석의 결과 및 기본계획에의 반영여부를 파악하였다.
본 연구를 통하여 첫째, 자연환경은 지형지세, 수문/수질 등은 비교적 조사자료가 충실하게 분석되고 일부 기본계획에의 반영도가 다소 높았으나 그 외 항목에 대해서는 해당 시에서 조사를 수행한 자료나 국가 조사자료를 재구성하여 자료의 첨부 또는 간단한 설명에 그치고 있었으며, 기상․미기후, 지질, 지하수, 토양 등은 극히 낮은 반영도를 보였다.
둘째, 인문환경은 토지이용, 도시시설, 시가지개발사업 등은 정책방향에 따라 도시에 크고 작은 변화를 초래하는 바, 공원녹지기본계획과 매우 밀접한 연관성을 지니게 된다. 공원녹지의 접근성, 공원녹지의 훼손 및 복원이나 도시변화에 의한 환경에의 영향이 매우 큰 만큼 기본현황이나 자료제시 뿐만 아니라 종합적인 분석이 병행될 필요가 있으며, 공원녹지체계 구상에 충분히 반영될 수 있어야 할 것으로 판단된다. 특히 문화․역사자원 및 레크레이션시설 등은 기존의 도시공원과 연계하여 공원녹지기본계획시 이용체계에 충분히 반영되고 나아가 공원녹지별 차별화 되고 특성화된 계획 수립을 유도할 수 있도록 자료의 분석이 보다 철저히 수행되어야 할 것으로 판단되었다.
셋째, 조사항목의 적정성 및 조사분석의 내용과 범위 및 기본계획에의 반영정도 등에 대한 보다 세부적인 기준 마련이 있어야 할 것으로 판단되며, 적용성이 낮은 조사항목이나 분석에 대해서는 항목의 삭제 또는 축소하는 신축성 있는 운영방안이 요구된다. 특 히 도시기본계획에서도 조사되는 자료나 간접조사만으로도 자료활용 가능 항목이나 지역 특성을 고려한 항목조정 등에 대해서는 보다 유연한 지침이 마련될 필요가 있을 것으로 판단된다.
본 연구는 공원녹지기본계획의 개선방안의 일환으로 기초조사의 실효성에 따른 문제점을 파악하고 그 개선방안을 제시하고자 자연환경 및 인문환경 조사항목을 대상으로 기 계획수립된 성남시, 수원시, 화성시, 광주시 및 포천군 등의 5개 도시에 대하여 기초조사의 결과 및 기본계획에의 반영여부를 고찰하여 기초적 실태를 파악하는데 그 의의를 두고 수행되었다. 향후 사례대상 도시에 대해서는 도시별 특성에 따라 보다 많은 도시에 대하여 체계적인 분석이 이루어져야 할 것으로 생각되며, 법제도 개선과 관련된 종합적인 검토 및 구체적이고 실증적인 연구가 이루어져야 할 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

This study conducted as a basic plan to understand the effectiveness and feasibility of basic research to present the improvement for the Park and Green Space Master Plan.
The Park and Green Space Master Plan aims to enhance the urban functionality that apply urban planning indicators within urban areas, implement a comfortable urban environment, and suggest the city-desired future of urban green area in city.
The basic research topic consists of 7 categories and 26 sub-categories. In this study, I would like to determine whether or not 11 items in natural environment, including climate, microclimate, geology, feature three, hydrology, water quality, groundwater, disasters, soil, vegetation, wildlife, ecosystems, and ecological-based wide area, and 9 items, in human environment, including history of the city, population, land use, urban facilities and urban development, pollution situation occurs, the ownership of land, culture, history resources and recreation facilities are reflected in the result of investigation and the Park and Green Space Master Plan in the city of Seongnam, Suwon, Hwaseong, Gwangju, and Pocheon-city.
This study conducted for the improvement of planning for green and park to identify the problem in the effectiveness of the basic investigation and suggest solutions for the problem targeted at the previously established plan about natural environment and human environment in the city of Seongnam, Suwon, Hwaseong, Gwangju, and Pocheon-city, including the findings that determine whether or not these cities reflected the results of basic investigation.
Future case study would need systematic analysis about more cities, depending on the characteristics of the city, and comprehensive review and empirical study associated with the improvement in legal systems.
