In this study, it can be evaluated that micro-enterprises for livelihood rather have the higher vitality in terms of business type change and re-startup even though they are known to show higher business closure rate.
The previous studies investigated the effects that CEO's characteristics, resource characteristics and environmental characteristics had on management performance. On the contrary, this study made statistical analysis of the effects on business strategy and management performance after adding factors, related to government policy for support of fund, education and consultation, to the model of micro-enterprise characteristics, business strategy and management performance. The analysis results suggest the implications as follows.
First, in regard to the micro-enterprise characteristics that influenced management performance, CEO's characteristics, resource characteristics and environmental characteristics were all found to be significant in the regression model (p<0.05). Therefore, all of the research hypotheses were accepted. In correlation analysis also, it was found that all of CEO's characteristics, resource characteristics and environmental characteristics had the correlation with management performance. Particularly, competition degree in market and environmental characteristics of market growth were found to have the highest correlation with management performance.
Second, with respect to the micro-enterprise characteristics that influenced business management, significant results were found in CEO's characteristics and environmental characteristics.
However, resource characteristics such as business location characteristics, customer expandability and differentiation showed the low statistical relation so that they were excluded from the regression model. Regression analysis was made based on business differentiation strategy and cost reduction strategy among business strategies. According to the analysis results, research hypothesis was not accepted due to CEO's characteristics in the case of business differentiation strategy and owing to resource characteristics in the case of cost reduction strategy.
In addition, the results of correlation analysis demonstrated that statistical correlations were found between CEO's characteristics and business differentiation strategy & cost reduction strategy, between resource characteristics and business strategy, and between environmental characteristics and business strategy.
Third, government support policy that influenced management performance was set as independent variable before regression analysis was made to investigate the relationship that three factors of fund, education and consultation supports had with management performance. The analysis results demonstrated that the relationship existed, which led to acceptance of all of the research hypotheses.
Therefore, the correlations, which mean that fund support, educational support and consultation support had the effects on management performance, were all found to be significant.
Fourth, in reference to the relation between government support policy and business strategy, fund support and consultation support had the influence on business strategy of micro-enterprises. On the contrary, there was no ground to prove that educational support had the influence on business strategy.
This may be attributable to many factors such as improvement of education method and learning ability of educatee. Therefore, it is necessary to take complementary measures in the future. Moreover, when business strategy was divided to business differentiation strategy and cost reduction strategy in order to analyze the relation with factors of government support policy, the analysis results showed that consultation support had the biggest influence on independent factor of business differentiation strategy.
Consequently, government support policy that influenced business strategy included fund support and consultation support. It can be said that the policy had the relation with business differentiation strategy and cost reduction strategy. Furthermore, with respect to interrelationship, statistical significance was found in fund support, educational support and consultation support.
Fifth, all of the research hypotheses were accepted as business differentiation strategy and cost reduction strategy, which were the factors of business strategy, were found to have the influence on management performance. According to the study results, it can be said that statistical significance was found in correlation and that business strategy of micro-enterprises made the difference in management performance.
The results of this study suggested policy implications that it was necessary to take various approaches to government support plan in consideration of the effects that management performance of micro-enterprises had on national economy.
In addition, this study suggested the 「SPEC theory」 that could be used to improve competitiveness of new micro-enterprises through active communication between the government and micro-enterprises.
The theory features 1) sustainability management strategy, 2) government policy for creative innovation, 3) entrepreneurship for micro-enterprises, and 4) cooperative among micro-enterprises.
It is believed that elevation of mindset among micro-enterprises and establishment of infrastructure for government policy support will lead to detailed and various projects by business type, area and industry for customer service, high quality, marketing, price competition, and competition against conglomerates and will result in management performance such as sales volume increase, sales increase, increase in number of customers, and improvement of customers' recognition, which will take root as structure of virtuous circle that micro-enterprises continue to maintain their sales and keep high competitiveness.
Therefore, the results of this study will be useful to establish policy direction for micro-enterprise support in the future.
