국립대학 법인화 정책 결정과정 연구 : Kingdon의 정책흐름모형을 중심으로

국문 초록 (Abstract)

본 연구는 국립대학 법인화정책 결정과정의 비합리성을 분석하고, 국립대학 법인화 정책결정과정의 핵심요인을 파악하여 정책결정과정의 시사점을 탐색하고자 한다. 이를 위해 정책결정과정의 비합리성을 가정하는 Kingdon의 정책흐름모형을 연구의 분석틀로 설정하였다. 이를 통해 국립대학 법인화정책 결정과정에 대한 연구를 통해 정책의제설정의 원인과 대안을 분석하여 쟁점을 파악하고 정치적 요소가 정책결정과정에 미치는 영향을 분석하고자 하였다. 본 연구의 분석대상은 1998년부터 2012년까지 추진된 국립대학 법인화정책을 대상으로 하였으며 연구 자료로는 각 정책참여자 또는 이익집단들의 보도자료, 연구보고서, 정부의 정책연구, 신문기사, 국회 회의록, 공청회 및 토론회 자료, 선행연구 등이 활용되었다.
Kingdon의 정책흐름모형에 따라 국립대학 법인화 정책 결정과정을 문제의 흐름, 정책대안의 흐름, 정치의 흐름으로 구분하고 정책결정과정을 분석한 결과는 다음과 같다. 첫째, 국립대학의 문제는 정부의 교육재정부족 위기와 국립대학에 대한 투자대비 산출의 문제가 인식되었으며, 한정된 교육재정자원의 배분에 대한 정책참여자들 사이의 갈등이 있었다.
둘째, 국립대학 법인화에 대한 정책대안은 대학의 운영효율성을 강화하고 예산에 대한 정부 통제를 유지하는 방안과 서울대학교의 요구사항이 반영된 절충안이 선택되었다.
셋째, 이익집단의 정치적 활동과 정치적 사건은 국립대학 법인화 정책결정과정에 영향을 주었다. 특히 직권상정이라는 급작스러운 정치적 사건이 가장 결정적인 영향을 미쳤다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the irrationality in the decision-making process involving the privatization policy of national universities and search for the indication points in the decision-making process by finding out the core part of the privatization policy of national universities. For this purpose, Kingdon's policy streams model that assumes the irrationality in the decision-making process was utilized as the analysis tool for this study. Cause and alternative of policy agenda were analyzed through the study on the irrationality in the decision-making process involving the privatization policy of national universities to formulate issues and analyzed the influence of political elements on the decision-making process. Subject of analysis for this study was the privatization policy of national universities undertaken from 1998 to 2012 and the facilitated research data were press reports of policy participants and/or interested group, research reports, policy studies of government, newspaper articles, minutes of the National Assembly, data from public hearing and sessions, earlier studies and so forth.
Following the Kingdon's policy streams model, the decision-making process involving the privatization policy of national universities was classified into stream of problem, policy alternative and politics and analyzed the decision-making process as follows. First, the issues of national universities were recognized as the issues of crisis in lack of educational finance and calculation compared to investment on national universities and there was certain conflict between policy participants on the distribution of limited financial resources on education.
Second, the policy alternative on the privatization of national universities selected compromising alternative that reflected the plan to strengthen operation efficiency of universities and maintain the government control on budget as well as reflecting the requirements of Seoul National University.
And, third, political activities and political incident of interest groups influenced on the decision-making process involving the privatization policy of national universities. In particular, the drastic political event in special power of the Speaker to bring a bill to floor had the most critical impact.
