사례관리실천에서 서비스 통합성과 전문성이 민?관 협력에 미치는 영향 : 무한돌봄센터 실무자의 인식을 중심으로 = The Effect of Integration and Professionalization of Services on Public-Private Partnership in Case Management Settings: with a focus on responses from workers in

The purpose of this study was to examine influences of integration and professionalization of services on public-private partnership(PPP) in the case management setting, Ultimate-Care Center practiced in Gyeonggi Province.
To accomplish the purpose of the study, the study tried 1) to find out the level of PPP in the case management settings, 2) to find out differences in PPP according to the workers' demographics and job-related variables, and 3) to find out the factors having effects on PPP, especially focusing on the effects of integration and professionalization of services in Ultimate-Care Center.
This research utilized data of 266 subjects from Ultimate-Care Center workers. To respond to research questions, the study conducted descriptive statistics, a t-test, a one-way ANOVA, a simple correlation analysis, and a hierarchical regression analysis.
A major findings from the study showed that Ultimate-Care Center workers' understanding about integration and professionalization considerably effective on PPP in the community. The detailed results are as follows.
First, the level of PPP in the community where Ultimate-Care Center located is recognized relatively high.
Second, the analysis of differences in PPP according to workers' demographic and job-related variables is concluded that the length of social-work career is related to the levels of PPP, yet there are no meaningful differences in PPT as to types of center-model, worker's position in the center, and the length of career in Ultimate-Care Center.
Third, in correlation analysis between the level of PPP(dependent variable) with control variables and independent variables, age and the length of social-work career showed significant relationship with the level of PPP. Also, the degree of integration and professionalization of Ultimate-Care Center service showed a positive relationship with the level of PPP.
Forth, the regression analysis, which is showing the influence of integration and professionalization of Ultimate-Care Center service on PPP revealed remarkable and significant results after accounting for other control variables in the analysis model.
In the conclusion, this research identified that systematic efforts are required to improve service integration in the case management setting and there should be supporting activities so that workers keep up their practices.

국문 초록 (Abstract)

본 연구는 기존 사례관리실천에서 민관협력에 영향을 미치는 요인에 관심을 두고 있으며, 특히 서비스를 담당하는 경기도 무한돌봄센터 실무자들이 인식하는 서비스의 통합성과 전문성이 민관 협력에 미치는 영향력을 살펴보는데 그 목적을 두고 있다.
이러한 연구 목적을 달성하기 위해, 1) 사례관리 현장에서 민관협력의 수준을 파악하였고, 2) 조사대상의 인구사회학적 특성과 근무관련 특성에 따라 민관협력수준에 차이가 있는지를 알아보았으며, 3) 사례관리현장에서 민관협력에 영향을 주는 변인들을 알아보고, 무한돌봄 서비스의 통합성과 전문성이 민관협력에 차별적인 영향을 미치는지 파악하였다.
연구의 대상은 경기도 30개 무한돌봄센터에서 근무하는 민간전문가와 공공직원 266명을 대상으로 조사한 자료를 2차적으로 분석하였다. 수집된 자료를 분석하기 위해 SPSS 통계프로그램을 사용하여 티검증, 분산분석, 상관분석, 다중회귀분석을 실시하였다.
본 연구에서 설정한 연구문제와 모형을 중심으로 자료를 분석한 결과를 통해 무한돌봄센터 실무자들이 인식하는 서비스의 통합성과 전문성이 지역사회 전체의 민관협력에 긍정적이고 유의한 기여를 한다는 점을 확인하였다. 이를 구체적으로 살펴보면 다음과 같다.
첫째, 무한돌봄센터가 위치한 지역사회의 민관협력 수준을 살펴보았을 때, 공공영역 및 민간영역의 협력 수준은 비교적 높게 인식하는 것으로 나타났다. 둘째, 조사 대상자의 일반적인 특성과 근무관련 특성에 따라 종속변수인 민관협력 수준에 차이가 있는지 살펴본 결과, 근무관련 특성인 센터모형, 센터 내 지위, 무한돌봄 관련 종사기간 등은 통계적으로 유의미한 영향을 미치지 않는 것으로 나타났으며 복지관련 경력은 통계적으로 유의미한 차이를 보였다.
셋째, 본 연구의 종속변수인 민관협력 수준과 통제변수, 독립변수 간 상관관계에서는 통제변수인 연령과 복지관련 경력은 민관협력과 정적인 상관관계를 보였다. 또 무한돌봄 서비스의 통합성과 전문성도 다른 변수들의 영향력이 고려되지 않은 이원적인 상관관계에서 민관협력 변수와 정적으로 유의한 관계를 보였다.
넷째, 민관협력에 영향을 미치는 요인을 알아보고 무한돌봄센터 서비스 통합성과 전문성이 민관협력관계에 어떠한 영향을 미치는지를 알아보기 위해 회귀분석을 실시하였으며, 무한돌봄 서비스의 통합성과 전문성은 민관협력에 정적이고 유의한 영향을 주는 것으로 파악되었다. 특히, 다른 통제변수들의 영향이 고려된 후에도 독자적인 영향을 주는 것으로 분석되었다.
위와 같은 연구결과는 사례관리현장에서 기관차원의 서비스 통합성을 높이기 위한 노력이 필요하다는 함의를 제공한다. 또한 실무자들의 전문성 제고를 위한 지원활동이 안정적이고 지속적으로 사례관리 실천과정에 포함되어야 할 필요를 제시해 준다. 그리고 사례관리 실무자는 일정기간 보직이동을 제한하고 재교육을 강화하여 전문성을 지속적으로 확보해 나가야 한다
