자치경찰제의 성공적 정착을 위한 발전방안에 관한 연구 : 제주자치경찰제를 중심으로 = Seek for the way of the successful settlement of municipal police system ; centering to Jeju municipal police

다국어 초록 (Multilingual Abstract)

This thesis studies the performance and bound of Jeju municipal police which was launched six years ago with the establishment of Jeju special self-governing province, examines the need of Jeju municipal police and implications of centralized police system and aims to seek the way of the successful settlement of Jeju municipal police system.
The thesis explains the background of the establishment of Jeju special self-governing province, describes concept, features and desired results of municipal police through theoretical consideration, compares pros and cons between municipal police system and national police system and discusses the way of the successful introduction and settlement of Jeju municipal police system by drawing a comparison of police system between Korea and other countries in order to realize nation-wide municipal police system.
Also this thesis clarifies problems of the municipal police system, analyzes current points at issue and performance of Jeju municipal police, the first municipal police in Korea, seeks the way of progress of Jeju municipal police and shows the direction that municipal police should follow in order to realize ideal grassroots democracy.
Under those background and aims mentioned above this thesis focuses three points as follows;
First, the reason of the launch of Jeju municipal police, its pros and cons and implications from the comparison between Jeju municipal police and other countries` one, second, performance and current points at issue of Jeju municipal police, third, the way of the successful and settlement of Jeju municipal police system. The thesis considers those points.
The thesis examines examples and current state of Jeju municipal police in connection with its launch to seek the way for effective operation of Jeju municipal police, realize citizen-friendly public security led by local police and introduce municipal police to other provinces in Korea.
