공익사업 손실보상만족도 향상방안에 관한 연구 : 대구신서 혁신도시개발사업을 중심으로 = A Study on Improving the Satisfaction for Loss Compensation in Public Works

다국어 초록 (Multilingual Abstract)

This study was performed with inmates and experts as subject, to suggest the ways of improvement for the inmate's loss compensation and its administration; recognizing the limits on relieving the conflicts about compensation according to expropriation which it overlooks the changes in real estate market around the public works area.
First, as an analysis result for inmate's actual condition of migration, the ratios for owned houses and acquired substitute lands decrease due to increase in land prices around public work sites, and it showed that the income level decreased after being compensated because of its long distances.
Second, as the inspection result which analyzes the differences in the actual moving conditions and satisfaction on compensation, it showed that the duration for being compensated is being delayed more as the living satisfactions get lower, and the main reason for the delay is because of difficulties in acquiring substitute lands due to the rise in land prices. The satisfaction level for migration seemed to depend on the received compensation, and a way for migration doesn't seem to be established for inmates who received low loss compensation.
Third, as result of logistic regression analysis for investigating satisfaction on compensation, it is not chosen as special case because the satisfaction for acquiring migrated land is very low, and it was analyzed that money-wise satisfaction on loss compensation had greatest effect on the satisfaction level on compensation.
Fourth, as result of AHP analysis which prioritizes considerable points for smooth public works, construction (17.0%) for substitution lands operating system was analyzed as a point that must be considered most quickly, next was improving the selection method for the property appraising enterprise (11.0%), improving the land provision compensation (10.9%), improving the method for compensation appraisal (10.4%), settling the land prices for surrounding area (9.2%), strengthening the after-inspection for compensation appraisal (8.8%), forming a support program for migrating plan (7.9%), improving the way for migration (7.3%), introducing the system for depositing the compensation (6.1%), restituting individual benefits for surrounding area (5.8%), improving the bond compensation (4.0%), and the last point was improving the condition for establishing migrating plan (1.6%).
Based on the actual results mentioned above, the improvement plans for loss compensation satisfaction that this study suggest are following.
First, under the exclusive current system for stabilizing real estate market around the public works area, substitution land zone was introduced for resolving the its related difficulties which was the main cause about inmate's compensation resistance.
Second, current selection method for property appraising enterprise was abolished in order to recover the trust in compensation appraisal administration, and a method that the 3rd Institution, 'Korea Association of Property Appraisers', recommended method and legislative system for compensation appraisal method were suggested.
Third, by considering the balance in cash-plan compensation and its similar system, it suggested decrease in supply cost for land provision compensation, mitigating the limit on monopoly, stipulate the supply method, and plan for introducing the compensation deposit system.
Fourth, for establishing the migrate plan for inmates, a support program for migrate plan including long-term loan and real estate arrangement was suggested.
