노년기 산림복지정책 활성화 방안에 관한 연구 : 산림치유원 조성 계획을 중심으로 = A Study on the Activating Solutions of Forest Welfare-Policy for Senescence : Focused on the Plan of Forest Healing Town

The central government was provide for the world of best aging speed, Ministry of Health and Welfare, Ministry of Education, Science and Technology, Ministry of Employment and Labor etc. as union of government set a 「the second plan about low rate of childbirth and aging society」and established a goal of making familiar social environment for senescence. accordantly, Korea Forest Service also brought forward a 「G7 forest welfare service by lifetime」and formed the basis of forest service to the whole lifetime from birth to death. forest welfare service by lifetime is supporting diverse program whole age such as forest programs for prenatal eduction, a forest kindergarten, forest programs for experience eduction, forest recreations and sports, forest for resting and healing, a tree funeral etc. however, Of the whole age, service for senescence nearly has not been done. And that was the issue of this study. Therefore, this study aims to find activating solutions of forest service and forest welfare-policy for senescence.
Checked on the Plan of moving ahead in detail of forest welfare-policy for senescence, it focuses on activating a forest service for change of air and forest volunteering service. At this study, focused on the first one. Activating solutions of forest welfare-policy for senescence can conclude as follows.
First of solutions make connect with Long-term Care Insurance, it is called social insurance of the fifth, for third-grade persons who is able to receive insurance benefits. They will receive monthly benefits up to 878,900won from social insurance. So if it use, a lot of elderly people could be gave high quality forest healing service. But, it have to be established a cooperation system with Ministry of Health and Welfare and NHIS(National Health Insurance Service) so as to act a new service.
Second of solutions make connect with Integrated Care Service for senescence. The subjects are underprivileged senescence in social as elderly people over sixty-five years of age who have senile disease and aside form grade people who is able to receive the long-term care service, 1 to 3 grade of handicapped people. This service is different from Long-term Care Insurance in service time and benefits but forest welfare service will give for senescence as the government expenditure that is a meaning. Also it have to be established a cooperation with municipal governments.
The third, this study suggest to create a Voucher system for Forest healing service. The Forest healing Voucher is issued by a ratio of 70 : 30 rate as the green-foundation using for the underprivileged people and the government expenditure, and then offer to underprivileged senescence in social. It is important to be established a cooperation with municipal governments and to make gradual activation.
Finally, this study propose founding the Forest Healing Town for senescence, it can be applied foregoing three activating solution. The Forest Healing Town means that a "forest healing week protection town" for healing and a change of air by using the health promotion factors from diverse forest environment. To balanced land development, the forest healing town divided to 6 part of nation will be planning as long-term policy. This study suggest among the central part of them that is located national mountain 136-1, Kang-chon ri, Nam-san meon, Kang-won do and the area is about 15ha. This plan is not relative to a real plan of operation but it can be the showing model for activating forest healing policy. accordingly it is including a basis conception, a master plan, a business plan.
Because this study is considered the public benefit and business profitability on forest healing activity, I judge the feasible plan. Of course, preventing disease and promoting health for underprivileged senescence in social, also it help forest-welfare and forest healing activity for them.

국문 초록 (Abstract)

우리나라는 세계 최고 수준 고령화 속도에 대비하여 보건복지부, 교과부, 고용부 등 정부합동 고령화 대책인 「제2차 저출산?고령화사회 기본계획안」을 수립하고 “고령친화 사회 환경 조성” 등의 목표를 설정하고 있다. 이에 부합하여 산림청에서도 「G7 생애주기별 산림복지서비스」를 내놓으며 탄생기부터 회년기까지 전 연령에 산림서비스를 제공할 수 있는 초석을 마련하게 된다. 생애주기별 산림복지서비스는 숲태교 프로그램, 숲유치원, 산림체험교육, 산림 레포츠, 휴양 및 치유의 숲, 수목장 등 전 연령에 대한 산림복지 서비스를 지원하고 있는데, 전 연령 가운데 노년기에 대한 서비스는 거의 이루어지지 않고 있음을 문제로 제기한다. 따라서, 본 연구에서는 노년을 위한 산림서비스와 산림복지정책 활성화 방안을 모색하는데 목적을 두고 있다.
노년기의 산림복지정책 세부추진과제를 살펴보면 산림요양 서비스 기반 마련 및 산림자원봉사 활성화를 중점으로 두고 있는데, 본 연구에서는 산림요양 서비스 지원에 초점을 맞추었다. 노년기 산림복지정책 활성화 방안은 다음과 같이 결론지을 수 있다.
첫 번째 방안으로는 제 5의 사회보험이라 불리는 노인장기요양보험과 연계 시키는 것으로 노인장기요양 인정자 중 3등급을 이용 대상으로 한다. 3등급 인정자는 사회보험으로부터 월별 급여를 최대 878,900원까지 지급받을 수 있기 때문에 이를 활용한다면, 노인들이 전문가들을 통해 질 높은 산림치유 서비스를 받을 수 있을 것으로 사료된다. 단, 보건복지부와 국민건강보험공단의 협력체계가 이루어져야만 실행 가능 할 것으로 보인다.
두 번째는 65세 이상의 노인성 질환자 또는 장기요양 등급 외 판정자, 장애등급 및 중증 질환을 가진 자, 1～3등급의 장애를 가진 자 중 차상위계층 이하에 속하는 자를 대상으로 하는 노인돌봄종합서비스와 연계하는 방안이다. 서비스 시간 및 급여액에서 노인장기요양보험과 차이가 있으나 국비로서 노년기 산림복지서비스를 지원 할 수 있다는 데 의의를 둔다. 이 또한 보건복지부 그리고 지방자치단체와의 협력이 필수적이다.
세 번째로 산림치유 바우처 제도 신설을 제안한다. 사회적 소외계층을 대상으로 사용되고 있는 녹색자금과 국비를 70 : 30의 비율로 바우처를 발행하고 이를 저소득 및 사회적으로 소외된 노년층에게 제공토록 한다. 제공하는 단계에서는 각 지자체와의 사전 협력체계를 구축하여 점진적으로 활성화 하도록 한다.
또한, 이 세 가지 방안을 실질적으로 적용 할 수 있도록 하는 노인전용 산림복지시설인 산림치유원을 최종 제안하는 바이다. 산림치유원은 “산림의 다양한 건강증진요소를 활용하여 노년층의 심신 건강 증진을 위해 치유?요양을 하는 산림치유 주간보호소”의 의미를 가진다. 국토의 균형 개발을 위하여 산림치유원을 총 6개 권역으로 나누어 장기적으로 계획하고, 본 연구에서 제시하는 산림치유원 모델은 중부권역에 속하는 강원도 춘천시 남산면 강촌리 136-1번지에 속한 국유림 15ha 면적에 적용시켜 보았다. 본 연구에서의 계획은 실제 사업계획과는 무관하나 기본구상, 기본계획, 사업화 계획 등을 포함시킴으로서 노년기 산림복지정책 활성화를 위한 시범적 모델 될 수 있으리라 판단한다.
본 연구에서 제시 한 산림치유원은 산림치유활동의 공익성 및 사업성 두 가지 측면이 모두 고려된 실현 가능한 계획이라고 판단한다. 소외받는 노년층의 질병예방 및 건강증진은 물론이며, 노년층의 산림복지, 산림치유활동 활성화에 크게 이바지 될 수 있길 기대하는 바이다.
