예술인 권익보호를 위한 음악인 협회의 발전방안 연구

The purpose of this study is to investigate about the developments of musicians' organizations in Korea for musicians' rights and interests based on comparison of local and overseas organization. There was a rapid development of classical musical circles in Korea. Many of young musicians got prized from the four great international music competitions such as the International Tchaikovsky Competition and the Queen Elisabeth International Music Competition. However, the performance environment is still very poor for most of musicians in Korea. About 49 percent of musicians earn under 1 million won in a month. Moreover, Before enforcement of the 「Artists welfare law」 some organizations should have represented what musicians needs are, but no organization did.
In the United State, the United Kingdom and Japan, there are several organizations that represent musicians’ rights and interests for over 100 years. Therefore in this study, I would like to determine about the leading musicians’ organizations such as the American Federation of Musicians of United State and Canada, the Musicians’ Union of the United Kingdom and the Musicians' Union of Japan.
For comparison objects in local, I chose the Music Association of Korea and Korean Artist Union. There were four differences between local and overseas organizations. Based on the differences, this study presented several way to development for musicians’ organizations in Korea. This investigation recommends for follow-up study that an investigation about more musicians’ organizations in the other countries would be helpful for make more objective conclusion.

국문 초록 (Abstract)

본 논문에서는 지속적으로 발전하는 한국 음악 산업의 눈부신 성과와는 다르게 정체되어 있는 음악인들의 권익을 보호하기 위해 음악인들의 이익을 대변해 줄 단체의 필요성을 연구하였다. 이미 국내에는 여러 음악인 단체들이 존재하지만, 음악인들의 권익 보호 활동을 적극적으로 수행하는 단체는 찾아보기 힘들다. 수천 명이 활동하는 음악인 단체보다 국내에서는 여전히 유명 음악인 1인의 영향력이 더욱 강력할 때가 많다. 이는 개인적인 활동이 많은 클래식 음악계에서 더욱 두드러지는 현상이다. 따라서 본 논문에서는 그 연구 범위를 클래식 음악인에 한정하여 클래식 음악인 단체 현황을 알아보고, 그들이 대다수 가입되어 있는 한국음악협회와 전국공공서비스 노동조합 산하 문화예술분과(이하 전국문화예술노동조합)를 특별히 조사하였다.
또한 국내 음악인의 권익 보호와 복지를 위한 음악인 단체의 발전방안을 제시하기 위하여 현재 세계 음악 산업에서 큰 영향력을 행사하고 있는 해외 음악인 단체를 선정하여 국내 음악인 단체와의 비교연구를 진행했다. 이를 위해서 본 논문에서는 비교 대상으로 미국음악인연맹(American Federation of Musicians of United State and Canada)과 영국음악인조합(Musicians’ Union), 일본음악인조합(Musicians' Union of Japan)을 설정하여 분석했다. 약 100년 이상의 역사를 간직한 각 단체의 설립 배경과 더불어 조합의 현황, 특징 및 가입 혜택을 조사했으며, 이를 통해 해외 음악인 단체의 공통적인 특징도 도출해 내었다.
그런 후 국내외 음악인 단체를 종합적으로 비교하여 차이점을 도출하고 그에 기초하여 현재 한국 클래식 음악단체의 발전방향을 제시했다. 본 논문의 결론 부분에서는 후속연구를 위한 다양한 연구범위를 설정하고 더욱 다양한 시각에서 국내 음악인 단체의 발전방향이 논의될 필요성을 피력하였다.
그리고 국내 음악인들이 보다 적극적으로 본인과 후배들의 권익 보호를 위한 노력을 더하여 클래식 음악계가 지금보다 더욱 발전할 수 있기를 바라는 제언으로 끝맺음 하였다.
