사회복지사의 윤리경영 인식과 윤리적 민감성에 관한 연구 = (A) study of relationship between ethical management perception and ethical sensitivity of social workers

This research aims to provide methods to promote the ethical sensitivity of social workers, For the purpose, I determine the actual conditions of ethical management through the recognition of social workers in social welfare institutions and identify the relationship ethical management with the ethical sensitivity of social welfare institutions.
To achieve these objectives, a questionnaire was conducted about a social worker worked at more than 1 year in the 78 social welfare facilities which is located in Seoul and Gyeonggi in July 2009, The collected 321 surveys data was analyzed using SPSS 12.0 frequency analysis, t validation, ANOVA, and multiple regression analysis.
The results of this study are as follows.
First, the social worker's welfare level of awareness of ethical management was analyzed within an average of 4.15 or more positive answers to both the relatively high level of awareness of the ethical and management.
Second, the social worker's ethical sensitivity level of 1.18 showed lower levels of ethical sensitivity as the overall average relative sensitivity of the subjects. Most of the examples given for each entry includes the ethical issues enough to recognize the ethical issues, but not much was found.
Third, as the results of the analysis on the social worker's personal and institutional characteristics variables based on different levels of awareness of ethical management, the difference between principles and strategies was explained by the such as factors ethics education, ethical management, training experience and involvement of employees. The difference in level of ethical infrastructure education was responsible for business, institution type, ethical management and training experience and participation statistically.
Fourth, the social worker's personal characteristics, institutional characteristics were analyzed based on different levels of ethical sensitivity. The results of the type of ethical sensitivity and ethical management, whether the institutions involved or not, showed the average difference and were statistically significant.
Fifth, according to the analysis of variables affecting the social worker's ethical sensitivity, it was found that social workers's ethical sensitivity was sensitive to general facilities and to use of the moral authority of the more sensitive, ethical management, the more businesses that participate in organizations with high sensitivity.
The ethical management of social workers, in social welfare institutions, was significant variables that affect the ethical sensitivity whether a dedicated department or not. All the independent variables that affect the ethical sensitivity variables with a total of three kinds of gender, institutional type, and the more ethical business participation as a woman, using the more agencies, institutions participating in ethical management, the more the higher ethical sensitivity was found.
As shown in those results, a social worker's ethical sensitivity perception almost didn't have an effect on ethical management perception.
However, It was confirmed that whether to join the ethical management of social workers is an important factor affecting the ethical sensitivity. The ethical management of business ethics in management practice participation was an important influencing factors, and ethical sensitivity will also affect the ethical management and ethical practices that directly improve the sensitivity but still not clear whether the ethical management of business practice and sensitivity to each participating variables showed a significant impact.
On based on the above results, I suggest following recommendations.
First, a social worker for the state appears as a low level of sensitivity is based on the view point of a social worker can increase sensitivity to the ethical institutionalized efforts are needed.
Second, it was revealed that the social workers have high level perception about ethical management but have low level ethical sensitivity. This reason was explained that although we have system for running ethical management, we are lacking in practical actions for practice ethic. Each institution must take care of enhancing the ethical sensitivity because of having co-relations within factors.
Third, in order to improve ethical sensitivity, the social worker should be trained from the University of ethics and philosophy of basic education as the main lesson. Educational institutions will be strengthen complement the basic philosophy of ethics and continuous refresher courses.
Fourth, It was found that the practice of ethical management affected ethical sensitivity of social workers. Therefore, continuous political aids need for settling the business ethics management, which is performing as example business, on welfare institutions.

국문 초록 (Abstract)

본 연구는 사회복지사의 인식을 통한 사회복지기관의 윤리경영 실태를 파악하고, 사회복지기관의 윤리경영과 윤리적 민감성의 관계를 규명함으로서 사회복지사의 윤리적 민감성을 증진시키기 위한 방안을 제시하는데 목적이 있다.
이러한 목적을 달성하기 위해 2009년 7월 서울?경기지역에 소재하고 있는 78개의 사회복지기관의 1년 이상 근무한 사회복지사를 대상으로 설문조사를 실시하여 수집된 321부 설문의 자료를 SPSS 12.0을 이용하여 빈도분석, t검증, ANOVA, 다중회귀분석 기법을 이용하여 분석하였다.
본 연구의 결과는 다음과 같다.
첫째, 사회복지사의 사회복지 기관 윤리경영 인식 수준은 평균 4.15로 비교적 높은 수준의 윤리경영 인식을 하고 있는 것으로 밝혀졌다.
둘째, 사회복지사의 윤리적 민감성 수준은 전체 민감성 평균은 1.18로 비교적 조사대상자들의 윤리적 민감성 수준이 낮은 것으로 나타났다. 대부분 윤리적 이슈가 포함되어 있다는 정도로 인식할 뿐 윤리적 이슈를 발견하지 못하는 정도였다.
셋째, 사회복지사의 개인적 특성, 기관특성 변수에 따른 윤리경영 인식수준의 차이 분석한 결과 윤리원칙 및 전략의 인식의 평균차이는 학력, 윤리경영 교육경험 및 참여여부에 따라 통계적으로 유의미하게 차이가 있었으며, 직원 수, 윤리적 인프라 인식의 평균차이는 학력, 담당업무, 기관유형, 윤리경영 교육경험 및 참여여부, 기관이용자의 권리인식의 평균차이는 기관유형에 따라 통계적으로 유의미한 차이가 있었다.
넷째, 사회복지사의 개인특성, 기관특성에 따른 윤리적 민감성 수준 차이를 분석한 결과, 윤리적 민감성의 전체에서는 기관유형과 윤리경영 참여여부에 따라 윤리적 민감성의 평균차이가 통계적으로도 유의한 결과를 보였다.
다섯째, 사회복지사의 윤리적 민감성에 영향을 미치는 변수를 분석한 결과, 사회복지사의 윤리적 민감성은 이용기관일수록, 윤리경영 사업에 참여하는 기관일수록 민감성이 높은 것으로 밝혀졌다. 또한 사회복지기관의 윤리경영 인식이 사회복지사의 윤리적 민감성에 영향을 미치는 변수는 윤리전담부서의 유무와 정기적인 윤리교육의 유무인 것으로 나타났다. 전체적으로 윤리적 민감성에 영향을 미치는 변수는 성별, 기관유형, 윤리경영 참여여부로서 여성일수록, 이용기관일수록, 윤리경영에 참여한 기관일수록 윤리적 민감성이 높아지는 것으로 밝혀졌다.
이상에서 나타난 바와 같이 사회복지사의 윤리적 민감성은 윤리경영인식에 의한 영향력은 거의 나타나지 않았다. 그러나 윤리경영 참여여부는 사회복지사의 윤리적 민감성에 영향을 미치는 중요한 요인임이 밝혀졌다. 이는 윤리경영 실천에서도 윤리경영사업의 참여여부가 중요한 영향 요인이었고, 윤리적 민감성에도 영향을 미치는 것으로 윤리경영실천이 직접적으로 윤리적 민감성을 높이지는 않지만 분명한 것은 윤리경영 사업의 참여여부는 실천과 민감성에 각각 영향을 미치고 있어 중요한 변인인 것으로 확인되었다.
이상의 연구결과를 토대로 다음과 같은 제언을 하고자 한다.
첫째, 사회복지사들의 민감성 수준은 낮은 상태로 나타난 점을 근거로 볼 때 사회복지사의 윤리적 민감성을 높일 수 있는 제도화된 노력이 필요하다.
둘째, 사회복지사들은 기관의 윤리경영수준이 높게 인식하고 있으나, 윤리적 민감성 수준은 낮은 것으로 나타났다. 이는 기관은 윤리경영과 관련한 시스템 구축은 되어 있으나 실제적으로 사회복지사의 실천윤리에 영향을 미치는 실천적인 활동은 미흡한 것으로 사회복지기관은 사회복지사의 윤리적 민감성을 증진시키기 위한 구체적인 실천 방안이 이루어져야 한다.
셋째, 사회복지사의 윤리적 민감성을 증진시키기 위해서 대학의 기초교육과정에서 윤리와 철학의 교과목을 필수과목으로 지정 할 필요성이 있으며, 관련 기관에서는 사회복지사의 윤리적 민감성을 증진시키기 위한 지속적인 재교육이 이루어져야 한다.
넷째, 사회복지기관의 윤리경영실천의 여부가 사회복지사의 윤리적 민감성에 영향을 주는 것으로 밝혀졌다. 따라서 현재 시범사업으로 실시되고 있는 윤리경영 사업이 사회복지기관에 정착될 수 있도록 지속적인 정책적 지원이 이루어져야 한다.
