This research aims to provide methods to promote the ethical sensitivity of social workers, For the purpose, I determine the actual conditions of ethical management through the recognition of social workers in social welfare institutions and identify the relationship ethical management with the ethical sensitivity of social welfare institutions.
To achieve these objectives, a questionnaire was conducted about a social worker worked at more than 1 year in the 78 social welfare facilities which is located in Seoul and Gyeonggi in July 2009, The collected 321 surveys data was analyzed using SPSS 12.0 frequency analysis, t validation, ANOVA, and multiple regression analysis.
The results of this study are as follows.
First, the social worker's welfare level of awareness of ethical management was analyzed within an average of 4.15 or more positive answers to both the relatively high level of awareness of the ethical and management.
Second, the social worker's ethical sensitivity level of 1.18 showed lower levels of ethical sensitivity as the overall average relative sensitivity of the subjects. Most of the examples given for each entry includes the ethical issues enough to recognize the ethical issues, but not much was found.
Third, as the results of the analysis on the social worker's personal and institutional characteristics variables based on different levels of awareness of ethical management, the difference between principles and strategies was explained by the such as factors ethics education, ethical management, training experience and involvement of employees. The difference in level of ethical infrastructure education was responsible for business, institution type, ethical management and training experience and participation statistically.
Fourth, the social worker's personal characteristics, institutional characteristics were analyzed based on different levels of ethical sensitivity. The results of the type of ethical sensitivity and ethical management, whether the institutions involved or not, showed the average difference and were statistically significant.
Fifth, according to the analysis of variables affecting the social worker's ethical sensitivity, it was found that social workers's ethical sensitivity was sensitive to general facilities and to use of the moral authority of the more sensitive, ethical management, the more businesses that participate in organizations with high sensitivity.
The ethical management of social workers, in social welfare institutions, was significant variables that affect the ethical sensitivity whether a dedicated department or not. All the independent variables that affect the ethical sensitivity variables with a total of three kinds of gender, institutional type, and the more ethical business participation as a woman, using the more agencies, institutions participating in ethical management, the more the higher ethical sensitivity was found.
As shown in those results, a social worker's ethical sensitivity perception almost didn't have an effect on ethical management perception.
However, It was confirmed that whether to join the ethical management of social workers is an important factor affecting the ethical sensitivity. The ethical management of business ethics in management practice participation was an important influencing factors, and ethical sensitivity will also affect the ethical management and ethical practices that directly improve the sensitivity but still not clear whether the ethical management of business practice and sensitivity to each participating variables showed a significant impact.
On based on the above results, I suggest following recommendations.
First, a social worker for the state appears as a low level of sensitivity is based on the view point of a social worker can increase sensitivity to the ethical institutionalized efforts are needed.
Second, it was revealed that the social workers have high level perception about ethical management but have low level ethical sensitivity. This reason was explained that although we have system for running ethical management, we are lacking in practical actions for practice ethic. Each institution must take care of enhancing the ethical sensitivity because of having co-relations within factors.
Third, in order to improve ethical sensitivity, the social worker should be trained from the University of ethics and philosophy of basic education as the main lesson. Educational institutions will be strengthen complement the basic philosophy of ethics and continuous refresher courses.
Fourth, It was found that the practice of ethical management affected ethical sensitivity of social workers. Therefore, continuous political aids need for settling the business ethics management, which is performing as example business, on welfare institutions.
