In various occupations in Korean society, preference to the public officials is very high regardless of gender. Accordingly, various researches about public organizations were accumulated according to the preferences. But, most researches was not divided into those of men and women and various researches about public officials and public organizations have been studied.
Therefore, this research will identify how much satisfaction female public officials feel about their duties and what are the factors that influence their satisfaction.
For this, the level of satisfaction of duties and differences in influencing factors were tried to be compared targeting female police officers who are public officials with specific duties and female public officials who are general public officials in local government. This research, is expected to contribute to the improvement of satisfaction in their duties of female police officer and female public officials.
This sentence makes no sense. I don't understand. As motivation factors, Maslow suggested stability, safety, sociability, self-esteem needs and self-realization desires, and as duty characteristics factors, Hackman and Oldham suggested importance of duties, autonomy, feedback, variety of functions and duty identities. Additionally, gender equality was tried to be examined in this research even though it is not an influencing factor which was suggested by preceding studies.
According to the results of comparison analysis of motivation factors, study results showed that female police officer have a lower level of recognition in stability and safety than female public officials, and female public officials have higher level of self-development opportunities recognition than female police officers and also showed that the characteristics of importance of duties and identity of duties are higher in female police officer than in female public officials. On the other hand, recognition of gender equality is higher in female public officials than in female police officer.
After examining influencing factors in female police officers and female public officials, results showed that sociability, importance of duties and individual senses of gender equality are all major influencing factors in female police officers and female public officials.
Additionally, the sense of acknowledgement in the organization could be a factor to improve satisfaction of duties to female police officers, which was different in female public officials; but self-development opportunities could be the factor to increase satisfaction of duties of female public officials, which could identify the differences between two groups. So, based on these findings, the following alternatives were suggested.
First, in order to improve the sense of acknowledgement of female police officers, organization cultures of communication and harmony should lead so that smooth human relationships could be maintained in the organization and reasonable and fair reward systems should be provided to recognize their self-prides and acknowledgement of duty execution capabilities. Additionally, for self-development opportunities of female public officials, education and training opportunities should be provided in order that their capabilities could be fully executed.
On the other hand, influencing factors for satisfaction of duties of both female police officers and female public officials were identified as sociability, importance of duties and individual senses of gender equality and the variables which have sociability and significant static correlation were shown as fairness of promotion policies and sense of gender equality in the organizations. Because female public officials who highly recognize the fairness of promotion policies also highly recognize the satisfaction of duties and gender equality in the organizations, fair promotion policies should be tried to settle down as the matter of concerns for both parties.
Second, because the importance of duties in duty characteristics could bring the biggest influences to satisfaction of duties of female police officers, important duties in the organization should be assigned to female police officers and consequently, consistent education and training should be followed also because officers’ duties could bring big influences to the organizations and citizens as well.
Third, in order to increase the recognition of stability and safety of female police officers, all modernized and highly advanced gears and gadgets should be provided to police officers in constabulary or police substation or in the strong team who are servicing outside of the office; and also in order to be rewarded for the works done at the sites, realization of the extra pays system and payment system which reflects duty characteristics should be followed. And, in order to maintain the proper workload, reinforcement of personnel should be provided through the analysis of duties and stability and safety of female police officers should be provided through consistent environments improvements for a better organization atmospheres of working conditions in pleasant places.
Fourth, the most important thing than anything else are the changes of working ethics of female police officers. Female police officers should not settle for the present but rather perform their given duties with actively thinking and pioneer their own professional areas. Organizations should follow regular education about gender equality and various supporting policies including installation of childcare facilities and securing replacement forces during the maternity leave etc. Eventually, as female police officers obtain their capabilities and qualifications and their satisfaction of duties are improved, everybody should make efforts together to provide high quality security services to the citizens.
