This study develops a framework to quantify the water resource vulnerability in South Korea by considering climate change impacts. Information obtained from the real world has lots of uncertainties. Therefore, this study developed an approach to quantify spatial water resource vulnerability of Korea using Fuzzy TOPSIS approach. Also, since increasing complexity of the basin environments makes it less and less possible for single decision maker to consider all relevant aspects of problem, there is the possibility of increased uncertainty. This study attempts to develop an approach to quantify the spatial water resource vulnerability of South Korea using group decision making(GDM) method.
Fuzzy TOPSIS were compared with TOPSIS and weighted sum method. As a result, rankings of some areas were changed dramatically due to the uncertainty. Rank correlation analysis indicated that the rankings of TOPSIS and weighted sum method were almost similar, but quite different from ranking of Fuzzy TOPSIS. Individual preference by each group is calculated by using Fuzzy TOPSIS and three GDM techniques (Borda count method, Condorcet method, and Copeland method). Finally, Spearman rank correlation, Kendall rank correlation, and Emond & Mason rank correlation are used to compare rankings from Fuzzy TOPSIS, TOPSIS, and GDM. As a result, the rankings of some areas dramatically changed by the use of GDM techniques.
In other words, because applying Fuzzy concept and GDM concept in regional vulnerability assessment may cause a significant change in priorities, the model presented in this study should be considered for flood vulnerability assessment.
Also, flood, water management, water quality and aquatic ecosystem vulnerabilities of South Korea are quantitatively evaluated and integrated. In addition, Special Report on Emission Scenario (SRES)-A1B, A2, B1, A1T, A1FI, and B2, future climate data-(2020s, 2050s, and 2080s), and three multi-criteria decision making (MCDM) techniques—weighted sum method (WSM), technique for order preference by similarity to ideal situation (TOPSIS), and fuzzy TOPSIS are used to quantify future all spatial water resource vulnerabilities. As a result, when the variances of the 16 provinces’ rankings on the basis of the 76 scenarios are considered, some provinces can plan their climate change adaptation strategies by taking into consideration their relatively certain rankings.
