The ongoing and planned Community Development Projects implemented by Iksan City government basically aim at creating living-friendly environments where people can improve the quality of life, enhance networking between their neighbours . In order to build such community, developers, authorities and residents are trying to make utmost use of various types of resources such as ecosystem, natural scenery, culture, history, art, education , foods, clothing and shelter and what not.
Iksan regions have long been faced with problems such as weakening competitiveness in terms of agricultural production, deteriorating education, culture and welfare environments, these result in the reduction of population along with the increase in the number of senior citizens. Considering these problems, it is urgent that concerned parties need to take measures to give life to those rural communities that are being ruined day by day. Experts and concerned parties stress the importance of farming villages' offering comfortable environments , but unfortunately lack of infrastructures , sightseeing facilities in the rural communities and old houses there hinder city dwellers from making tours to their villages.
This study seeks to revitalize the near moribund farming villages through effective implementation of Rural Community Development Projects , which will play a positive role in bringing in tourists from cities across the nation. In order to do so, the rural communities absolutely need to offer environments where the tourists can keep their peace of mind, experience unique mood that they have never felt before, calmness, and also they can enjoy beautiful natural scenery during their stay. All these will surely become good tourist attractions which will contribute the revitalization of rural communities. The Community Development Projects implemented in Iksan regions have progressed satisfactorily so far and opinions of residents and community development committees have been sufficiently represented in the development projects.
In order to guarantee sustainable promotion of the projects they must go through the processes of collecting the opinions of members of villages.
This study seeks to find out what makes community development projects successful based on successful projects that have been implemented domestic and in foreign countries. As part of analysis of successful projects, administrative factors , financial factors and resident participatory factors were analyzed from successful projects to decide whether the projects implemented here lack any necessary elements.
The results of the analysis show that the ongoing projects have necessary elements except for some elements such as administrative systems, what is most problematic with the projects is that institutional devices including regulations were not legalized. With regard to financial funding, the projects are entirely dependent on the government's subsidies, which will play a negative role in continuing the projects after the completion of them.
In the initial phase of the projects, resident participatory methods were considered , but in fact there are not ways for them to participate in the projects actively.
Based on these findings, the followings must be considered for the projects' sustainable promotion.
First, residents shall participate in the projects voluntarily,
Second, the projects shall seek the revitalization of communities,
Third, concerned parties shall come up with feasible plans on the sustainable supply of necessary funds on their part,
Fourthly, networks must be formed between community development project organizers and concerned parties to exchange their know-hows, opening and management of classes designed to educating leaders and residents on community development activities is a must, and meetings between concerned parties must be held on regular basis for the sake of the projects' success. On mid-longer terms, all the responsibilities including jobs must be handed over to citizens from authorities , and authorities and experts shall support citizens , instead of managing the projects directly.
This study shows how to promote the projects for the successful completion of the projects.
