The starting point for this study is the fact that the local people's participating mural is most commonly produced as the place of local residents' participation and environmental improvement.
The purpose of this study is to find the problems to be corrected and the alternatives by analyzing the current status of the local people's participating mural created in domestic public art projects.
In chapter II, the theoretical background of the local people's participating mural is examined. The local people's participating mural is defined and the concept is presented. The local people's participating mural is defined as the mural that the participation of the local residents is the purpose and the major means and that is produced by the primary involvement of the local residents as the subject of the region by participating in from the artist-led mural design to mural production. Based on the definition, the activity for the local people's participating mural is separately organized in the flow of the city mural and is classified in accordance with the change of the residents’ participation. First, in "spark of consciousness', it is examined that the history that the murals with provocative and national theme painted by professional artists ignited the mural production by general public through Mexico Mural Painting and U. S. New Deal mural project.
Second, in 'the minor’s comments’, it is examined that murals were used for the place of a few active residents’ speech through French mural in the 1930s, Community Mural and Chicago Mural Group in U.S. in the 1960s, and the students’ mural in Korean university town in the 1980s. Finally, in 'popularity expansion and commercialization of public art', the history of the local people's participating mural is examined through the activities of SPARC and City Arts Workshop, which is commercialized as a public art that a lot of residents participate in under the plan. Thus, the nature of the local people's participating mural is analyzed, which is produced by the public art project as the most brisk activity at the moment after examining the fact that the dominant feature of the local people's participating mural has changed as time flows and society changes. The nature of the local people's participating mural is examined as the public art project and the meaning of residents’ participation plan through “residents’ participation plan” in plan theory is examined.
In chapter III, the current status of the local people's participating mural is examined as the public art project. As an example, 10 pieces of the local people's participating murals are examined, which were made by <Maeulmisul Art Project 2009>. According to the case classification table that the researcher made, the information of the murals is classified by three categories of 'implementation', 'participation', and 'status'. And, the awareness of residents on the murals is examined by the survey in those areas where the murals exist. The survey was conducted by the three categories of the demographic statistical feature, the local people's participating mural, and the local people's participating mural in those communities with a total of 140 local residents in 7 regions who were available for the survey according to the existence of the murals.
In Chapter IV, the problems are identified by the result of the current status analysis on the local people's participating mural by <Maeulmisul Art Project 2009> that was examined in chapter 3 and the development plan is presented based on the result. The problems are 'lack of distinction of the image and subject', 'inefficient residents’ participation', 'lack of consideration for the additional mural elements', and 'the problems of post-management measure’. And, the improvement plan for mural production and post-management is sought as the local people's participating mural based on the residents’ participation. To accomplish this, the examples that the local people's participating mural is successfully settled in the region are examined. The direction of the realistic alternatives are presented by examining the activities such as Chemainus that developed the mural town with a distinctive theme of regional history, Philadelphia Mural Arts Program (MAP) that provides the opportunity to participate in the cultural and welfare project for the residents, and Performance Vanziha that acts as the collectivity recovery movement through enjoying of the local environment by the residents. Based on the direction, the researcher proposes 'consideration of the various participation ways', 'supporting residents’ activity as a program, and 'consideration of the resident planner by priority'. The alternative is explored not by the maintenance of the finished mural but by utilizing the murals as the local activities of the residents.
Ultimately, this study suggests that the purpose of the local people's participating mural project with one-time support be ‘setting up the process’, but not the output. Based on the suggestion, It is expected that the local people's participating mural leads the consistent participation of the residents to make it possible to be the participation-oriented public art and is activated as a bridgehead to improve the local environment and to build local patriotism.
