대통령기록관의 기록물 유형 분류 연구

Presidential records claim great historical significance by
containing major national policy processes and high utilization value as important information resources in such research fields as politics, economy and modern history. Viewed in the aspect of archives management, they have a public nature as public records and administrative records containing records produced by agencies and
individuals and, at the same time, also a private nature as the president's personal records, which means they require professional management. They need differentiated management from general public records, taking various forms as public and personal records.
This study set out to examine the arrangement state and
classification of presidential records according to their types and propose a content-based classification system in order to facilitate their efficient management and utilization, which is the ultimate goal of records management. Since the basic records information contains classification according to periods and forms, the study analyzed the classification system in the aspect of content that has potential for diverse organizations.
In an effort to propose a classification system for presidential records, the investigator reviewed the broad scopes and definitions of presidential records, the subject of the study, in the concerned laws, ordinances, and literature and examined the general principles and theories of records categorization and arrangement. Also analyzed in the study was the case of the United States, which is an advanced nation in the field of records management, has a number of presidential libraries, and was a model to South Korea when it enacted law and set up agencies for presidential records management, to examine the arrangement state of presidential records according to type. The study also analyzed the management and state of presidential records among national agencies in charge of management of presidential records and private organizations planning to establish an individual presidential library in order to analyze the types of presidential records. It was thus found that a The Presidential Archives needed its own classified records system in the first stage of presidential records management.
In an attempt to propose a classification system as a foundation for records utilization, the study then analyzed the types of presidential records with a focus on the records lists of The Presidential Archives based on the categorization system of government functions, which serves as a base for the production of presidential records, and the categorization system based on the
organization currently used by The Presidential Archives.
Presidential records become part of administrative records, and many of them are used by the president for public affairs performance and final policy decision making, given the uniqueness of the president.
The classification system was developed around the duties to assist and provide consultation to the president. A records classification system was suggested to contain the president's personal records to categorize personal records in the forms of collection and donation popular among private organization and special topics according to important historical or policy events.
The organization and duties of the previous presidential
secretariats were analyzed to build a foundation for the classification system. Presidential advisory agencies, personal records, and special topics were added to produce a total of 16 in the first round and 100 in the second round for the classification system. The suggested classification system was horizontal with a focus on the unique service nature of presidential records unlike the old organization-centered vertical classification system in order to increase the convenience of records utilization. The classification system was based on the analysis results of content of presidential records, which used to be sorted out only according to the source-based organizational categories. The study is significant in that it attempted to promote the effective management and utilization of presidential records collected through a range of ways. It is required for concerned agencies to analyze records on an ongoing basis for more sophisticated classification.

국문 초록 (Abstract)

대통령기록물은 국가의 주요 정책 과정이 포함되는 기록물이므로 역사적으로 중요도가 높으며 정치, 경제, 현대사 분야의 연구에 중요한 정보자원으로서 활용 가치가 높다. 또한 기록관리학적 측면에서도 공공기록물로서 공공의 성격을 가지면서 기관과 개인이 생산한 기록물이 모두 포함되어 공적성격의 행정기록이면서 대통령 개인의 기록물이기도 한 대통령기록물은 전문적인 관리가 요구된다. 공공기록물이면서 개인기록물이며 형태적으로 다양한 대통령 기록물의 관리는 일반적인 공공기록물의 관리와는 차별화가 필요하다.
본 논문에서는 이러한 대통령기록물의 효율적 관리와 기록관리의 궁극적 목적이 되는 활용을 원활하게 하기 위하여 대통령기록물 유형에 따른 정리현황 및 분류를 확인하고 내용적 측면의 유형 체계를 제시하고자 하였다. 시대적, 형태적 측면의 유형구분은 이미 기본적인 기록물 정보에서 포함하고 있으므로 특별히 이번 연구에서는 다양하게 구성될 수 있는 내용적 측면에서의 유형 체계를 중점적으로 분석하였다.
대통령기록물 유형 체계 제시를 위하여 먼저 연구대상인 대통령기록물에 대한 광범위한 범위와 정의를 관련 법령과 문헌을 통하여 확인하고 일반적인 기록물 분류?정리의 원칙과 이론을 확인하였다. 그리고 기록관리 선진국가 중, 다수의 대통령기록관을 가지고 있으며 우리나라 대통령기록물 관리 법률 제정과 기관 설립의 모델이 되어 왔던 미국의 사례를 분석하여 대통령기록물 정리 현황 및 기록물 유형에 따른 정리 현황을 살펴보았다. 이와 함께 대통령기록물 유형 분석을 위하여 우리나라 대통령기록물 관리기관인 국가기관과 개별대통령기록관 설립 등의 움직임이 있는 민간단체의 대통령기록물 관리와 기록물 현황을 분석하였다. 이를 통해 아직은 시작단계에 있는 우리나라 대통령기록물 관리에 있어 대통령기록관만의 유형화된 기록물 체계가 필요함을 확인하였다.
이에 기록물 활용의 바탕이 되기 위한 유형체계 제시를 위하여 국가기관인 대통령기록관의 기록물 목록을 중심으로 대통령기록물 생산현황의 바탕이 되는 정부기능분류체계와 현재 대통령기록관에서 사용하고 있는 조직을 바탕으로 한 분류체계를 기본으로 대통령기록물 유형 분석을 진행하였다. 대통령기록물은 행정기록물의 일부가 되기도 하지만 대통령이라는 특수성이 있기 때문에 많은 기록물이 대통령의 공무수행과 최종 정책결정을 위한 기록물이다. 따라서 대통령 보좌 및 자문 업무를 중심으로 유형 분류체계를 전개하고 지금까지는 민간단체에서 많이 이루어지고 있는 수집, 기증 형태의 개인기록물 분류를 위하여 대통령 개인기록과 역사적, 정책적으로 중요한 사건에 따른 특별 주제 등을 포함하는 기록유형체계를 제시하였다.
그 결과 역대 대통령비서실의 조직 및 업무내용을 분석하여 유형체계 기초를 도출하고 대통령 자문기관, 개인기록, 특별 주제를 추가하여 총16개 1차 구분과 하위 100개의 2차 구분의 유형 체계를 설정하였다. 이를 통하여 기존 조직중심의 수직적 분류체계에서 대통령기록물의 고유업무 성격을 중심으로 하는 수평적 유형 분류체계를 제시함으로서 기록물 활용 편의를 높이고자 하였다. 지금까지 출처중심의 조직 분류로만 정리되어 있는 대통령기록물을 내용적 측면의 분석을 통한 유형 분류 체계를 제시하였는데 다양한 방법으로 수집되고 있는 대통령기록물의 효과적인 관리와 활용을 위한 시도로 본 연구가 의미가 있으며 보다 정교한 유형 분류를 위해서 관련기관의 지속적인 기록물 분석이 이루어져야 할 것이다.
