Diversification trend of contemporary times gives rise to diversified conflicts in the various fields of the society. In this thesis, locational conflict involved in attraction of nuclear power plant, a typical case of locational conflict for non-preference facility, was analyzed. starting from a critical mind that 'policy conflict' in diversified form is inevitably taken place in selecting location of non-preference facility like nuclear poser plant, this study is intended to develop and suggest a conflict management scheme as to how to minimize conflicts among the stakeholders from the discussion stage of location selection to its selection and to systemize it so that it may be utilized for analysis and management of conflict caused by non-preference facility in the future.
As a research method, literature examination was utilized and through analysis of existing literatures, direction of study and its analysis model were established. In this study, conflict process was classified into conflict generation stage, surfaced stage, expansion stage and moderation stage and based on this, stakeholders, point of dispute and conflict cause were analyzed.
Factors affecting a process as per each stage were mainly divided into political, administrative factor, economic factor, technical factor, psychological factor and environmental factor and a cause of locational conflict was deduced by observing main factors affecting each stage rather than analyzing every factors. Through this analysis, it could be realized that economic factor at generation stage, political, administrative factor at conflict surfaced stage and technical and political, administrative factors at conflict expansion stage played a big part.
When summing up conflict cause based on this, it could be summarized as first, values of stakeholders, inconsistency of interest, second, neglect of reflecting residents' opinion in a process of site selection, third, difference of cognition for risk, fourth, non-disclosure of policy decision procedure, fifth, lack of negotiation effort.
Solutions for resolving locational conflict based on deduced cause is summarized as follows. First, on a political, administrative level, it is required to have local residents actually participate in a process of site selection of nuclear power plant and its promotion and to disclose various informations from the stage of policy institution. Second, on an economic level, contrary to the past, it is required to strengthen economic attractions and publicize it so that sustained income, not one-off provision of development fund, could be secured. In addition, in order to eliminate unconditional distrust for an effect of income increase, objective assessment and publicity activity through involvement of third party are required. Third, in order to obtain public acceptability on a technical level, information for nuclear power plant shall be disclosed completely so that it may be accessible to anybody and regarding facility operation or safety control, by promoting learning of the stakeholders through organization of joint survey team after introducing a method of residents' participation through monitoring team of residents, it shall be made to be contributed to rationality enhancement for risk communication among the parties concerned. Fourth, on a reliability terms, an organization of discussing policy participated by private/public sector, through which risk factor to be raised in connection with attraction of nuclear power plant could be more broadly discussed and public opinion would be converged, shall be provided and bilateral publicity, where mutual understanding is increased, shall be performed, getting away from unilateral publicity based on the client for the existing nuclear power plants. And by organizing a third consultative body that enables neutral and objective discussion as a stakeholder relevant to attraction of nuclear power plant, it shall be made to be contributed to rationality enhancement for risk communication among the parties concerned.
