지속가능한 마을만들기의 평가지표 분석에 관한 연구

국문 초록 (Abstract)

90년대 초 지방자치제가 부활하고, 지방화시대를 맞아, 주민운동차원의 마을만들기가 싹트기 시작했다. 이후 90년대 후반에 이르러 일본의 마을만들기(마찌쯔꾸리)사례와 방법론이 본격적으로 도입되면서, 마을만들기 사업은 지역재생의 트랜드로 자리잡았다.

중앙정부(행자부, 건교부, 농림부)의 전폭적인 지원아래 각종 지역재생(혹은 복원)사업이 전국적으로 진행되고 있으며, 지자체마다 지역특화사업을 발굴해 마을만들기 사업에 앞장서 뛰어들고 있는 현실이다.

현재 마을만들기 운동은 생태, 문화, 예술, 건축, 농업, 복지, 관광, 교육 등 다양한 분야에서 각양각색의 실험들이 이루어지고 있다. 그 목적과 내용, 방법 또한 다양하게 나타나고 있으며, 일본의 사례 못지않게 우리나라에서도 다양하고 폭 넓은 분야의 마을만들기 사업이 진행되고 있다.

이와 같이 마을만들기 사업을 통해 지역 공동체 활성화로 마을이 살아나고, 지방자치제가 자리를 잡으며, 이를 통해 우리 삶의 질이 향상되는, 진정 선진화된 삶을 누려나가기 위해 마을만들기 사업은 계속해서 꾸준하게 지속되어

져야 한다. 지속가능한 마을만들기를 가능케 하기 위한 연구.

이러한 배경에 따라 본 연구는 다음과 같은 연구목적을 설정하였다.

첫째, 선행연구 및 해외 선진사례와 국내 성공사례를 통해 성공적 마을만들기 사업에 반드시 필요하고, 준비되어야 할 요소들을 추출하여, 마을만들기 사업의 전략적 추진방안의 주요지표를 제안한다.

둘째, 이 주요지표 항목 하나하나에 대한 항목별 가중치 값을 얻기 위해, 전문가 설문을 진행한다. 이렇게 조사한 설문내용을 AHP분석법을 통해 분석, 산정하여 항목별 중요도값를 얻어내고, 이 항목별 중요도 값이 기존 마을만들기 사업은 물론, 향후 마을만들기 사업의 표준평가툴, 또는 분석표로 활용되기를 희망한다.

이 연구의 결과를 요약하면 다음과 같다.

첫째, 마을만들기 사업의 실행주체에 따라 주민, 행정, 전문가로 나누고 이 세 주체간 주요 역할과 추진항목들을 도출하여, 지속가능한 마을만들기의 핵심 체크리스트를 정의하였고, 이를 통해 마을만들기 사업의 정책적, 제도적 방향성을 결정하는 표준 평가지표를 제안하였다.

둘째, 지속가능한 마을만들기의 평가지표에 대한 전문가 설문조사를 통해 지표간 항목별 중요도 및 가중치 값을 AHP분석기법을 통하여 도출하였고, 평가지표상의 항목별 가중치를 산정하여 보다 구체적인 항목별 중요도 값을 파악하고, 이를 통해 기존은 물론 향후 마을만들기 사업의 전략적 정책방향을 제시하고, 추진방향과 추진순서를 설정하는데 도움이 될 평가지표를 제시하였다.

Depending on this background, this study has established the following research purposes.
