The aim of this study is to suggest Record Schedule for public institution. Classification in record management is work procedure which is managed to work activity and records systemically according to logical structured organization and method, and procedural rule in classification scheme. Records are produced as a result of work activity, actually work and records are integrated in electronic record keeping system. Record Schedule is established based on BRM classification scheme grasping all activity in a public institution. And on the basis of the Record Schedule, retention period is determined by subseries. Record Schedule is given the core function of record management in the aspects of the whole record's life cycle. So Record Schedule should include institution's every single activity, and the record's retention period should be formulated by considering record's administrative and historical value.
The office of educations are introduced electronic document management system in 2011. In this study we suggest Record Schedule for office of education based on results obtained from the analysis of Record Classification Schedule and BRM. For analyze the institution's work activity, we investigated transaction and file of Record Classification Schedule from D district office of education. By analysing the transaction and file setup conditions, we have found the following problems.
First, there were the omission of transaction and inappropriate setting of transaction. Such seems to be the outcome of application of transaction in similar institution or it is listed similar transactions.
Second, it was about the errors in the registration & filing of the records. Rather than the Record Classification Schedule itself, this is caused by the official's lack of understanding on the Record Classification Schedule, as well as the lack of knowing what records should be registered into a certain file.
The third problem was the misnaming of the transaction and file. The transaction shouldn't be absurd or unclear. It should well express the characteristic of the work, and avoid overlapping other transactions. Thus, the work name should be concrete, lively, and also detailed.
In order to improve the Record Schedule, the work activity must be correctly classified by mapping transaction and subseries. The mapping is completed, and then draw up the metadata of subseries. In this study, we added record's type and keyword besides standard metadata. Record's type shows record's form, for example, document, card, register, blueprint etc. Keyword is a concept similar to index, it is to increase the efficiency of searching the records. Through the mapping work and drawing up metadata, Record Schedule is completed.
Following the above, we suggest D district office of education's Record Schedule. If classification and appraisal of records were completely accomplished by Record Schedule, we would expect more effective and stable record management.
