한국 IT서비스산업의 발전 저해요인 분석 및 개선에 관한 연구

국문 초록 (Abstract)

최근 애플 아이폰 쇼크와 구글의 모토롤라 모빌리티 인수 이후에 정부와 기업에서는 대응책 마련에 부산하다. IT강국에 SW가 없다는 것을 뒤늦게 인식하고 있다. 사실상 아이폰 쇼크는 새로운 유형의 생태계를 조성한 이노베이션을 기반으로 이를 뒷받침하는 SW가 있었기 때문이다. SW산업은 인적자원이 우수하고 풍부한 우리나라와 같은 국가에 적합한 산업이다. 하지만 지금까지의 국내 SW산업은 고 부가가치 지식 서비스 산업으로 발전하지 못하고 노동집약적 산업으로 인식되어 왔다.
본 연구에서는 SW산업의 ‘업의 개념’을 정립하고 그 중 핵심산업 분야인 IT서비스산업의 현황 및 근원적인 문제점을 분석하고 개선방안을 도출하였다. 연구방법은 최근까지 정부기관, 협회, 학계 및 SW사업자들이 SW산업 발전을 위해 연구 토론하여 발표된 언론, 세미나 및 기업 내 자료들을 수집하고, 그동안 직접 현장에서 체험한 경험을 토대로 하여 SW산업 발전을 저해하는 주요 요인을 추출하고 포괄적으로 제시된 여러 개선방안 등을 분석하여 실행 가능한 내용 중심으로 우선 순위를 재설정하였다.
국내 IT서비스시장의 특징은 SW상품중심의 사업이 아니고 용역형 서비스제공 사업이다. 기하급수적으로 큰 수익확보가 가능한 SW상품중심으로 발전하기 위해서는 정부는 물론 기업에서도 SW에 대한 인식을 재정립하고 새로운 SW생태계 조성에 앞장 서야 한다.
본 연구에서는 실행연구 방법론을 사용하였다. 실행연구에 근거한 시사점과 결론을 프레임워크에 기반한 개별적인 제안들을 제시하였다.
주요 개선과제는 수,발주시 SW개발 기획부문, SW기능점수제도, SW 용역서비스 대가 및 유지보수 대가 그리고 SW지식재산권 등 다섯 가지 부문이다. 또한 SI사업 경쟁력 제고 방안으로 선진국형 SW계약 및 개발방식 도입, SW솔루션 확보, SI사업 및 SI프로젝트 수익성 확보방안을 제시하였다. 본 연구가 향후 국내 SW산업 발전을 위한 하나의 뼈대와 줄기로 지속적으로 후속 연구되어 조기에 실행되기를 기대한다

The government and national companies are busy shaking off the impacts from the "Apple Shock" and Google's takeover of Motorola Mobility, thus trying to come up with countermeasures. They finally realized the absence of any software to speak of in this most technologically advanced country. In fact, behind the Apple shock lies software that led an entirely new ecosystem fed by innovations. The SW industry is a perfect industry for a country like Korea who has abundant highly-qualified human resources. However, the domestic SW industry has been branded as a labor intense industry instead of a high value-added industry so far.
The purpose of this study is to define the concept of "business" in the SW industry, to analyze the IT service industry that is at the core of the SW industry, and finally to suggest possible solutions for improvement. Main sources of this study are the media, seminar, and corporate information on the subject of SW industry development published by the public organizations, associations, academia, and SW companies. Based on this researcher's own experience in the field, the major impediments to the development of the SW industry were extracted from exiting papers and documentation, and the comprehensive conclusions of previous studies were analyzed and developed as structured actionable plans.
Typically, the domestic IT service market is characterized by labor service providers rather than SW product developers. To be able to move it to the SW product-centered market with exponential profit growth potential,
the industry as well as the government needs first to redefine awareness of SW and to then lead to create a new ecosystem. The Methodological Approaches of action research was used for this study. The implications and conclusions based on the action research were drawn, and each suggestion within the framework is proposed.
This study identifies five major tasks for improvement: SW development and planning during the order process, SW feature grading system, compensation for SW labor service, compensation for maintenance and repair work, and lastly SW intellectual property right. In addition, some solutions are proposed to increase competitiveness of System Integration (SI) industry: introducing the developed country style SW contract and development methods, securing SW solutions, and securing profitability for the SI business and projects. I hope this study lays the groundwork for many further studies on this subject so that the development of the domestic SW industry is achieved in the nearest possible future.
