The development of information technology and launch of electronic government has an important meaning in that every official work is computerized and formalized by obligate public organizations and institutions to use electronic documents. Along with this, the necessity for records management system that can systematically manage the electronic and non-electronic documents made in work process while maintaining basic attributes of records. In Korea, use of records management system in administrative institutions has been obligated since 2005, and the standard records management system in which the limitations in records management system and revised records act was introduced to the central office group in 2008 then has been spreading out to local governments and education office in-local. However, the standard records management system were designed and propagated for the National Archives of Korea and the central office group rapidly thus did not reflect the opinions and ideas from the records management hands on level experts who actually perform the jobs. Therefore, this study views that evaluation on the interface and quality of current system which is being spread out to entire public organizations and institutions is necessary for improvement of system and further revision of related standards in the future.
This study, with the assumption that records management system is a mandatory system for systematic and consistent records management, evaluated the standard records management system through questionnaire survey on 20 records managers. For the survey, it reviewed previous studies and evaluated based on the results from questionnaire survey.
The findings from this study are as follows.
First, the records management expert’s satisfaction from the interface of the standard records management system was 2.74 out 5 thus observed to be lower than average level of satisfaction. Convenient usage, clear practice, revision and restoration were found to be the main determinants of satisfaction.
Second, from the satisfaction survey on functional quality of the standard records management system, average of 36 functions was measured to be 3.07 thus slightly higher than normal, and the functions related to task and support and the functions related take over were observed to be the determinants that affect on the degree of satisfaction.
Third, as for the demographic characteristics of records managers, the experts in 30’s appeared to have higher satisfaction on the standard records management system than other age groups. For academic background and working experience, the degree of satisfaction of the library and information science majors and working experience below 4 years was relatively higher than other groups.
Fourth, in the comparison among functional conditions, reliability appeared to be with higher satisfaction than efficiency and usability, and the correlation among reliability, efficiency and usability appeared to be positive thus implying the recognition of satisfaction affect on the score.
Fifth, the correlations among functions, each function were observed to have various positive relationships with satisfaction.
Based on the result, the study suggests 5 improvements such as improvement of interface, improvement of function, modularization for the characteristics of organizations, user education and organization of cooperative body.
