사회 환경 변화에 따른 주택시장 발전방향에 관한 연구

국문 초록 (Abstract)

우리나라는 베이비붐 세대의 사회진출과 더불어 1970년대와 1980년대 고도의 경제성장을 이루었다. 우리나라는 이미 세계 10대 경제대국으로 성장하게 되었고, 아시아 시장이 세계의 중심이 되고 있는 상황 속에서 우리나라의 경제는 세계 경제를 이끌어가는 주역으로 자리 잡고 있다. 하지만 이러한 빠른 변화 속에서 우리나라의 사회환경은 빠르게 변화하고 있다. 이미 우리나라의 경제상황과 인구구조 그리고 가족구조는 세계 어느 나라보다도 빠르게 변하고 있다.
1998년 외환위기를 겪으면서 우리나라는 저성장ㆍ저금리의 현상이 뚜렷하게 나타나고 있다. 8%대의 경제성장률은 이미 4%대로 낮아졌고, 금리도 지속적으로 낮아져 4%전후에서 움직이고 있다. 특히 우리나라의 가계 저축률은 지속적으로 낮아져서 현재는 미국의 절반 수준에 이르렀고, 가계부채는 계속 증가하고 있다. 자산시장의 붕괴로 인하여 중산층의 붕괴로 이어지고 있으며, 빈곤층의 증가 속도가 가중되고 있다. 이러한 변화는 우리나라의 양극화를 더욱 심화시키고 있다.
우리나라의 인구구조도 매우 빠르게 변하고 있다. 이러한 현상은 저출산과 의료기술의 발달로 인한 기대수명의 증가로 볼 수 있는데, 우리나라의 변화는 세계에서도 가장 빠른 속도로 진행되고 있다. 먼저 저출산의 수준은 이미 세계 최하위 출산율에서 볼 수 있듯이 심각한 수준에 이르고 있다. 그리고 의료기술의 발달은 기대수명 또한 빠르게 증가되고 있다. 통계청이 발표하는 기대수명은 지속적으로 상향조정되고 있으며, 이미 80세를 넘어 평균수명 100세도 멀지 않은 미래에 도달 할 것으로 보고 있다. 이러한 빠른 기대수명의 증가는 전 세계를 고령화 시키고 있으며, 우리나라는 세계에서 가장 빠른 속도로 진입할 것을 예상하고 있다.
경제상황의 변화와 인구구조의 변화와 마찬가지로 우리나라의 가족구조도 빠르게 변화되고 있다. 우리나라의 젊은 층의 결혼지연과 혼인율 하락은 가족수 감소의 원인이 되고 있으며, 우리나라의 평균 결혼 나이는 지속적으로 증가하고 있다. 또한 낮아지는 혼인율과 높아지는 이혼율은 1인 가구 및 소형가구의 증가로 이어지고 있다.
이러한 사회환경의 변화는 우리나라의 주택시장의 큰 변화를 의미한다. 이미 우리나라의 여러 가지 상황은 주택의 수요를 크게 변화시켰다. 이러한 현상은 지금까지 우리가 한 번도 경험하지 못한 새로운 환경이며, 이는 빠르게 우리의 삶으로 다가오고 있다. 우리나라의 주택시장은 새로운 국면을 맞이하고 있으며, 빠르게 대응해 나가야 할 것이다.

다국어 초록 (Multilingual Abstract)

Our nation accomplished high growth of economy in 1970s and 1980s along with the entry of the baby boom generation in public affairs. Our nation has already grown as the world top 10 economic power and takes its place as a main agent leading world economics while Asian market becomes the world center. However, social environment of our nation are changing rapidly in these fast changes. Economic situation, population structure, and family structure of our nation are changing faster than any other countries in the world.
Our nation shows phenomenon of low growth and low interest passing through 1998 foreign exchange crisis. Economic growth of 8% dropped to 4% and interests have continuously dropped to 4%. Especially, household savings rate of our nation has continuously dropped to reach half level of America now and household debt keeps increasing. Breakdown of asset market leads to breakdown of the middle class and accelerates growth rate of the poor strata. These changes intensify the polarization of our nation.
The population structure of our nation changes very fast. The phenomenon can be seen to come from growth of life expectancy due to the development of medical technology and low birth, and change of our nation proceeds fastest in the world. First, the level of low birth already reaches the serious level as it is seen in the world lowest birth rate. And the development of medical technology raises life expectancy fast. The life expectancy of National Statistical Office(NSO) has been revised upwards continuously and average life span already passed 80 and will reach 100 soon. This fast growth of life expectancy makes the world aging and our nation is expected to enter it in the fastest speed in the world.
Like the change of economic situation and population structure, our family structure also changes fast. Marriage postponement and drop of marriage rate of our youth become the causes of reduction of number of family and average marriage age of our nation continuously increases. Also, decrease of marriage rate and increase of divorce rate lead to growth of one person family and small family.
These changes of social environment mean a big change of housing market of our nation. Several situations of our nation already changed demand of housing. The phenomenon is a new environment which we have never experienced before and it approaches our life fast. Housing market of our nation is facing a new aspect and we should respond it fast.
