    본 연구는 한국의 언론은 상업 언론임에도 불구하고 정파성과 이데올로기적 편향성의 문제가 끊임없이 제기되고 있다는 사실에 주목하고, 그 원인을 1960년대 한국 언론의 상업화 과정에서 찾아보려는 시도이다. 상업 언론은 한국뿐 아니라 자본주의 사회에서 보편적인 언론 형식이지만, 당파적 언론에 고유한 문제로 여겨지던 정파성과 이데올로기적 편향성의 문제가 한국의 상업 언론에 대해 지속적으로 제기되고 있는 상황은 보편적이지 않다.
    현대 미국의 상업 언론은 19세기 미국의 민주주의, 시장경제 체제, 그리고 계몽주의를 배경으로 출현한 페니프레스가 기존의 당파지, 무역지와 한 세기에 걸친 치열한 경쟁 끝에 지배적인 언론 형식으로 살아남은 결과이다. 그러나 현대 미국 언론의 직계조상이라고 할 수 있는 페니프레스의 출현은 19세기 미국의 정치적 변화(민주주의), 경제적 변화(시장경제 체제), 인식론적 변화(계몽주의)의 결과이며, 이후로도 기존의 지배적인 언론 형식을 혁명적으로 대체한 것이 아니라 한 세기에 걸친 치열한 경쟁 속에서 지배적인 언론 형식으로 생존할 수 있었다.
    요약하자면, 19세기 미국 언론의 상업화 과정은 언론의 상업화와 정치화의 과정이 공존하는 가운데 치열하게 경쟁하면서 이루어진 변화였다. 따라서, 미국 언론은 상업화 과정에서 언론의 정치적 기능이 당시의 시대적 변화에 맞춰 조정되었던 것이지 언론의 정치적 기능이 근본적으로 왜곡되거나 제거된 것은 아니었다.

    한국 언론의 상업화는 1960년대 압축적 근대화의 결과로 급속하게 이루어진 도시화와 산업화를 물적 토대로 하여 이루어졌지만, 보다 직접적으로는 박정희 정부의 언론 정책에 힘입은 바 크다. 박정희 정부의 언론 정책은 기본적으로 박정희 정부의 국정 운영 원리인 행정적 민주주의가 언론에 그대로 적용된 것이었다. 박정희 정부의 언론 정책은 언론의 상업화를 위해 경제적 지원과 정책적 특혜를 허용하는 대신에 권력을 감시하고 정치담론을 활성화하는 언론의 정치화를 철저하게 억압하는 이중성을 그 특징으로 한다. 1960년대 한국 언론의 상업화는 박정희 정부의 경제적 지원과 정책적 특혜를 얻기 위해 언론의 정치화를 자발적으로 포기한 언론사주들에 의해 전격적으로 추진된 것이었다. 따라서, 1960년대 한국 언론의 상업화는 정치화가 왜곡된 채 경제적 상업화만으로 이루어진 “압축적 상업화”였다.
    한국의 상업 언론이 정파성과 이데올로기적 편향성의 문제를 지속적으로 드러낼 수밖에 없는 이유는 바로 한국 언론의 상업화가 정치화를 훼손시킨 압축적 상업화였기 때문이다. 따라서, 한국 언론의 문제점을 해결하기 위해서는 언론의 정치적 기능을 활성화시킬 필요가 있다. 어쩌면 수용자들이 이념, 지역, 세대에 따라 세분화되고, 다양한 욕구를 표출할 수 있는 출구가 많이 존재하는 현대 사회에 대규모 수용자를 대상으로 정치적 중립성과 객관성을 표방하는 현재의 대중적 상업 언론 모델은 더 이상 유용하지 않을 지도 모른다. 게다가 한국의 대중적 상업 언론은 수용자들로부터 정치적 중립성과 객관성조차 심각하게 의심받고 있다.
    이제 한국의 언론은 보다 작아지고, 보다 수용자들에게 밀착된, 그래서 보다 정치화된 언론으로 변신하는 것을 주저하지 말아야 한다. 최근 <나는 꼼수다>가 큰 성공을 거두고, 다양한 토크 콘서트가 유행한 것도 규모는 작지만 수용자에게 보다 밀착된 언론 형식에 대한 사회적 필요성이 작용한 결과로 해석될 수 있다. 소통이 시대의 화두가 되었다. 그러나 대규모 수용자에게 정치적 중립성과 객관성으로 포장된 “그들의” 이야기를 일방적으로 전달하는 지금의 대중적 상업 언론의 형식으로는 세분화되고 다양화된 “우리의” 이야기를 원하는 수용자들과 더 이상 소통할 수 없다.

    Noting that the Korean Journalism has been continuously criticized for its partisan and ideological bias although it mainly consists of commercial presses, this study is an attempt to identify root causes of the problem in the commercialization process of the sector in the 1960s. Although the commercial press is a common form not only in Korea, but in most capitalist societies, it is rare that such press is criticized for its partisan and ideological bias that used to be unique to the partisan press.
    The modern commercial press of the United States resulted from the penny press, which emerged from democracy, market economy and the Enlightenment in the 19th century, and survived the one-century-long fierce competition against the party press and the mercantile press. However, the penny press, the so called "direct ancestor" of the modern US journalism, was born out of the political change (democracy), economic change (market economy) and cognitive change (the Enlightenment) of the 19th-century America, and has evolved into the dominant form of the press by continuously competing against and beating previously-influential presses for a hundred years, not by sweeping them out at once.
    In short, the American press was commercialized by constant competitions among them, and by simultaneous processes of commercialization and politicization of the press. Accordingly, the commercialization process adjusted political functions of the press in accordance with changes of the era, not distorting or eliminating them.
    In contrast, the commercialization process of the Korean press began in the 1960s when the Park Chung-hee regime drove radical economic modernization and growth while distorting or halting political modernization. The political system of the era can be represented by the term, "administrative democracy." Park refused to accept the Western democracy as it was, and proclaimed administrative democracy, citing that democracy should be adjusted to the situation of Korea. His democracy was a political system in which every sector of the society is uniformly and efficiently controlled by administrative direction and command of the government. However, administrative democracy was actually anti-democratic as it was operated by the unilateral direction and command of the regime, not by the people, i.e. the owners of the country; and it dismissed legitimate procedures of democracy as inefficiency and confusion. Park's Yushin regime was the extreme form of the anti-democratic system.
    The Korean press was commercialized in the course of compressed modernization, urbanization and industrialization in the 1960s, but the commercialization process was more directly affected by the media policy of the Park Chung-hee regime. The policy was built upon Park's principle of statecraft, namely administrative democracy. His media policy allowed economic support and political privileges for the press while fundamentally blocking the press from facilitating political discourses or checking the power of the regime. In turn, the press enjoyed such benefits in its commercialization process in the 1960s while voluntarily forgoing its political functions. Therefore, the commercialization of the Korean press in the 1960s was a "compressed commercialization" that only pursued economic commercialization but distorted and forsook the political roles of the press.
    Such a distorted commercialization process has given rise to the partisan and ideological bias of the Korean press. Consequently, the political roles must be reinvigorated to address the profound problems of the Korean press. For today's audience and readers who are highly segmented by ideology, region and generation, and who have many different outlets through which they can express themselves, the prevalent commercial press model that proclaims political impartiality and objectivity to mass audience may not be useful anymore. In addition, the public are strongly doubtful about political impartiality and objectivity of the Korean commercial presses.
    The Korean media must not hesitate to lower itself, to get closer to audience and thus to evolve into a more politicized form. The recent big hit of podcast "Naneun Ggomsuda,” or “I’m a Petty-Minded Creep,” and the popularity of talk concerts may demonstrate social demands for small but audience-oriented media. Communication is a buzz word of this era. Most commercial presses that unilaterally deliver "their" side of stories by packaging with political impartiality and objectivity can no longer communicate with the audience who want to talk about and listen to "our" side of stories.
