    공공부문의 개혁을 위하여 도입된 성과관리제도(BSC)는 많은 공공기관에서 부서 및 개인의 성과목표달성을 위한 관리제도로 운영되고 있다. BSC와 같은 성과관리제도의 도입은 조직의 구조적, 환경적, 인적 요소의 변화를 가져온다. 인적요소의 변화는 조직구성원이 가치체계를 가진 존재이기 때문에 변화의 과정을 파악하기가 어렵다. 새로운 제도나 정책이 조직에 도입될 때 조직구성원의 가치와 태도변화가 중요하고 이에 대한 진단과 처방이 필요하다는 것을 의미한다.
    공공부문에 도입된 BSC의 도입이 성공적이라고 할 수 있는가? 또한 현재 조직에서 BSC가 안정적으로 운영되고 있는가?에 대한 질문을 던질 수 있다. 이것은 BSC와 같은 성과제도가 태생적으로 민간부문에서 시작되었기 때문에 공공부문의 도입이 적절한가의 여부를 검토할 필요성을 제기한다. 궁극적으로 제도의 도입으로 조직구성원들의 가치체계와 태도 및 행동의 변화를 가져왔는가의 여부를 파악해야 할 것이다. 즉 성공적인 제도의 운영과 정착을 위하여 조직구성원의 수용성에 주목해야 할 것이다.
    본 연구는 공공부문에 도입된 성과관리제도(BSC)가 성공적으로 운영되고 조직의 성과를 창출하기 위한 전제조건으로 조직구성원의 수용성이 무엇보다도 중요할 것이라는 문제인식에서 출발하였다. 첫째, 조직에서 성과관리제도의 수용성에 영향을 미치는 요인들을 도출하고자 한다. 둘째, 조직구성원의 성과관리제도 수용성이 조직의 가치를 변화시킨다는 의미에서 이를 측정할 변수로 조직신뢰를 선정하고 성과관리제도의 수용성이 조직신뢰에 미치는 영향관계를 파악할 것이다. 셋째, BSC 운영과정에서 수용성에 영향을 미치는 요인들을 기존 선행연구를 중심으로 도출하고 이들 영향요인들이 조직구성원의 수용성에 미치는 영향을 분석할 것이다. 본 연구를 통하여 지방자치단체의 성과관리 실무에 대한 이론적 기반을 제공해 줄 수 있을 것이고, 공공부문에서 성과관리제도의 정착방안을 제시할 수 있을 것이다.
    연구수행을 위하여 성과관리제도의 수용성(X10)에 영향을 미치는 변수들을 선행연구를 바탕으로 설정하였다. 설정된 변수는 성과관리제도(BSC)의 제도적 특성과 환경적 요인을 고려하여 지표특성(X1∼X3), 평가특성(X4∼X5), 지원특성(X6∼X9)으로 구분하였다. 이러한 영향요인(X1∼X9)들이 수용성(X10)을 매개로 하여 조직신뢰(X11)에 미치는 영향을 분석하였다. 연구의 대상은 2011년 현재 성과관리제도(BSC)를 운영하고 있는 3개 광역지방자치단체(J도, K도, D시)이며, 분석단위는 BSC를 운영하거나 실행과제를 담당하는 공무원 개인을 대상으로 하였다.
    연구분석의 결과는 다음과 같다. 첫째, 전체 표본을 대상으로 실시한 수용성 영향요인과 조직신뢰와의 회귀분석결과는 조직신뢰에 영향을 미치는 요인으로 지표의 유용성(X2), 지표설정의 민주성(X3), 의사소통(X6) 변수가 통계적으로 유의미한 영향관계가 있었다(p<0.05). 둘째, BSC 평가결과에 따른 평가활용 범위별로 성과관리제도의 수용성 영향요인과 조직신뢰와의 영향관계 분석결과는 개인의 인사고과에까지 BSC 평가결과 점수를 반영하는 J도는 지표의 유용성(X2)과 지표설정의 민주성(X3), 리더십 활성화(X8), 정보시스템 활성화(X9) 변수가 조직신뢰의 영향요인으로 유의미하게 나타났다. 반면, 부서평가의 결과 점수가 4급 이상 고위공무원의 부서평가점수로 활용되는 K도․D시의 경우에는 지표의 적절성(X1), 평가결과의 공정성(X5), 교육훈련 활성화(X7) 변수가 통계적으로 유의미하였다. 셋째, 변수들간의 간접효과를 분석한 결과는 지표의 유용성(X2), 지표설정의 민주성(X3), 평가절차의 공정성(X4) 변수가 성과관리수용성을 매개로 하여 조직신뢰에 영향을 미치고 있는 것으로 나타났다

    연구결과를 통하여 다음과 같은 시사점을 제시할 수 있다. 첫째, 지표특성과 평가특성이 수용성 영향요인에 중요한 영향요인이었으나 지원특성 변수들의 경우는 교육훈련 변수를 제외하고는 유의미한 결과를 얻지 못하였다. 이러한 결과가 주는 시사점은 조직에 도입된 제도가 논리적으로 탄탄하게 구성되고 이를 구축하기 위한 조직의 장치에도 불구하고 실제 제도의 본질적 요소가 제대로 운영되지 않으면 제도는 의도하는 목적을 달성할 수 없다는 것이다. 구체적으로 아무리 좋은 제도도 그 제도를 운영하는 구성원들의 의식변화를 가져오지 못한다면 제도는 성공적이라고 할 수 없을 것이며, 제도의 수용성을 확보하기 위한 노력이 있어야 할 것이다. 둘째, 지표의 설정이 BSC 성과관리제도의 수용성과 조직신뢰에 영향을 미치고 있다는 연구결과는 BSC에서 지표가 적절하게 구축되고 업무내용을 반영하는 것도 중요하지만 지표가 민주적인 절차에 의해서 설정되는 것이 중요하다는 사실이다. 조직신뢰와의 영향관계에서도 지표의 민주적인 설정과정이 조직신뢰를 구축하는 직․간접적인 영향요인이라는 것은 성과지표의 고도화와 민주적인 의사결정에 의한 지표설정이 중요함을 시사하고 있다. 셋째, BSC의 운영결과에 따른 평가절차 및 결과의 공정성이 BSC의 수용성에 영향을 미치고 있다는 것은 성과관리제도(BSC)에 있어 평가가 중요하며 평가에 대한 조직구성원의 인식과 조직이 평가를 통하여 얻고자 하는 가치가 적합하도록 평가의 공정성을 확보해야 할 것이다. 넷째, 성과관리제도의 수용성 영향요인으로 지방자치단체 구성원들이 교육훈련을 중요시하고 있는 것은 BSC 운영을 위해 필요한 단기적인 교육의 필요성을 언급하기 보다는 장기적 교육시스템이 중요성을 제시한 것으로 판단할 수 있다.
    지방자치단체와 같은 공공기관은 ‘성과’의 개념을 도입하고자 시행착오를 시험하는 무분별한 제도의 시험장이 되어서는 안된다. 외국에서 칭송하는 제도를 국내실정에 맞게 도입한다고는 하지만 기본적인 틀을 바꿀 수는 없다. 아직 BSC가 실패하였다고 보기는 어렵다. 그리고 엄밀하게 말해서 성공하였다고 보기도 어렵다. 제도도입 시에 충분한 논의가 필요하며, 조직들은 미래 지향적인 사고를 가질 필요가 있다. P. Drucker의 “측정할 수 없다면 관리할 수 없고 관리할 수 없다면 개선할 수 없다”는 명언은 BSC와 같은 성과관리제도의 기본철학이 되었다. 이러한 경영철학이 가지고 있는 문제점 중의 하나는 측정에 대한 방법론적 위험성을 간과하고 있다는 것이다. 본 연구에서는 ‘측정할 수 없는 것을 억지로 측정하게 되면 반드시 문제가 발생할 것이다’라는 견해를 제시한다. 공공부문의 변화를 위해 도입한 성과에 기반한 제도나 정책들이 측정하는 것에만 급급하여 측정하려는 대상이나 현상의 파악을 소홀히 한다면 BSC 뿐만 아니라 어떠한 성과관리제도도 성공하기 힘들다는 것을 지적하고 싶다.
    본 연구결과를 통하여 얻은 시사점에도 불구하고 표본의 제약으로 연구의 일반화 가능성의 한계가 있다. 본 연구결과를 일반화시키기 위해서는 보다 많은 지방자치단체의 구성원을 대상으로 인식조사가 이루어지는 것이 바람직하나 지방자치단체마다 BSC의 활용범위가 다르고 부서내 일부 구성원에게만 영향을 미치고 있는 경우가 많아서 BSC가 비교적 활성화되어 있는 자치단체를 표본으로 선정하였다. 또한 선행연구에서 제시되었던 조직문화나 개인특성과 같은 수용성 영향요인들을 변수로 포함시키지 못하였다. 지방자치단체들이 BSC의 활용범위를 확대시키고 성과에 기반한 조직문화 구축을 위해 노력하고 있다는 점에서 후속 연구가 지속적으로 이루어져야 할 것이다.

    The Study on the Impact of the BSC Acceptance on Organizational Trust : Focused on the Recognition of the Local Government Employees

    Ⅰ. Introduction

    BSC (Balanced Scorecard), which was introduced to reform the public sector, has been used to manage or achieve an individual's performance and goal in many government offices. With the introduction of performance management system like BSC, organizations have underwent change and ultimately changed the value and attitude toward organization members. In other words, this means that organization member's value and attitude is so important to introduce a new system or policy and diagnosis and prescription toward it are necessary.
    If so, we can ask a few questions like this. Is BSC introduced in the public sector successful? or is BSC stably operated in an organization now? This raises a question of whether the introduction in the public sector is proper because such a performance management system like BSC stemmed from the private sector originally. Ultimately, it is necessary to figure out whether it brought about the changes in the value, attitude, and behavior in the organization members with the introduction of the system. In other words, it contains that the acceptance of organization members is an important factor to operate and settle the system successfully.

    Ⅱ. the Purpose of Research

    This study starts from the recognition of problem whether the BSC introduced in the public sector will be successfully operated and the acceptance of organization member will be important as an essential prerequisite for the creation of organization performance. First, this study draws the influence factors on the introduction of performance management system by an organization. Second, this study selects organization reliability as variable to measure this and identifies the impact of the introduction of performance management system on the organization reliability in the sense that the introduction of performance management system by organization member changes the value of organization. Third, this study draws the influence factors on the acceptance in the process of operating BSC centering on the previous studies and analyzes the impact of these influence factors on the acceptance of organization members. This study will provide a theoretical basis for the practical performance management in the local governments and suggest the ways to settle the performance management system in the public sector.

    Ⅲ. Research Method

    To conduct this research, the variables that many influence the Acceptance of Performance Management System(X10) were set up based on the previous studies. The variables set up were classified into Index Characteristic(X1∼X3), Evaluation Characteristic(X4∼X5), and Support Characteristic(X6∼X9) in consideration of performance management system(BSC)'s institutional characteristics and environmental factors. Such influence factors(X1∼X9) that had an impact on Organization Trust(X11) by Aceptance(X10). The subjects of study are 3 metropolitan local governments(J province, K province, and D city) which operates BSC in 2011, and for the unit of analysis, individual government officials were set up to operate BSC or be responsible for the task.

    Ⅳ. Research result and Implication

    Our findings are as follows(see table below): First, acceptance influence factor, organization reliability, and regression analysis were analyzed. As a result, such variables as index usability(X2), democracy in index set-up(X3), and Communication(X6) were statistically significant as influence factors on Organization Reliability(p<0.05). Second, indirect effects between variables were analyzed. As a result, such variables as Index Usability(X2), Democracy in Index Setup(X3), and fairness in Evaluation Procedure(X4) appeared to have an impact on organization reliability by a medium of performance management acceptance.
    Our findings provide some implications as follows: First, index characteristics and evaluation characteristic were importance influence factors as acceptance influence factor, but such variable as support characteristic did not obtain a significant result except the variable of educational training. The findings suggest that despite the fact that the system introduced in an organization is logically strong and also a device for an organization to establish so, a system cannot achieve its goal intended if the essential factors in the actual system are not properly operated. Specifically, no matter how there is a good system, but if it cannot change the way of thinking by organization members who operate the system, they system cannot be successful, and more efforts will be needed to obtain the acceptance of the system. Second, the finding that index setup has an impact on the acceptance and organization reliability in BSC indicates that it is important to establish an index appropriately in BSC and reflect the content of business, but it is more important to set up index by democratic procedure. That in the relationship with organization reliability democratic index setup process is an direct and indirect influence factor to establish organization reliability. This indicates that it is important to setup index by highly advanced performance index and democractic decision making. Third, that the fairness in the evaluation procedure and result according to the operated result of BSC influences the acceptance of BSC suggests that evaluation is important in BSC and there is a need to secure fairness in evaluation so that the organization member's perception of evaluation and the value that an organization aims to obtain from that can be appropriate. Fourth, what local government members think educational training important as influence factor in the acceptance of performance management system can be considered that for operation of BSC, the importance of long-term educational system should be presented rather than mentioning on the necessity of short-term education.

    Ⅴ. Conclusion

    The government office like local government must not be a testing ground for indiscriminate system that experiments trial and error to introduce the concept of ‘performance.’ At the time when the system is to be introduced, discussions are needed sufficiently and organizations need to think in a future-oriented way. P. Drucker's famous saying which becomes the basic philosophy for performance management system, “If it can't be measured, it can't be managed, and if it can't be managed, it can't be improved” neglects the methodological risk toward the measurement in operating the system. In this study, we would like to present our view, ‘It what can't be measured is measured reluctantly, it is inevitable that you will find a problem.’ We would like to point out that if objects of measurement and phenomenon are negligently identified because of too much focus on the measurement of the systems or policies which are based on the performance introduced to change the public sector, any performance management system as well as BSC can't be successful. For generalization, it is necessary to expand the scope of research into the entire local governments and this needs to be supported by further studies later.

    The Study on the Impact of the BSC Acceptance on Organizational Trust : Focused on the Recognition of the Local Government Employees

    Ⅰ. Introduction

    BSC (Balanced Scorecard), which was introduced to reform the public sector, has been used to manage or achieve an individual's performance and goal in many government offices. With the introduction of performance management system like BSC, organizations have underwent change and ultimately changed the value and attitude toward organization members. In other words, this means that organization member's value and attitude is so important to introduce a new system or policy and diagnosis and prescription toward it are necessary.
    If so, we can ask a few questions like this. Is BSC introduced in the public sector successful? or is BSC stably operated in an organization now? This raises a question of whether the introduction in the public sector is proper because such a performance management system like BSC stemmed from the private sector originally. Ultimately, it is necessary to figure out whether it brought about the changes in the value, attitude, and behavior in the organization members with the introduction of the system. In other words, it contains that the acceptance of organization members is an important factor to operate and settle the system successfully.

    Ⅱ. the Purpose of Research

    This study starts from the recognition of problem whether the BSC introduced in the public sector will be successfully operated and the acceptance of organization member will be important as an essential prerequisite for the creation of organization performance. First, this study draws the influence factors on the introduction of performance management system by an organization. Second, this study selects organization reliability as variable to measure this and identifies the impact of the introduction of performance management system on the organization reliability in the sense that the introduction of performance management system by organization member changes the value of organization. Third, this study draws the influence factors on the acceptance in the process of operating BSC centering on the previous studies and analyzes the impact of these influence factors on the acceptance of organization members. This study will provide a theoretical basis for the practical performance management in the local governments and suggest the ways to settle the performance management system in the public sector.

    Ⅲ. Research Method

    To conduct this research, the variables that many influence the Acceptance of Performance Management System(X10) were set up based on the previous studies. The variables set up were classified into Index Characteristic(X1∼X3), Evaluation Characteristic(X4∼X5), and Support Characteristic(X6∼X9) in consideration of performance management system(BSC)'s institutional characteristics and environmental factors. Such influence factors(X1∼X9) that had an impact on Organization Trust(X11) by Aceptance(X10). The subjects of study are 3 metropolitan local governments(J province, K province, and D city) which operates BSC in 2011, and for the unit of analysis, individual government officials were set up to operate BSC or be responsible for the task.

    Ⅳ. Research result and Implication

    Our findings are as follows(see table below): First, acceptance influence factor, organization reliability, and regression analysis were analyzed. As a result, such variables as index usability(X2), democracy in index set-up(X3), and Communication(X6) were statistically significant as influence factors on Organization Reliability(p<0.05). Second, indirect effects between variables were analyzed. As a result, such variables as Index Usability(X2), Democracy in Index Setup(X3), and fairness in Evaluation Procedure(X4) appeared to have an impact on organization reliability by a medium of performance management acceptance.
    Our findings provide some implications as follows: First, index characteristics and evaluation characteristic were importance influence factors as acceptance influence factor, but such variable as support characteristic did not obtain a significant result except the variable of educational training. The findings suggest that despite the fact that the system introduced in an organization is logically strong and also a device for an organization to establish so, a system cannot achieve its goal intended if the essential factors in the actual system are not properly operated. Specifically, no matter how there is a good system, but if it cannot change the way of thinking by organization members who operate the system, they system cannot be successful, and more efforts will be needed to obtain the acceptance of the system. Second, the finding that index setup has an impact on the acceptance and organization reliability in BSC indicates that it is important to establish an index appropriately in BSC and reflect the content of business, but it is more important to set up index by democratic procedure. That in the relationship with organization reliability democratic index setup process is an direct and indirect influence factor to establish organization reliability. This indicates that it is important to setup index by highly advanced performance index and democractic decision making. Third, that the fairness in the evaluation procedure and result according to the operated result of BSC influences the acceptance of BSC suggests that evaluation is important in BSC and there is a need to secure fairness in evaluation so that the organization member's perception of evaluation and the value that an organization aims to obtain from that can be appropriate. Fourth, what local government members think educational training important as influence factor in the acceptance of performance management system can be considered that for operation of BSC, the importance of long-term educational system should be presented rather than mentioning on the necessity of short-term education.

    Ⅴ. Conclusion

    The government office like local government must not be a testing ground for indiscriminate system that experiments trial and error to introduce the concept of ‘performance.’ At the time when the system is to be introduced, discussions are needed sufficiently and organizations need to think in a future-oriented way. P. Drucker's famous saying which becomes the basic philosophy for performance management system, “If it can't be measured, it can't be managed, and if it can't be managed, it can't be improved” neglects the methodological risk toward the measurement in operating the system. In this study, we would like to present our view, ‘It what can't be measured is measured reluctantly, it is inevitable that you will find a problem.’ We would like to point out that if objects of measurement and phenomenon are negligently identified because of too much focus on the measurement of the systems or policies which are based on the performance introduced to change the public sector, any performance management system as well as BSC can't be successful. For generalization, it is necessary to expand the scope of research into the entire local governments and this needs to be supported by further studies later.
