커뮤니티아트의 사례분석과 지역에서의 발전 방안 = A Study on the Case Study of Community Art and the Development Plans in a Region

국문 초록 (Abstract)

문화․예술이 국가의 경쟁력을 좌우하는 시기가 도래했고 우리나라 역시 문화․예술을 이용한 국가 및 지역의 경쟁력 강화를 위한 여러 가지 정책과 프로그램을 추진하고 있다. 빠른 경제의 성장으로 국민의 생활여건이 나아지면서 삶의 가치를 중요시하는 의식의 변화가 일어나 최근에 대중의 참여를 바탕으로 하는 문화․예술에 대한 관심이 늘어나고 있다.
하지만 아직도 우리나라의 문화․예술은 엘리트 문화가 중심인 고급예술을 중심으로 지원되고 향유하도록 권장되어지고 있으며, 특히나 문화공간과 양질의 문화공연의 경우는 대도시의 일부계층을 중심으로 향유되어지고 있음을 부인 할 수 없는 것이 현실이다.
최근 들어 매체의 발달로 인해 대중예술의 발달로 대중은 예술의 향유자와 소비자와 같은 과거의 위치를 벗어나기 시작했다. 자신이 속한 지역, 학교, 직장, 온․오프라인 동호회 등을 중심으로 참여를 통한 창조 중심의 예술 활동이 이뤄지고 있으며 이러한 형태들을 일컬어 커뮤니티아트라고 한다.
본 논문은 지역사회의 가장 큰 이슈인 문화․예술을 통한 지역민의 삶의 질 향상과 지역문화 발전의 밑거름이 되는 공동체 문화를 세분화 하여 그중 문화 예술을 중심으로 이루어진 커뮤니티아트 사례를 분석하여 해외의 사례와 국내의 사례를 비교 분석하여 커뮤니티아트의 대구광역시지역 내 발전방안을 모색하고자 하였다.
대구광역시 지역은 아직 커뮤니티아트의 개념 및 중요성을 정확하게 이해하고 있지는 않다. 하지만 몇몇의 공동체들의 움직임은 예전부터 있어 왔으며 이들은 문화․예술을 중심으로 공동체를 발전시키며 유지하고 있다. 대구광역시 커뮤니티아트의 자발성을 해치지 않으면서도 발전에 도움을 줄 수 있는 방법을 모색하기 위한 연구를 통해 더욱 활성화 시킬 수 있는 방법을 제시하였다.
문화․예술의 새로운 형태인 커뮤니티아트의 사업이 최근 들어 공공의 분야에서 빠른 속도로 확산되어 가고 있으나 아직은 커뮤니티아트에 대한 연구와 프로그램이 부족한 실정이다. 특히나 우리나라의 경우 다문화 가정 및 소외계층을 위한 커뮤니티아트 프로그램이 실행되고 있으며 지역의 문제를 해결하기 위한 노력이 시작되고 있다고 볼 수 있다.
자발성을 중심으로 행해지는 커뮤니티아트를 지역에서 더욱 발전시키기 위해서는 정부의 지원도 중요하지만 더불어 지역민의 관심과 참여가 중요하다. 지역의 공감대가 형성되고 이해관계가 성립 될 때 지역의 문화․예술과 더불어 경제가 발전하고 경쟁력이 강화 될 것이다. 이를 위해서는 끊임없는 커뮤니티아트에 대한 연구와 더불어 자발적이고 적극적인 참여가 이루어질 때 커뮤니티아트가 활성화 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

As the national competitiveness gradually depends on culture and arts, lots of policies and programs to reinforce the national and regional competitiveness utilizing culture and arts are being promoted. Especially, rapidly growing economy improves living conditions of the nation and they focus on the value of life, increasing the concern about culture and arts based on the participation of the general public.
However, it is not uncommon in the country that arts and culture are supported mainly for elite-oriented high grade arts and especially, cultural space and quality cultural performances are unfortunately targeted mainly for a part of levels in large cities.
Recently, as the development of media developed the popular arts, the general public starts escaping from the past situation in which the person who enjoys arts is the consumer. Creative arts activities are led by participating in arts clubs of region, school, work place and on-off line, which is so called community arts.
The study is intended to subdivide the community culture, which is the foundation to improve the living quality of inhabitants and develop the regional culture through the culture and arts, the hottest issue of community, to analyze a case study of the community arts among the foresaid statements, to compare and analyze home/overseas cases and to subsequently comprehend the plans to develop the community arts within a region.
Daegu metropolitan area seems not to accurately understand the concept and significance of community arts. However, from old times, several communities have concerned about the subject and they still develop and maintain their community focusing on culture and arts. Through the study to be helpful for the development while not impairing the spontaneous community arts of Daegu, several plans to activate them are suggested.
While the community arts business, a new type of culture and arts, is recently spreading to the public sector, the study and program on the community arts are not still insufficient. Especially, some community arts program for multi culture families and neglected class of people are being executed in the territory and it can be understood that the effort to solve regional issues already started.
To more develop the community arts, voluntarily produced, in a region, the government support is important but more importantly, the residents in a community should be concerned about and participate in it. The culture and arts in a region and the economy will be developed and more competitive as long as the people in a community agree with and truthfully understand the community arts. For this, it is expected that the community arts will be activated as long as the community arts is further studied and they voluntarily participate in it.
