ABSTRACT

A Study on the Desirable Direction of
Municipal Police System in Korea

This dissertation offers a reasonable perspective of establishing an autonomous model in the Korean police system and discusses the current national police systems in Korea by comparing them with those in other countries. By analyzing the case of self-governing local police system existed in Jeju Island, South Korea, this research develops model standards for autonomous Korean police system. This research results show three specific guidelines for autonomous system design in Korean police structure. First, in order for balancing regional and national policing practice, it is desirable to adopt a mixed or coordinated autonomous police organizational structure. Second, it is recommended that the operation of autonomous policing service should be preceded by solving the expected problems that will occur on the implementation process. Finally, it is suggested that government should subsidize local

policing for seeking to promote a balanced police service across the nation and to establish an autonomous police system. Overall, the establishment and operation of autonomous police systems requires democracy, legitimacy, autonomy, and efficiency in the police administration. Thus, vitalizing the citizen participation and decentralizing the government's authority are perhaps the most important tasks for realizing democracy in overall society and for improving citizen satisfaction of overall police services.
