병영생활 전문상담관 제도 활성화에 관한 연구|RISS 상세보기

Currently, Korea has top suicide rate in the world, and the suicide rate of young adults in their twenties is very high. The sudden increase of the suicide rate has become a serious social issue. Statistics show that 960 people try to commit a suicide a day, and 30 lose their lives. According to National Human Rights Commission of Korea, 20% of the military personnel in service consider desertion or suicide. In light of the status quo, Defense Department has provided military counseling service by operating a counseling office at each unit since 2005 in recognition of the fundamental rights of soldiers and the severity of the suicide issue in military. As of 2011, although the number of military counselors has grown, there is still much room for improvement in the military consultation system. It is our common goal to contribute to the solidarity of the army and to the management of soldiers to help cultivate their emotional stability and physical capabilities by effectively organizing and running the military consultation system.
Therefore, along with discussions on military consultation theory, this paper has　conducted a survey of soldiers who use the military consultation system, counselors who implement the system, and commanders who manage the system. to do research on the real condition of the system and ways to revitalize the consultation system. The survey data has been analyzed using SPSS and excel program.
First of all, the frequency and percentage of the general characteristics of each group were calculated. Next, to do research on the real condition of the military consultation system, the frequency and percentage of the data on recognition, satisfaction, and efficiency of the counseling service evaluated by each group were analyzed and the difference among the groups was explored using χ² and One-way Anova as well as Scheffé's method. Finally,　with a view to vitalizing the military consultation system, the mean value and standard deviation of the quality of the counselors, counseling environment, and counseling system were calculated. The differences among groups were explored and verified. The differences were analyzed with statistical significance level of less than 5% as in other studies in social science, and only those which had statistical significance were analyzed.
The study results presented in three categories of soldiers, counselors, and commanders are as follows:
Regarding the recognition of the military consultation system, commanders were well aware of the system while soldiers who should know the system better than commanders and counselors showed much lower level of recognition. The analysis based on a cross-tabulations of the soldiers' satisfaction level showed that the higher their ranks were, the more satisfied they were with the consultation system, and, continual management of the system is required for the army management and soldiers. The longer period they served, the higher their satisfaction was. To raise the level of satisfaction, continuing interests are required to refect the soldiers' need by analyzing the counseling data collected at each unit and to respond smoothly to any complaints or dissatisfactions regarding counseling request and counseling procedures.
The comparative analysis on the professionalism of the counselors among counselors and commanders and military leaders showed that commanders and military leaders evaluated counselors' expertise more positively. Although counselling officers were in general found to have more confidence in the professionalism of the service system, this research discovered that commanders thought that counsellors have sufficient expert knowledge for their job, receive the relevant education appropriately, and make efforts to further develop their expertise. To raise the general level of the counselors' professionalism, Defense Department are selecting qualified counselors who are well equipped with professional knowledge.
The analysis on the multiple responses regarding the three groups' needs for counseling services have showed that soldiers wanted career counseling most while counselors and commanders were most interested in resolving psychiatric problems. The soldiers' need for career counseling reflects the high interest in career development teenagers have while commanders and military leaders are adhering to the original intention of the system such as resolving maladjustment or psychiatric problems and treating complaints regarding army life. As for the support for the counseling service, this study has found that commanders and military leaders perceived that professional counselors were receiving adequate support for their activities while counselors did not. Commanders evaluated vehicle aid, counseling places, collaboration with the military positively whereas military counselors were overall little satisfied. It indicates that when counselors are assigned to units, more support for their activities should be provided and more attention and cooperation from the military is needed for their working conditions.
This research derived a direction for policy making aimed to facilitate the military consultation system in the groups of soldiers, military counselors, and commanders and military leaders. Through active advertisement and enlargement of the military counseling service, more soldiers should have the opportunity to receive help while their counselling records are kept entirely confidential.
Military counselors should have work security and their work performances should be fairly evaluated. Each unit should also adjust the military evaluation system which focuses on the output more than on the procedures and should select qualified counselors and provide professional supervision on the counseling system. Special attention should be drawn to the need for systematic education of the military counselors. In the army the counselors should be provided with operating expenses, the Internet, vehicle, and lodging, and should be permitted to have access to soldiers' personal information and utilize both military and non-military resources to boost their counseling services. The first step to carry out specific counseling services would be to help soldiers adjust to the army life through individual and group counseling services with professional counseling techniques.
This study shows that the development of the military consultation system will greatly affect the quality of the counseling service provided to the soldiers. Military counselors' interests and support for them will contribute to the establishment and revitalization of the military consultation system, prevention of negligent accidents in army, and reform of the military culture by improving soldiers' ability to adjust to military life as counseling helps prevent soldiers from committing suicide and enhance their emotional stability, which will ultimately play a pivotal role in revolutionizing our society.

현재 우리나라는 자살률이 세계 제 1위로 그 중, 이십대 청년 시대의 자살 비중이 상당히 높다. 통계에 의하면 매일 960명이 자살을 시도 하고 그중 30여명이 죽는다. 따라서 우리 사회에서 자살률 증가가 사회의 큰 문제로 대두되고 있다.
국가 인권위원회에 따르면 군인들도 복무기관 중 탈영이나 자살을 생각하는 비율이 20%가 된다고 한다. 이에 국방부는 장병들의 기본적인 인권문제와 자살에 대한 심각성을 인지하고 예방하기위한 조치로 2005년부터 병영생활 전문 상담관 제도를 마련하여 각 부대에 전문 상담관실을 배치, 운영하고 있다. 2011년 현재 전문상담관은 양적인 증가를 이루었으나, 질적인 측면에서는 아직도 보완해야할 문제가 많다. 장병들의 체계적인 상담시스템을 구축하고 실질적․효율적인 운영을 통해 정서적으로 안정되고 심신단련에 도움을 줄 수 있는 병사관리 및 부대의 결속성에 대한 기여도를 높이는 것이 우리 모두가 지향하는 목적이다.
따라서 본 연구에서는 군상담에 대한 이론적 논의와 함께, 병영생활 전문상담관 제도를 활용하는 병사, 시행의 주체자인 상담관, 관리하는 부대의 지휘관을 대상으로 상담관제도의 운영실태와 활성화방안에 대한 설문조사를 실시하였다. 본 연구의 구체적인 통계 분석방법은 조사자들의 설문조사 후 spss와 excel 프로그램에 설문조사 결과를 입력하여 아래와 같이 조사하였다. 첫째, 조사 대상자의 일반적 특성을 파악하기 위해 빈도와 백분율을 산출한다. 둘째, 병영생활 전문상담관 제도 활성화 실태를 파악하기위해 백분율과 평균값을 구하여 분석하고, 집단특성에 따라 어떤 차이가 있는지를 알아보기 위해 카이제곱(χ²) 검증과 일원변량분석(One-way Anova)을 사용하여 차이검증을 하였고, 이와 함께 비교집단간 사후검정(Scheffe)을 하였다. 셋째, 전문상담관제도 활성화를 파악하기위해 평균값과 표준편차를 구하고, 집단특성에 따라 전문상담관제도 활성화에 어떠한 차이가 있는지를 규명하기 위해 차이검증을 하였다. 이들 통계처리는 일반적으로 사회과학에서 허용하고 있는 통계적 유의수준 5% 미만으로 차이를 검증하고, 통계적으로 유의한 차이가 있는 경우만 분석 및 해석하였다.
본 연구의 분석결과를 병사, 상담관, 지휘관으로 구분하여 제시하면 다음과 같다. 전문상담관제도 인지에 대한 결과를 비교해보면, 병사와 전문상담관, 지휘관중 세 집단에서 분석한 결과 지휘관은 높으나 반면에 병사들은 인지에 대하여 저조하다. 병사들이 제도에 대하여 알고 있어야 하나, 지휘관과 전문상담관에 비하여 낮은 인식도를 갖고 있다. 병사의 상담만족도 교차분석 결과 계급이 올라갈수록 만족도가 높아지고 있음을 알 수 있고, 부대관리 및 병사들을 위하여 상담제도의 지속적인 관리가 필요한 것으로 나타나고 있다. 근무 개월수를 보면 고참병사가 될수록 만족도가 높은 것으로 나타났다. 이를 위하여 부대별 상담결과를 토대로 수요자 측면의 서비스로 접근하고, 불만족에 대한 적절한 조치와 상담요청 및 상담절차의 불만사항을 원만히 해결할 수 있도록 지속적인 관심이 요구되고 있다.
전문성에 대하여 전문상담관과 지휘관 및 부대간부의 분석한 결과 지휘관이 더 높게 평가하고 있다. 일반적으로는 전문상담관이 더 높게 나오는 경우가 많으나, 전문상담관보다 지휘관이 인지하기에 상담관의 전문성이 충분하고, 전문성을 계발하기 위한 노력과, 각종 관련 교육을 적절히 받는 것으로 나타나고 있다. 이를 위하여 선발기관인 국방부에서도 전문지식과 자격을 겸비한 요원으로 확충하고 있다.
문제해결 결과를 비교해보면, 상담 희망 의뢰 내용과 관련하여서는 병사들은 진로문제가 가장 높고, 반면 전문상담관, 지휘관은 정신적 문제 해결에 가장 높은 관심을 보이고 있다. 이러한 추세는 사회에서도 진로문제에 청소년의 관심이 높고, 전문상담관이나. 지휘관 및 부대간부 들은 본연의 임무와 관련하여 수행하고 있음을 알 수 있다. 병사들의 정신적 문제나 복무부적응에 관한, 병영생활의 불만사항을 해결하고 있는 것으로 느끼는 것이다. 부대 근무지원도에 대해 분석한 결과 전문상담관과 지휘관 및 부대간부들이 대체로 전문상담관보다 지휘관이 인식하기에 전문상담관의 활동을 위한 지원을 적절히 받는 것으로 나타나고 있다. 지휘관은 차량지원, 상담실 구비, 업무협조등 긍정적으로 평가되고 있으나, 전문상담관은 전반적으로 매우 만족하지 못한 것으로 나타나고 있다. 이를 위하여 상담관 배치 시 부대 근무지원에 따른 구체적인 지원과 상담활동에 따른 제반여건에 대하여 지휘관심과 참모의 협조가 요구된다.
이상의 분석결과를 토대로 병영생활 전문 상담관 제도에 대한 병사, 상담관, 지휘관 및 부대간부로 구분하여 상담관 제도에 대한 활성화를 시키기 위한 정책적 함의를 도출하였다.
병사는 병영생활 전문 상담관 제도에 대한 홍보 및 활용과 상담관이 확대 되어야하고, 상담내용에 대한 비밀보장이 유지 되어야 한다.
전문상담관은 상담관제도에 대한 안정적인 신분보장이 되어야 하며, 근무결과에 대한 공정한 평가가 이루어져야 할 것이다. 또한 각급 부대에서는 과정보다 실적을 강요하는 실적위주에 군의 평가기준을 보완시키고, 상담관 선발기준의 강화와 전문가들의 Supervision이 강화되어야 한다는 점이다. 특히 주목할 사실은 병영생활 전문상담관에게 체계적인 교육에 대한 시스템이 필요하다.
지휘관 및 부대에서는 전문 상담관들의 근무활동을 보장하기 위한 여건 조성으로 운영비(통신비), 인터넷 이용, 차량· 숙소지원 등에 대한 물적 지원이 원활이 이루어져야 하며, 병력신상과 상담관련 군내·외 자원을 효율적으로 활용할 수 있는 제도개선이 요구된다. 따라서 구체적인 상담활동 체계와 활동방안으로 먼저, 전문적인 상담기법을 통한 개별상담과 집단상담으로 군 생활에 적응하도록 하여야 한다.
본 연구의 분석결과 병영생활 전문상담관제도의 발전은 장병들의 상담에 많은 영향을 미칠 것으로 나타났다. 상담관들의 관심과 이들에 체계적인 지원은 자살예방과 심신안정을 구축하고 더 나아가서는 군대 생활에 대한 적응력과 응집력을 향상시켜, 병영생활 전문상담관의 위상과 제도 등을 활성화하고 군의 안전사고 예방활동과 군 문화혁신으로 우리사회를 변혁시키는 커다란 중추 역할을 할 수 있게 될 것이다
