ISO 9001:2008 품질경영시스템의 요구사항이 지속적 개선과 경영성과에 미치는 영향 = (The) effect of the requirements of ISO 9001:2008 quality management system on continuous improvement and management performance

국문 초록 (Abstract)

범세계적인 치열한 경쟁과 급격한 환경변화에 대응하기 위하여 기업들은 차별화된 고품질의 신제품을 개발하고 품질경영을 통해 고객만족 경영을 실현함으로써 기업의 이익뿐만 아니라 국가경쟁력도 높여줄 것이다. 그 수단의 하나로 기업은 국제표준화기구에서 제정한 ISO 9001:2008 품질경영시스템 인증을 공인된 인증기관으로부터 받고자 한다.
우리나라의 많은 제조 기업들이 품질경영시스템을 도입한지 약 20년 이상 경과한 현재, 인증기업들은 지속적인 개선 활동을 통하여 제품 및 서비스 품질을 향상시켜, 고객만족과 대외적인 신뢰성을 확보하고 그것을 경영혁신의 기회로 삼아야 함에도 불구하고 일부 기업은 개선이 아닌, 오로지 외국 구매자의 요구에 대한 대응, 입찰 경쟁에서의 유리한 위치확보, 인증 보유업체에 대한 계약상의 우대조치 등의 필요성에서 그러한 인증을 추진하였다.
본 연구의 목적은 ISO 9001:2008 품질경영시스템의 요구사항과 지속적 개선 활동, 경영성과 간의 인과관계를 분석하여 문제점을 도출하고 연구 결과를 토대로 중소 제조 기업들이 품질경영시스템을 구축하거나 실행하기 위한 효과적인 방안을 제시하는 것이다. 이와 같은 연구 목적을 달성하고자 문헌연구와 실증연구를 병행하였다.
문헌연구에서는 ISO 9001:2008 품질경영시스템 요구사항과 경영성과에 대한 국내외 학술지, 학위 논문, 연구 문헌, 정부 간행물 및 통계 자료, 언론보도 자료를 수집하여 연구 자료로 활용하였고, 연구 모형을 검증하기 위하여 설문조사를 통해 실증 분석하였다. 수집된 자료는 SAS 9.2와 LISREL 8.8을 사용하여 분석하였으며, 연구 모형에 따른 연구가설을 구조방정식모형에 기초하여 검증하였으며 다음과 같은 결과를 얻었다.
첫째, ISO 9001:2008 품질경영시스템 요구사항 중 경영책임이 기업의 지속적 개선 활동에 긍정적으로 영향을 미치는 것으로 나타났다.
둘째, ISO 9001:2008 품질경영시스템 요구사항 중 자원관리가 기업의 지속적 개선 활동에 긍정적으로 영향을 미치는 것으로 나타났다.
셋째, ISO 9001:2008 품질경영시스템 요구사항 중 제품실현이 기업의 지속적 개선 활동에 긍정적으로 영향을 미치지 않는 것으로 나타났다.
넷째, ISO 9001:2008 품질경영시스템 요구사항 중 측정, 분석 및 개선이 기업의 지속적 개선 활동에 긍정적으로 영향을 미치는 것으로 나타났다.
다섯째, ISO 9001:2008 품질경영시스템의 요구사항에서 추구하는 지속적 개선 활동이 기업의 경영성과에 긍정적으로 영향을 미치는 정도는 통계적으로 매우 유의한 것으로 확인되었다.
우리나라 제조 기업들은 짧지 않은 기간 동안 적극적으로 품질경영 활동을 전개하여 온 결과, 본 연구에서 파악된 바와 같이 상당한 수준의 성과를 이루고 있는 것으로 나타났다. 그러나 품질경영 활동을 통해 좀 더 높은 수준의 품질을 확보하기 위해서는 ISO 9001:2008 품질경영시스템에서 강조하는 시스템적 접근과 프로세스 관리가 체질화 될 수 있도록 기업의 품질문화를 정착시키려는 장기적인 노력이 필요할 것이다.

다국어 초록 (Multilingual Abstract)

In order to cope with intense competitions and dramatic changes in a global business environment, firms try to satisfy customers by developing a differentiated quality product and conducting quality management. This will make firms more competitive, and will enhance national competitiveness eventually. As one of those efforts, firms want to acquire the certificate of ISO 9001:2008 Quality Management System established by the International Organization for Standardization.
Almost twenty years have passed since many manufacturers in Korea introduced quality management system. Even though the firms could take the certification process as an opportunity to improve the quality of products and services through continuous improvement, only some of them have taken full advantage of the premium with ISO 9001. They regarded the certification process as responses to meeting foreign buyers’ expectations, as inevitable steps to win bids, or path to get preferential treatment in private contracts and special favors such as added points in various institutions.
The purposes of this study are: 1) to identify problems based on an analysis of causal relationships between the requirements of ISO 9001:2008 Quality Management System and the continuous improvement, and 2) to find out an effective method which is needed to implement the Quality Management System within small and medium companies. In order to accomplish the research purposes, this study conducted empirical analysis of data collected by survey.
This study reviewed on the requirements of ISO 9001:2008 Quality Management System, and management performance including theses, research papers published in academic journals, government publications, statistical data and press releases. This study also conducted an empirical analysis to verify a research model proposed in previous literature. Data were collected and analyzed based on a structural equation model using SAS 9.2 and LISREL 8.8. Four hypotheses were developed to verify the research model. The findings of this study are as follows:
First, it was found that the requirement of responsible management by ISO 9001:2008 Quality Management System has statistically significant positive effects on the continuous improvement.
Second, it was found that the requirement of resource management by ISO 9001:2008 Quality Management System has statistically significant positive effects on the continuous improvement.
Third, it was found that product realization has no statistically significant positive effects on the corporate continuous improvement.
Fourth, it was found that the requirement of measurement, analysis and improvement by ISO 9001:2008 Quality Management System has statistically significant positive effects on the continuous improvement.
Fifth, it was found that the casual link between continuous improvement, which was pursued by ISO 9001:2008 Quality Management System, and the corporate management performance is statistically significant and positive.
In conclusion, many Korean manufacturers have increased their management performance by developing and executing quality management systems. In order to reach a higher level of quality, it is needed to make long-term efforts of establishing the quality-oriented culture in the company so that systematic approaches and process management, promoted by ISO 9001:2008 Quality Management System, can take firm roots.
