The purpose of this research is to suggest some solutions after investigating and analyzing cadastrologically the cases of Japanese cadastral activities.
To achieve the purpose of the research, the temporal scope of the research is between from 1873 and to June, 2011, the spatial scope of the research is in Japan and the content scope of the research is defined to get some solutions after investigating and analyzing several cases of cadastral activities in Japan.
The research access method used in the research is based on historical access. The investigation methods are literature review, case study and internet searching. The analyzing method follows descriptive analysis.
The outcomes of the research as follows; First, the cadastral activities in Japan are on operating efficiently according to the administration unification system. However the administrative authorities are not unified and not on operating efficiently as land and house investigators under the Ministry of Justice and surveyors under the Ministry of Land, Infrastructure, Transport and Tourism are drawing up cadastral outcomes respectively.
Second, although the unification between cadastral book and land register brings the amount of efficiency, the administrative development is valued in low status in developmental stage aspects. In technological aspects, the accuracy being secured by survey is regarded in high status comparatively owing to the high-tech survey instrument and technology.
Third, in public confidence, the land register is estimated that it does not have public confidence as one of the public books covering indication, legal rights, and actual truth of land because the register officer in charge under the Ministry of Justice is registering various types of right-relation according to the formal investigation system.
Fourth, cadastral resurvey, registered parcel boundary specification system and boundary dispute settlement system are regarded highly emphasizing accuracy and security in cadastral activities in ideological aspects.
The suggestions resulted through case studies in Japan are as follow; First, the suggestion in actual cadastral activities is that the law of the public system unification is established through the unification project.
Second, the suggestion in procedural cadastral activities is that the low performance shown in cadastral resurvey project in Japan shows desirable drift for the cadastral resurvey in South Korea.
Third, the suggestion in managemental cadastral activities is that a work allotment system in cadastre markets, national-wide increase of satellite fiducial marks and a center for the settlement of land boundary dispute are introduced.
