한국 대통령기록관의 서비스 현황과 개선방안 : 미국 대통령기록관과의 비교를 중심으로 = A Study on Service Current State and Improvement Method

In this thesis, Korea Presidential Archives search about the status of the service, that pointed out the problem then is to suggest steps for improvement. Korea in 1999, ?Public Records Management Act? due to enactment of the records management as an opportunity to settle was established. And eight years after a law enacted in April 2007, ?Presidential Records Management Act? was enacted to preserve and manage records for the first time the president and established the Presidential Archives and the legal system is about to operate has been prepared in earnest. Presidential Archives one of the country of democracy function more smoothly to operate in the major institutions are being seen as shown, Korea as well from now Presidential Archives smoothly by operating its fully functional things to make the attention and direct effort to the time.
Traditionally, the role of archives is more important that of documentary the concept of collection and conservative, if the role of Presidential Archives, archives activities Museums activities and provides various user programs to the public during the presidency of the national action learning experience for the evaluation and indirect and continue to be provided to take consider advantage of national institutions have a role to be versatile.
Accordingly, the President of Korea budding film archives for the activation of this feature requires the development of various service programs. Therefore in this thesis, the efficient use of Korea Presidential Archives and more people in order to participate ?participative services? claim that the form of a take. That is not a mere exhibition programs, museum services should be in the form of a need to change. And in order to enhance educational services, and user groups to develop programs tailored to the needs. 국문 초록 (Abstract)

본 논문은 한국 대통령기록관의 서비스 현황에 대해서 알아보고, 그 문제점을 지적한 후 개선방안을 제시하기 위한 것이다. 한국은 1999년 「공공기관의 기록물관리에 관한 법률」의 제정으로 말미암아 기록물관리가 정착될 수 있는 계기를 마련하였다. 그리고 이 법률이 제정된 지 8년 만인 2007년 4월 「대통령기록물관리에 관한 법률」이 제정되어 처음으로 대통령기록물을 보존ㆍ관리하고 대통령기록관을 설립ㆍ운영하는 것에 대한 법적제도가 본격적으로 마련되었다.
미국의 대통령기록관이 한 나라의 민주주의의 기능을 보다 원활하게 작동하는데 주요 기관이 되고 있음을 보아 알 수 있듯이, 한국 역시 지금부터라도 대통령기록관이 원활하게 작동하여 그 기능을 충분히 발휘할 수 있도록 주의와 노력을 기울여야 할 시점이다.
전통적 기록관의 역할이 기록물의 수집과 보존적 개념이 더 강했다고 한다면, 대통령기록관의 역할은 기록관활동, 박물관활동, 각종 이용자 프로그램을 제공하여 대중에게 대통령 임기동안의 국정활동에 대하여 평가와 간접 체험의 기회를 제공하며 꾸준히 활용되어야 할 역할을 가지고 있기에 다기능적 국가기관으로 고려해야 한다. 이에 따라 막 싹트기 시작한 한국의 대통령기록관은 이러한 기능의 활성화를 위한 다양한 서비스 프로그램 개발이 필요하다.
따라서 본 논문에서는 한국 대통령기록관의 효율적인 활용을 위해서는 반드시 보다 많은 사람들이 참여할 수 있는 ?참여형 서비스?의 형태를 띠어야 한다고 주장한다. 즉 단순한 전시 프로그램이 아닌, 박물관 서비스의 형태로 변화해야 되어야 할 것이다. 그리고 교육 서비스 기능을 강화하기 위해, 이용자 그룹에 맞춘 프로그램을 개발할 필요가 있다고 주문하고 있다. 또한 이를 위해서는 인력현황의 재구성과 제도적인 수정보완이 뒷받침 되어야 가능함을 논자는 본 논문에서 말하고 있다.
