Most of private developers depended on preference factors or intuition and experience because site selection factors were just qualitatively suggested even if they that housing developers considered in planning development plans exerted a decisive effect on determining whether to start a business. In a situation like this, this study searched main factors which influenced business decision-making of private housing developers and then drew comparative importance among those factors to suggest decision-making standards quantitatively. Therefore, it was expected that this study would give big implications to not only housing developers but also a society from various aspects.
This study drew main factors for housing site selection through literature research, precedent study, and opinion collection of experts related to housing supply. This study conducted a survey for experts who were engaged in the housing supply related industry. This study analyzed the comparative importance of main factors that housing developers should consider in making their decision on housing development by using the AHP and Fuzzy-AHP technique based on a survey.
As a analysis result of comparative importance on the first valuation standard, the importance was in order of the social and environmental condition (0.361), the legalㆍadministrative condition (0.201), and natural condition (0.070) in a case if using the Fuzzy AHP technique, while it showed in order of the social condition(0.351), the environmental condition(0.316), the legalㆍadministrative condition (0.194), and the natural condition (0.139) in a case of using the AHP technique. The importance was higher in the social, environmental, legalㆍadministrative condition and lower in the natural condition in a case of using Fuzzy AHP technique than the AHP technique. As a analysis result of comparative importance on the second valuation standard. it was analyzed that there was difference in a result of using the AHP and Fuzzy technique.
In spite of the same scale and survey content, the importance order in housing site selection was air-environment, road/traffic, regulations in the public law, water quality environment and public/living facility in a case of using the AHP technique. On the other hand, the importance order was road/traffic, air-environment, regulations in public law, water quality environment and presence of unpleasant facility in a case of using the Fuzzy AHP technique. It seemed that this kind of difference was an error caused by ambiguity of language variable and the real business world was reflected more accurately by the Fuzzy AHP technique applying the Triangular Fuzzy Number that designated regular intervals based on particular figures.
The implications of this study were as follows.
First, this study examined a quantitative plan for housing site selection from the viewpoint of housing developers. The importance of evaluation factors on selected housing site could be used as a means for business decision-making on housing site selection and business initiation in the future.
Second, the study suggested the more realistic and reliable decision-making methodology as weaknesses of the AHP technique was supplemented through the Fuzzy-AHP technique. The study utilized the technique that supplemented the weakness that the reality was dropped as decision criteria used was expressed crisp data by using the Traiangle Fuzzy Number of Fuzzy theory when evaluating through the AHP technique.
Third, the study suggested quantitative factors on housing site selection analysis, which the linguistic perspective was strong, as quantitative and measured figures to propose plans that could improve the rationality in decision-making of housing developers and decision-making standards. This study digitized quantitative location factors that were not measured in housing supply up to date through the AHP and Fuzzy AHP technique to suggest plans that the existing housing developers could improve the rationality in determining housing site.
Lastly, this study used the final result value of importance analyzed through the Fuzzy AHP to enable comparative evaluation by alternatives. This study also suggested the comparative importance of several alternatives to enable site selection of site equipped with the best location condition. In other words, this study did not just suggest important evaluation standard items primarily considered on site selection by using the AHP and Fuzzy AHP technique, but conducted comparative evaluation by applying directly to a specific field to enable reasonable decision-making.
This study provided the methodological framework that housing developers could quantitatively digitize quantitative location factors to suggest a direction of a new study. This study could contribute to prevent resource waste and inefficient use from a social aspect and improve the management efficiency for housing developers by helping housing developers to do the reasonable site selection.
