재외 한국문화원의 문화 프로그램 특성 연구 = A Study of the Characteristics of Cultural Programs of Overseas Korean Culture Centers

국문 초록 (Abstract)

국제문화교류는 문화를 주제로 하며, 문화를 매개체로 하는 문화교류활동으로써 직접 또는 간접적으로 개입하여 국제적인 문화협력 체결을 하고 있다. 국제기구 및 문화원을 통한 문화교류가 국제사회 문화영향력 확대와 함께 선진문화강국 이미지 제고를 위해서 지속적인 교류를 증대하고 있다. 국제문화교류의 거점 역할을 하고 있는 재외 한국문화원의 현황 사업에서도 문화교류가 이루어지고 있으며 재외 한국문화원에 운영하는 프로그램들은 한국어 배우기, 한국 전통문화, 한국 음식 알리기, 문화 프로그램들로 구성되고 있다. 이와 같이 국제문화교류는 일방적인 교류의 수단이 아니며 상호교류가 내포되어 있다.
본 연구에서는 재외 한국문화원의 문화행사 프로그램을 문화행사, 기타행사, 문화교류 사업 3가지로 분류하여 각각의 문화행사 프로그램을 분석하였다. 문화행사 프로그램을 통해서 타국과의 문화교류가 현재 어떠한 방식으로 전개되고 있는지를 살펴보았다. 조사대상 기관은 LA, 북경, 러시아 소재 문화원을 참조했다. 기관의 사업내용이 국제문화교류의 목적에 맞게 활동하고 있는지와 분석을 기반으로 재외 한국문화원의 역할 활성화 및 국제문화교류 증대를 위해 문화 프로그램의 개선방안을 제시했다. 재외 한국문화원의 문화프로그램 분석을 근거로 재외 한국문화원의 문화프로그램은 진행되는 프로그램의 다양성은 다소 미흡했고 이용자 수에 비해서 문화행사 프로그램에서는 전시 횟수는 많으나 공연 횟수가 다소 적은 편이었다. 운영목표에 맞추어 진행되는 사례의 연계가 필요하며 쌍방향 교류 프로그램이 진행은 하고 있지만 국가적인 행사와 수교기념행사, 기타행사로 이루지는 단발성으로 끝나고 있어서 지속적인 교류 사업은 다소 부족 했다. 이러한 재외 한국문화원의 사례분석의 특성을 가지고 주한 외국문화원의 시사점을 통해서 재외 한국문화원의 문화프로그램을 특성을 연구하였다.
재외 한국문화원의 프로그램 개선을 위해서는 첫째, 쌍방향 문화교류 행사의 다양화된 프로그램 둘째, 지역특수성을 반영한 문화행사 프로그램 셋째, 문화행사 프로그램의 체계화 및 지속화 넷째, 문화예술업무의 효과적 연계를 제시하였다. 프로그램을 통해서 우리는 타국에 대해서 친밀성을 갖게 되는데 그 프로그램에서 만약에 우리가 얻고자 하는 것에 의미하는 바의 수행을 잘하기 위해서는 재외 한국문화원들은 좀 더 전문성을 갖고 문화행사 프로그램이 개선되어야 한다. 프로그램의 개선방안을 통하여 좀 더 체계적으로 타국과 교류 활성화하는 방안을 분석해 보았다.
본 연구를 계기로 재외 한국문화원의 문화 프로그램에 관한 연구가 활발히 진행되길 바라며 재외 한국문화원의 문화 프로그램 활성화를 통해서 국제사회에서 문화교류가 활발히 이루어져 자국의 문화 이미지 제고에 뒷받침되기를 기대하며 본 연구를 진행했다.

International cultural exchange refers to culture-themed exchange activities and serves as a beneficial intervention in the conclusion of international cultural cooperation agreements, both directly and indirectly. Along with the expansion of cultural influences in international society, there is an increase in the cultural exchange activities initiated through international organizations or cultural centers with the purpose of promoting the image of an advanced cultural power. Such cultural exchange activities are also conducted by overseas Korean culture centers, which serve as the base for international cultural exchange, through their cultural programs about Korean language learning, Korean traditional culture, and Korean food. Thus, international cultural exchange involves interactive exchange, not unilateral exchange.

This study analyzed the cultural programs of overseas Korean culture centers by categorizing them into programs of cultural events, other events, and cultural exchange. The patterns of cultural exchange with other countries through these programs were examined by surveying Korean culture centers located in Los Angeles, Beijing, and Russia. This study investigated if the programs correspond to the purpose of international cultural exchange and suggested ways to improve the programs for vitalizing the roles of overseas Korean culture centers and enhancing international cultural exchange. The analysis demonstrated that the diversity of the programs was rather low. Moreover, the number of exhibitions was large while the number of performances was small, compared to the number of participants. In addition, it indicated that the cases in accordance with the operative goals should be connected with each other. It also showed that there was still a lack of consistent exchange programs because national events, and celebration events for diplomatic relations, and others were mostly one-time events. This study then examined the characteristics of the culture programs of overseas Korean culture centers through suggestions for them based on this analysis.

For improvements in the programs of overseas Korean culture centers, this study suggested the following: (a) interactive cultural exchange and diversified programs, (b) cultural event programs reflecting regional characteristics, (c) systematization and continuation of cultural event programs, and (d) improvements in effective connection between services of culture and art. As people become familiar with foreign countries through such programs, overseas Korean culture centers should exhibit more professionalism and make efforts to enhance their cultural programs. This study, thus, proposed ways of effectively vitalizing exchange with other countries based on the suggestions for improving the programs.
This study is expected to inspire future studies and contribute to promoting the cultural image of Korea by stimulating active cultural exchange within international society through the invigoration of cultural programs of overseas Korean culture centers.
