      Recently, it is with a great shock in the society that there are continuous school violence cases brutally. As like announcement by newspapers or broadcasting, there are lots of cases; ‘Bread Shuttle’ which is a daily life between students, their own graduation ceremony, ‘Graduation Violence’ undressed a girl on the road went beyond themselves. Also, there was a case which led a second year student in middle school to death because he/she informed the damage to teacher. Commit suicide together of girl-students and accident of brandishing a sword at friend between girl-students are also a kind of case. Some time ago, there was a video kick which has a scene that two girl-students are laughing aloud clapping their hands by watching a 6-year-old child broken his two for-teeth because they kicked hard his knee let fall down. These cases are the real situation of our school violence which reached at violence-insensitivity because they cannot know the difference of violence and trick.
      Like this, the violence degree of school violence in and out of school growing up, and it is showing brutalization, systematization, wider, low-age trend. So, it was rising as a serious social problem. Former school violence was usually formed with blackmailing money out of students by coercive action with physical violence. However, recently, it transcended the physical violence and shows trend of mental harassment in a group that many students harass a student continuously.
      None too decrease the frequency of violence case, the juveniles violence is becoming skilled, brutal, extended over a long period of time, so the suffer of damaged students are getting deeper.
      Following a survey related with school violence targeted 4073 elementary, middle and high school students in 64 schools all the parts of the country actually; a student between 2 damaged students appeals the pain. Among them, 16% makes an appeal that the pain is like a death. Now, the juveniles violence which is superior to imagination is too shocking to keep account lightly as a ‘Juveniles’ morality insensitivity’.
      If we consider the serious issue of school violence, we cannot impute it only to school and parents any more. It shows that we need more strategic and social countermeasure to prevent the violence and solve it.
      From this social pattern, various alternations were suggested to solve the violence problem. Especially, as a part of it, Busan Metropolitan City accepted ‘School Police’ to prevent and root out the violence and operated in the region at first in the country. In other words, Busan Police and Busan Education Authority executed ‘School Policy’ system targeted 7 schools in the region from May 2nd to the end of July 2010 as a model. As the evaluation about the system was positive, September 2nd in 2005, with supervision by Cabinet Office, they held a conference with National Police, Ministry of Education, and other related authority to discuss the model-operation all over the country. And they decided to execute it all over the country from 2006 finally by holding the minister conference related with prime minister on September 13thof the year. Also, they invited the public contribution of the name of school police, and 『Baeumtuh Jikimi (The guard of school)』 were decided at last.
      These introduction of the system led the positive evaluation including treating the school violence problem, promoting the studious atmosphere on school which is sound and comfortable, so it is operated nationally now.
      However, some problems that the system consider students as a pre-criminal of school violence and infringe on the human right of students as a target of guard are initiate. Also, some people insist that it can make contraction the educational right and freedom of school.
      Therefore, in this study, I’m going to examine focused on the 『Guard of school』 system among the various counterplan suggested by police and suggest solutions systemically.
