As a solution to problems in the process of housing improvement projects, collaborative planning is being presented to reach an agreement and resolve conflicts through improved communication between parties of design teams in Diffusion Model of Residential Environment Improvement Project. This study aims to analyze contents, structures, conflicts between participants and inspect collaborative planning and find its value. The author participated in and collected date from a conference of Gangnam District in Jinju and interviewed the district members.
The results of this research are as follows: Participation of external organizations, platform of dialogue, social learning, and confidence-building are important to finish the projects successfully. Ultimate goals of collaborative planning through dialogue platform and social learning are to conclude an agreement and make implementation.
Based on these results, requisites for collaborative planning are as follows: First, participation of external organizations is effective to settle discord in design departments. External organizations, whether competitive or collaborative, help narrow differences in views. Second, preliminary actions are needed to have better communication between participants. Like workshops, those gatherings improve understanding to the projects. Third, horizontal relationships are essential. To build confidence, all members must be taken equal partners as leaders.
This study is limited to one particular case of Gangnam District in Jinju. Thus, objective and general results were not produced. In the future, investigation and analysis on all twelve districts would lead to more objective and general conclusions.
The author hopes the research will contribute to triggering further discussion on effectiveness of collaborative planning of Diffusion Model of Residential Environment Improvement Project.
