국문 초록 (Abstract)

본 연구의 목적은, 대구지역에 있는 건설현장 근로자들의 안전의식 설문 조사의 분석을 통해 건설 노동자가 안전 인식에 관한 개선에 있으며, 건설업계의 사고 속도가 다른 산업에 비해 매우 높다는 것을 알 수 있다. 안전 의식을 개선 및 사고의 방지를 위해 건설 노동자의 안전관리 개선방안은 다음과 같습니다. 첫째, 고령 건설근로자 작업특성을 고려한 안전교육 프로그램의 마련과, 현장별 안전시설의 확충 및 작업조건의 개선이 요구된다.
둘째, 건설현장별 안전수칙 강화와 위반 시 제재조치 마련 등이 필요하며, 미숙련 기능 공의 건설현장 내 작업직무교육 강화가 우선적으로 고려되어야 할 것이다.
셋째, 안전규칙의 엄격성 등 규제위주의 안전관리보다는 1차적으로 현장의 작업조건 및 실천적 현장 안전교육 강화가 선행되어야 할 것이다.
넷째, 고령 근로자의 재해비율이 높게 나타난 반면 안전교육에 대한 만족도가 높게 나타난 점을 미루어 볼 때, 고령 근로자의 안전에 대한 인식이 역행하고 있으므로 이를 위한 실천적 안전교육의 현실화 및 안전교육의 다변화가 필요한 것으로 판단된다.
다섯째, 근로자 재해이력카드 제도 및 안전사고 예방을 위한 맞춤형 관리시스템의 도입 등과 같은 점진적인 안전규칙에 대한 의식 고취 방안이 필요할 것으로 판단된다.
여섯째, 직종별 안전이해의 내부적 요인에 대해 현저한 차이를 나타내므로 하도급 체제로 이루어지는 건설업의 특성상 현장에서의 직종에 따른 안전프로그램의 마련 및 안전교육의 차별화가 시급하며 작업특성에 맞는 안전의식 고취 방안이 필요할 것으로 보인다.
일곱째, 건설근로자의 안전과 공정 중요도에 대한 인식에서는 재해경험 유무에 따라 차이를 나타내므로 안전과 공정의 종속적 상관관계 규명과 해당 공정별 안전요소 및 재해특성을 분석하고 이에 대한 안전관리 대응책 마련이 필요할 것으로 판단된다.
본 연구에서는 건설현장 근로자를 대상으로 재해경험과 안전의식에 관한 조사 분석을 토대로 안전관리 활동 강화방안을 강구하였다. 그러나 본 연구는 대구광역시 소재 건설현장을 무작위 표본으로 추출한 현장 근로자들을 대상으로 설문조사를 통해 실태조사 및 분석이 되었으므로 우리나라 건설현장 모든 근로자들의 건설재해 및 안전의식으로 일반화하기에는 다소 그 한계를 가지고 있으며, 설문문항 또한 건설현장 근로자의 안전의식을 객관적으로 평가하는 표준화된 척도가 없기 때문에 본 연구자 주관에 의해 작성되었으므로 본 연구에서 도출한 건설현장 근로자의 안전의식을 객관적이고 정확하게 평가하지 못할 수도 있음을 밝혀두고, 향후 다수의 지역별/권역별 건설근로자를 대상으로 한 보완이 필요할 것이다. 또한 본 연구를 토대로 의식조사 결과와 결부되는 안전관리 대상 및 주체별 세부적인 안전 교육 지침과 제도화 방안에 관한 연구가 이루어져야 할 것이며, 건설업체 근로자 및 감독자, 경영자의 재해에 대한 안전의식 고취 및 안전 불감증 해소에 도움이 되는 자료가 될 것으로 기대한다.
