The major purposes of this study are to newly present "small-scale improvement technique", not large scale development in improvement existing downtown and to drive the elements to be considered for efficient operation of this. This study presents the direction for urban regeneration by identifying urban form change characteristics of downtown blocks under pressure of rapid change recently.
Based on unique place characteristics that downtown blocks have, we identified the change factors by analyzing change process of urban form such as buildings, lots, usage, roads etc. and analyzed meanings of these changes. Therefore, it was found out that to regenerate downtown blocks, maintaining unique place characteristics that downtown blocks have, new technique development which can improve it while maintaining road or lot system is needed.
Regeneration direction through analysis is as follows.
① In order to improve street and lot system while maintaining them, a gradual generation technique that can improve them by small-scale should be prepared. ② In order to activate undeveloped area while maintaining streets and lot system formed already, a measure must be taken to introduce new functions.
Based on this, the small-scale improvement technique is defined by giving a general name to improvement that can contain use and functional elements collectively, making the most of existing form by considering realistic value of filling elements such as buildings and base elements such as roads and lots. The small-scale improvement technique presented here is a reflection on innovative modifications by pursuing radical changes such as existing large scale development and tries to seek gradual change through small-scale improvement according to the conditions of lots or buildings.
This study investigated small-scale improvement technique in terms of six aspects. Town improvement started from the purpose that a new improvement technique is prepared so that a city can have a good environment is examined on various aspects. The various factors were examined in terms of spatial, physical, social, economic, institutional, and community. Though this urban improvement, we try to preserve the local characteristics and make them sustainable socially ․ economically and maintain the previously formed community through institutional stability.
It is judged that the small-scale improvement technique is a method of comprehensive urban regeneration technique that overcomes the previous limitations of unrealistic business, absence of business technique not leading to business and covers social ․ economic sectors, community aspect as well as improvement of physical environment. What is the most important thing is summarized as three.
① Spatial - small-scale size setting is needed, ② economic - business induction plan should be able to be supported. Also, the role of ③ small-scale council, the subject of all of these, is important. But the limitation of this study is a basic research to derive the concept of small scale improvement technique. A little more elaborate and systematic analysis on urban form was not conducted and there is a sense of frustration in presenting the roles of public and private sectors.
In the future studies, there is a need to conduct empirical research so that business model and institutionalization can be done through detailed review based on actual target land. Nevertheless, the meaning of this study is to present direction of small-scale improvement technique.
