과학기술분야 연구개발성과의 활용가치 향상에 관한 연구

국문 초록 (Abstract)

본 연구는 논문, 특허, 연구보고서 등으로 대표되는 연구개발성과를 효율적으로 관리하고, 동시에 그 활용가치를 제고할 수 있는 방안을 제안하였다.
연구개발성과 관리 측면에서는 첫째, 연구기획-연구수행-연구완료에이르는 전 과정에서 연구개발성과가 관리되고, 연구수요자들에게 서비스할 수 있는 전주기적 관리체계를 제안하였다.
둘째, 연구개발성과 생산 및 관리에 관계되는 기관들간의 정보시스템 구축, 제도 개선 등 유기적 연계를 통한 종합적 관리의 필요성을 제안하였다.
연구개발성과의 활용 측면에서는 연구개발성과의 가치 활용을 확대할 수 있는 방안을 다음과 같이 제안하였다.
첫째, 사전연구기획에서 계량정보학적 분석 및 사회연결망 분석 방법을 활용한 연구수준진단, 역량분석, 연구협력망 분석 방법을 제안하였다.
둘째, 연구개발과제의 원활한 수행과 신속한 기술동향 파악을 위해 맞춤형 기술동향 정보제공을 제안하였다.
셋째, 해당 분야의 핵심연구자 및 글로벌한 연구생태계 파악을 위한 연구자간 협력 연구망 분석 활용을 제안하였다.
넷째, 연구개발성과 평가에 대한 객관성과 신뢰성을 확대하기 위해 h-index, 게재저널 수준분석 연구영향력 분석 방법을 제안하였다.

다국어 초록 (Multilingual Abstract)

This study proposes methods for effectively managing major outputs of scientific and technological R&D activities (i.e., written records such as academic papers, patents, or R&D reports) and also for enhancing their applicability. For this purpose, various types of R&D outputs are analyzed first. In addition, a review of actual application cases of R&D outputs (both within Korea and abroad) is conducted and the pros and cons of such cases are compared.
As a result, a new R&D information management framework is proposed which covers the entire R&D process ranging from the planning stage to the final application stage. And this R&D management framework is meant to provide prospective end users with detailed information on each and every stage of the R&D process.
At another level, a new nationwide R&D information management system is suggested which will be in charge of organizing all the R&D outputs produced by relevant R&D institutions in Korea. To set up this nationwide system, conventional information management systems must be comprehensively modified together with relevant regulatory changes
As for the improvement of the applicability of R&D outputs, the following recommendations are presented:
First, it is shown that objective analytical information such as relevance of proposed research projects, competency of the research team, or selection of research topic, etc. can be obtained prior to the planning stage using informetric and social network analysis.
Second, in order to provide information on up-to-date research or market trends, customized alert service for individual researchers is proposed. For that purpose, profiles are made for all the researchers based on their R&D outputs.
Third, evaluations of core researchers and detailed analyses of collaborative research networks using social network analysis tools are presented to understand R&D ecosystems.
Last, informetric analysis tools are also recommended for measuring quality of R&D outputs using comparative analysis of Impact Factor and h-Index etc.
