개별 대통령기록관 건립에 관한 연구

국문 초록 (Abstract)

본 연구는 현재의 통합 대통령기록관이 가지는 문제점을 해결하기 위한 대안으로 개별 대통령기록관을 제안하고 개별 대통령기록관의 건립에 관한 개선 방안을 제시하는 것을 목적으로 하였다.
통합 대통령기록관과 비교하여 개별 대통령기록관은 중립적ㆍ독립적인 운영과 전문성을 바탕으로 전직 대통령기록물의 열람편의 제공, 대통령 개인기록물의 수집, 대통령지정기록물의 보호와 대통령기록물의 다양한 활용 등 여러 측면에서 장점이 있다.
그러나 우리나라 대통령기록관 관련 제도와 연구들이 주로 통합 대통령기록관에 집중되어 있고 개별 대통령기록관을 대상으로 한 연구는 없는 실정이다.
본 연구를 위해 우리나라 대통령기록관 관련 제도와 현황을 분석하여 문제점을 고찰하고, 개별 대통령기록관의 필요성을 살펴보았다. 또한 미국의 대통령기록관과 영국 및 호주의 수상기록관의 사례분석을 진행하였고, 이를 통하여 우리나라 개별 대통령기록관 건립을 위한 개선방안을 도출하였다.
해외 사례분석을 토대로 제시한 개별 대통령기록관 건립을 위한 개선방안은 크게 법제도, 운영과 예산, 역할과 기능의 세 가지 측면으로 정리하였다.

다국어 초록 (Multilingual Abstract)

This study is an alternative attempt to resolving the problems of current integrated presidential archives of records, intended to propose individual presidential archives of records and present an improvement plan on their building.
Compared to integrated presidential archives of records, individual ones, based on neutral, independent management and expertise, have a strong point in many aspects such as service in perusal convenience of ex-presidents’ records, protection of their designated records, collection and diverse uses of their records, etc.
However, our countries’ institutions and studies related to presidential archives of records have been chiefly focused on integrated presidential archives of records, without any studies on individual presidential archives of records.
For this study, institutions and actual status of our country’s presidential archives of records were analyzed to consider their problems and look into the necessity for individual presidential archives of records. Besides, case analysis was carried out on the presidential (U.S.)andpremier’s(EnglandandAustralia)archivesofrecords,throughwhichimprovementplanwasderivedonbuildingourcountry’sindividualpresidentialarchivesofrecords.
Improvement plan on building individual presidential archives of records presented based on analysis of foreign cases was largely summarized into three aspects of legislative system, management and budget, and roles and functions.
