This study seeks to prepare an operating system improvement plan for university lifelong education centers.
It analyzes the actual operating conditions of university lifelong education centers in foreign countries and in Korea, and investigates center workers’ and students’ level of recognition of, and satisfaction with, their center’s operating state.
The study problems are as follows:
1. What is the operating state of domestic and foreign university lifelong education centers?
2. Do university lifelong education center workers recognize their center’s operating state and the ideal operating system?
3. What is the satisfaction level of adult students of university lifelong education centers with the centers’ operations?
This study was executed to gather lifelong education statistics for an organization website, as well as seminar data, and data for all kinds of literature study such as the preceding study that analyzed the comparative operating states of domestic and foreign university lifelong education centers.
Moreover, an opinion investigation was performed in this study on the opinions of university lifelong education center workers and students on how to improve the operating state of such centers, as inputs to an improvement plan.
Two kinds of investigative research were executed in this study.
One was an opinion research among university lifelong education center workers on the centers’ system reorganization.
The other was an investigation of the satisfaction of adult students of university lifelong education centers with their centers’ operating state.
Briefly, the following are the results of the analysis of the investigation outcomes in this study.
1. Foreign university lifelong education centers are structured systematically, have enough professional manpower, and run their programs with professionalism and quality.
On the other hand, Korean university lifelong education centers are not structured systematically, have insufficient manpower, and do not offer security of tenure to their workers, because they require legal and institutional changes.
2. The Korean center workers realized that improvements in their centers’ general operating system are needed, such as the introduction of an organized operations management system.
3. The adult students were mostly satisfied with their center’s academic services and program services, and they think that the high trainee demand for the centers’ education offerings reflects the quality of the centers’ program contents, the skills of their professors, the quality of their curricular materials, etc.
Moreover, the adult students expected the centers to give importance to the professional program development business and to the establishment of an occupational ability improvement program.
The overall results of this study are as follows:
1. Korean university lifelong education centers must have a systematically organized structure, professional manpower, and professionally run programs to match the standards of university lifelong education centers in major foreign countries.
2. Korean university lifelong education centers must be ideally operated with a customer center, which emerged from the investigation results.
To activate university lifelong education, political consideration of the setup and construction of university lifelong education centers as proper multifunctional adult study institutions is urgent, through the following measures:
- Setup of Independent Organs that have self-supporting accounting systems and budgets;
- Government support for the center tuition;
- Stable employment of center workers with profit-sharing, as gathered from the Mission Area Analysis in this study;
- Fostering of lifelong education specialists;
- Partnerships for organized center setup;
- Development of the center professors’ professional abilities; and
- Establishment of a clear organizational operations management system for the centers.
3. Korean university lifelong education centers must be equipped with professional manpower and a materials services assistance system to satisfy the diverse demands of their adult students, and must operate student centers.
